3 e-government is not! e-government is not just implementing manual procedures into IT-systems. e-government is not only making information services available on the Internet without added value. e-government is not services on the net, that requires new manual back-office procedures.

4 e-government is! #1 Services to Citizen and Businesses. Customer oriented and not provider oriented. Service delivery independent of place and time. Single interface to government. Cross Government co-operation. Data as a shared resource. Do not ask citizens/businesses to provide data already known by Government. Better services delivered more efficient.

5 e-government is! #2 Services based on Internet technologies. IP Networking. WWW technology for easy and flexible access to information and to interactive services.. Web-based applications for flexible services. Access through standard browser. XML defined data-structures for flexible access to and interchange of data.

6 Business Proces Re-engineering. New electronic based services may require changes in organisation and working procedures. Co-operation across organisational boundaries. Change of internal procedures. Change of workload from administrative jobs to serviceoriented jobs. Review and update laws and rules in order to allow electronic exchange of data. Many laws requires written signature on paper.

7 IT in Denmark. #1 Denmark has a long tradition for use of IT in the Public Sector. Unique identifier of citizens and of businesses. 95% of all information in the tax systems are collected and exchanged electronically. 98% of all payments in and out of the public sector are exchanged electronically. Common data infrastructure on citizens, companies, land and buildings. Shared IT-services in many areas: Accounting, Payroll, Social benefits and others.

8 IT in Denmark. #2 Most civil servants have access to a workstation connected to a local network, to office facilities, to databases and to the Internet. All private companies makes intensive use of IT. 90% of all companies have access to the Internet. 65% of private homes have a PC with access to the Internet.

9 The e-government Project! The e-government vision is to systematically use digital technologies to introduce new ways of thinking and transform organisations and work processes to improve the quality of service and efficiency. Close co-operation between Ministry of Finance, Ministry of Science, Technology and Innovation, The Counties and The Municipalities. High-level steering committee (Permanent Secretary Level)

10 e-gov initiatives - Homepages! Most public sector organisations operates their own homepage. Easy access to information: General information, news, specialised information. Download forms. e-forms. Intelligent e-forms. Interactive access to own data in public sector databases. Requires log-on identification. Other services: Traffic information, route-planning, weather forecasts, e-learning, guidance. Portals -

11 e-gov initiatives - Digital Signature! Project Digital Signatures for all Citizens. OCES (Public Certificate for Electronic Services). Software based digital signature equivalent to technologies used in home-banks. Open procurement One or more private sector suppliers. Digital Signature is a prerequisite to provide more general access to your own data and to provide services, which today requires a written signature.

12 e-gov initiatives - XML! The vision is that the XML project will: Improve the exchange of data both internal in the public sector and between the public and private sector. Improve the processing of data, make easy access to already collected data and facilitate re-use of data. Make it easier to implement E-services involving use of cross sector data. Establish the Infostructurebase. Standards for exchange of data.

13 The Digital Task Force! A group of 20 people born out of the Ministry of Finance. Acts as a catalyst in co-ordination and cooperation in the digitalisation process across all levels of the public sector. Identifies relevant cross sector projects, where re-organisation and new e-gov services can lead to better and more efficient services.

14 e-gov Strategy for the Future! Corporate IT-strategy in all ministries. Common public sector IT-Architecture. Common standards for data-communication. Secure Public Sector Broadband Network. Digital Signature. IT-Security. A Center of Knowledge on IT-Security. Co-ordination of Government IT-Policy. Strategy to be published Spring 2003.
