2 BACKGROUND Programs are one of the most important ways by which governments give effect to policy. Program managers are expected to successfully deliver on the objectives and achieve positive outcomes for individuals, communities and society at large. This brand new three-day course is focused on the execution of policy projects and program management, linking planning to service delivery and strategies for dealing with a broad range of stakeholders to ensure policy intentions are achieved. This exclusive new offering will create powerful links between theory and practice. Deep dive into everything from program logic, log frame analysis and policy logic, frameworks for monitoring and evaluating program outcomes and applying project management methodologies and mindsets (including Agile!) to take your program delivery to the next level. You will undertake practical exercises exploring the importance of evidence, different types of programs, the challenges of programs with varying levels of complexity and the implications of identifying and measuring intended and unintended program outcomes. TRAINING DELIVERY AND PRE-COURSE QUESTIONNAIRE This workshop will be delivered using a three tiered approach. The structure of each session is as follows: 1. Technical overview and review of research into the topic area under discussion 2. Practical application of management principles in the review of case studies, worked examples and interactive exercises 3. Discussion of outcomes and implementation issues participants will have the opportunity to include comments and questions about issues outlined in the program by way of a pre-course questionnaire. This feedback will enable the course facilitator to adjust content accordingly. The workshop has limited places to allow for customisation, greater interactivity and for individual concerns to be addressed. 4 INTRODUCING YOUR FACILITATORS established the Canberra-based consultancy, the Clear English Company, to support government agencies, businesses, lobby groups and not-for-profit organisations and improve strategic communication. Since 2007, Carolyn has provided policy analysis, training and strategic advice for over 20 Australian state and territory government agencies, as well as a range of voluntary and non-government organisations. Prior to 2007, she built policy and evaluation units in three government agencies, receiving two Australia Day medals for excellence in policy development and the Secretary s award for leadership in establishing a culture of evaluation in one large agency. Carolyn holds a Master s Degree in Management specialising in industry strategy and has over 20 years experience as a teacher, trainer, facilitator and professional chair. is the of Pty Ltd, a professional services company specialising in policy analysis, program evaluation and capacity building. Susan s diverse career in the public and private sectors include roles as a researcher, policy analyst, manager and consultant. During a 20- year public sector career, she was responsible for the development and review of various national strategies, reform agendas and budget initiatives in Australian Government portfolios responsible for health and ageing, families and community services, industry, science and communications. Susan has substantial experience in evaluating complex policy issues and providing sound, evidence-based advice to decision-makers about the outcomes of their policies and programs. She has evaluated over 40 government programs and interventions, strategic and policy reform agendas, governance and advisory mechanisms, and legislation and regulatory frameworks. Her clients include international, Australian, State and Territory governments, the not-for-profit and private sectors. Agile Training Shane is a Management Consultant specialising in high-performance, self-directed work teams. Working with small teams for over 30 years in sectors as diverse as Defence, Police, National Security, Mining, Renewable Energy, Antarctic Research, Health and Foreign Affairs. Shane has led the delivery of projects large and small across State and Territory Governments, the Australian Government and internationally in Papua, Thailand and New Zealand. Shane became an Agilist in 2010 when he moved a software development team to Agile using Scrum to deliver value to a Renewable Energy Government Business Entity. He s since used Less, Nexus and SAFe 4.5 to deliver Scrum at scale in both software and business projects. He s currently delivering Agile Coaching and Scrum Master services to a large multi-year, billion dollar program of work in the Health, Aged Care and Veteran Payments sectors. Shane holds a Master of Management from the Australian National University, an Advanced Diploma in Project Management, PRINCE2 Foundation, and Certified Scrum Master. Shane is the Founder of the Canberra Agile and Scrum User Group found on Meetup and author of THE BIG AGILE SURVEY: The State of Agile in Australian Government Departments in Canberra Survey.
