3 1.1 Appointment of Presiding Officer Ms. Brennan, Director of Council Services/Clerk advised Council that both the Warden and Deputy Warden were absent from the meeting. She explained that, in accordance with the Section 5b of Procedure By-law , in the absence of the Warden and Deputy Warden, County Council may chose a Presiding Officer (Acting Warden) to Chair the meeting. She noted that Section 6 of the Procedure By-law provides the Presiding Officer with all the authority the Warden would have presiding over the meeting, if he were present Moved By Mr. McDermott Seconded By Mr. Fazio That Nelson Santos be appointed Presiding Officer (Acting Warden) for the February 15, 2017 County Council meeting. 2. Disclosure of Pecuniary Interest There were no conflicts of pecuniary interest declared. 6. Adoption of Regular Meeting Minutes Moved By Mr. Meloche Seconded By Mr. Fazio That the minutes of the January 25, 2017 Special and February 1, 2017 Regular Meetings of Essex County Council be adopted as presented. 7. County Warden s Welcome and Remarks Page 3 Acting Warden Santos noted that any updates to the Warden's activities would be provided at the next Council meeting.

Delegations and Presentations Moved By Mr. Queen Seconded By Mr. Bondy That Ms. Kaffer and Mr. Marra be permitted to address County Council. 8.1 Mental Health Initiatives - Changing Lives Together Foundation Ms. Janice Kaffer, President & Chief Executive Officer and Mr. Bill Marra, Vice President, External Affairs & Executive Director, Hotel Dieu Grace Healthcare, to speak to County Council regarding Mental Health initiatives their Foundation is involved in and also planning for the Windsor-Essex Region. Ms. Kaffer and Mr. Marra presented a powerpoint presentation to Council, outlining the current Mental Health and Addiction programs provided, highlighting some of the successes they have experienced through collaborations and the work they are undertaking to establish a recognized Centre of Excellence in Mental Health. Ms. Kaffer explained that the hospital network is a regional service provider and through collective planning and consideration, serves all of Essex County and the City of Windsor. She expressed that, while the Windsor-Essex Hospital System proposal includes a vision for a stronger, more integrated Mental Health and Addictions system for the region, some concerns have been raised that the mental health and well-being of our community is too important to wait the estimated 7-10 years for full implementation. She stated that there is an immediate need to address mental health and addictions in Windsor-Essex, as these issues relate directly to the other systemic health care issues such as a lack of available hospital beds which affects emergency service providers and long term care facilities. Mr. Marra noted that there is a need for widespread regional efforts to bring awareness and funding to these projects while the future regional hospital plans are still in the planning stages. It was noted that support throughout the region, through municipal Council resolutions and communication to the Province, would be one Page 4

5 way to demonstrate the collective support for these new mental health and addiction initiatives. Discussion took place with regard to the children and youth component of the program and the particular need for transitional aid for young people impacted by mental health illnesses or addiction into adult services Moved By Mr. Bachetti Seconded By Mr. Queen That the Warden, on behalf of Essex County Council, send a letter reaffirming their support for the Windsor-Essex Hospital System proposal, and encourage consideration for regional Mental Health and Addiction supports and further that this resolution be forwarded to local municipalities in Essex County and to the Minister of Health and Long Term Care. 9. 7 9.2 Resolutions There are no resolutions for the consideration of County Council for February 15, Consent Agenda Moved By Mr. Bondy Seconded By Mr. Bachetti That the information item(s) listed as item 10.1 on the Consent Agenda for February 15, 2017 be received Housing Advisory Committee View the online version of the Housing Advisory Committee meeting minutes, dated September 27, Reports and Questions 11.1 Tender Summary Structure Rehabilitation (1) Report Number 2017-R003-TSD-0215-TRB, dated February 15, 2017 from Tom Bateman, Director of Transportation Services/ County Engineer. Mr. Bateman discussed the rehabilitation program and the Ruscom River Bridge project. He noted that 14 firms were pre-qualified and that 6 submissions were received Moved By Mr. Bondy Seconded By Mr. Meloche That Council approve and award the tender for Project Number County Road 14 Bridge Rehabilitation over Ruscom River to Front Construction Industries Inc. for a total tender amount of $442,900.00, plus HST. 8 11.2 Proposed Revisions to Fees and Charges By-law Report Number 2017-R001-CS-0215-MB, dated February 15, 2017 from Mary Brennan, Director of Council Services/Clerk. Ms. Brennan discussed the annual review of the fees and charges collected by the County. She noted that there are some changes related to the implementation of the Integrity Commissioner services as well as changes to Closed Meeting Investigations. Ms. Brennan noted that some fees increased for the installation and access fees for some technology at Sun Parlor Home. Also a change was made to the minimum number of hours required for the booking of attendant care at Sun Parlor Home, but the fees remain unchanged. There was also a housekeeping item, which was the removal of a fee related to the Essex County road atlas which is no longer available Moved By Mr. Queen Seconded By Mr. Bondy It is the recommendation of Administration that County Council adopt By-law which establishes the fees and charges for the Corporation of the County of Essex for Revisions to Employee Harassment in the Workplace Policy # Report Number 2017-R01-HR-0215-GPS, dated February 15, 2017 from Greg Schlosser, Director of Human Resources. Mr. Schlosser discussed the changes proposed to the policy and the rationale behind them. Changes relate to codifying general practices already in place for the County and also mandated changes under Bill 168, An Act to amend the Occupational Health and Safety Act with respect to violence and harassment in the workplace and other matters, came into effect June 15, Page 8
