The organization has demonstrated success in meeting/exceeding performance measures on an organizational or programmatic level in spite of challenges. 2. The organization has an adequate philosophy regarding on-going staff training with relevancy to successful program delivery and has evidence of providing training. 3. There is an adequate plan to ensure supervision of staff and adherence to compliance, quality, and program design. B. Staffing Plan (15 Points) 1.a. There is an adequate staffing plan for the proposed program and the portion of time for shared staff, if applicable, is adequate and efficient. 1.b. Qualifications of existing staff are adequate and resumes show that staff have minimum desired qualifications necessary to successfully facilitate WIOA OSY program services. 1.c. Qualifications of key staff are adequate and show staff will have minimum desired qualifications necessary to successfully facilitate WIOA OSY program services according to resumes and job descriptions/desired qualifications. 1.d. The proposed caseload and overall structure is efficient and realistically and thoroughly described. 2. There are sufficient strategies for developing positive working relationships with participants. 3. There are appropriate policies for ensuring youth and staff safety, in person and electronically. 4. There is a satisfactory description of the strategies in place to circumvent turnover. 5. 3 C. Relationships and Collaboration (15 Points) 1. Adequately describes key partners/subcontractors and their involvement in obtaining WIOA performance measures. 2. There are effective strategies in place to ensure coordination with other agencies serving youth will occur. 3. There is an adequate plan to leverage additional resources to supplement services. D. Facilities (10 Points) 1. Facilities will be ADA accessible. Hours and transportation plans are acceptable, If facilities will not be at PA CareerLink, there is adequate justification regarding how the facilities will benefit OSY and allow staff to be successful in providing the program services. E. Youth Recruitment Strategies (15 points) 1. The strategy is comprehensive and covers the full spectrum of WIOA eligibility as outlined in the RFP and maximizes impact to ensure full caseloads. F. WIOA Youth Service Delivery- Program Design (15 points) 1. There is an adequate plan to align services with each WIOA Service Delivery requirement. 2. There is a demonstrated plan to ensure the overall service strategy, including the ISS, is linked to performance indicators. 3. A clear plan for incorporating career pathways and how OSY will experience, be exposed to, develop, and leave the program knowing future possibilities on the career pathway, is provided. 4 G. WIOA Required Program Elements (25 points) 1. The proposed plan to deliver WIOA program elements includes a comprehensive plan for each that is clearly articulated. There are adequate plans to ensure youth needs are met and each question in the RFP question G.1. is adequately addressed. H. Program Delivery and Implementation of the Program Design (50 Points) 1.a. Description of proposed program, goals and experience is satisfactory and describes plans for length of time between interest and enrollment. 1.b. Plans for involved staff, referrals, hours of participation, and length of program design are adequate. 1.c. Enrollment plan is detailed and logical. 1.d. Sequence of activities & execution are adequate & sound. 1.e. Career awareness/exploration delivery acceptable. 1.f. Plan sufficiently details how they intend to increase basic skills and adequately deliver remediation. 1.g. Description/example of proposed workshops and delivery is adequate. 1.h. The approach is innovative and will ensure a positive, motivating experience. Case management and communication strategies are adequate with different learning styles addressed. 1.i. Detail regarding what OSY will expect from the program is adequate. 1.j. There is an adequate plan to measure effectiveness of the program design. 1.k. Flowchart is detailed and practical and clearly shows how OSY will move through the design. 1.l. Attachment displaying visual/text outline of the program design which could be presented to OSY is detailed & satisfactory showing them what s in it for them, what s available and what to expect. 1.m. Attachment defining the framework of possible rebranding is appropriate and satisfactory. 5 2. Proposal adequately outlines strategies aimed at ensuring continuous service to the OSY. 3. The proposal sufficiently details the expectations of youth participants and there is an adequate plan for how those expectations will be conveyed. 4. Outline clearly shows the amount of time the OSY will spend with OSY staff and the % of time an OSY staff person will spend directly with OSY each day. Response to each plan is reasonable and adequate. 5. There is a complete plan for the development of the ISS which includes linkages to performance indicators. 6. There are effective plans for youth retention and adequate plans for combating anticipated challenges. I. Performance and Outcomes (25 Points) 1. There is an adequate strategy to ensure staff are properly trained in WIOA and CWDS. 2. Goals including those listed in the question are adequate. 3. Proposal sufficiently highlights how the WIA Common Measures will be met/exceeded. 4. Proposal sufficiently highlights how the outcomes for WIOA Common Measures will be positive presently and in the forthcoming performance year. 5. Proposal demonstrates an understanding of how to ensure youth are placed and an understanding of how to work with the PA CareerLink 6. Funds are allowable and reasonable; allocated to minimize administrative costs and support direct services. 3. Indirect cost rate, if applicable, is reasonable. 4. Unusual expenditures are clearly explained and are reasonable. 5. Annual salary, % of time to OSY, employer of record and primary location of staff is clearly narrated and adequate. 6. If there are proposed subcontracts, the duties are adequately detailed and the budget is reasonable. 7. The source of all matching funds is clearly explained.
