The New Silk Rodad Rome, October 24th 2017 Digitalization as a key element of the network Teresa Alvaro Agenzia delle Dogane e dei Monopoli

May 1st 2016: the new EU Customs Code is enforced The new Code should have implemented ecustoms to ensure «digital» formalities and uniform controls based on automated risk management all over the EU Customs comply with Temporary Provisions allowing for «paper» formalities in many countries! ecustoms is at a «standstill» since EU and national systems are still to be implemented and demand higher costs and longer times. The new scheduling has been «dangerously» delayed to 2021 and 2023 (in some cases even to 2025) The EU strategy needs re-thinking! UCC 1312 pages +48% compared to previous Code More info:

Digital distruption, ecommerce, increased security demands The Digital Disruption «disrupts» old business models and boosts digital growth. Customs should reinterpret its mission: controls and services synchronized with the pace of glocal markets. «It is not the strongest of the species that survives, not the most intelliget that survives. It is the one that is the most adaptable to change» (Charles Darwin)

ecustoms.eu VS ecustoms.it ITALY: Pilot country: Systems operating in ITALY Real-time electronic declarations for ALL customs procedures + electronic signature and on-line compliance controls Systems operating in the EU NCTS, AES, ICS (solo ENS) Electronic declarations only for Export, Transit and ENS (security declaration) No electronic signature AUTOMATED RISK ANALYSIS on all declarations emanifest integrated with ENS and temporary storage, Single Window, Pre-clearing, Fast Corridor ITALY was Pilot country for UUMS&DS (EU SPID) Expectations in the UCC

Building Growth Strategy and Holistic Approach: the Cornerstones Added value full digital and real-time solutions that meet Large Companies needs and help SMEs growth Automated risk management to ONCE ensure more effective and less intrusive controls Internet of Things/Goods Blockchain

«Made in Italy» innovations beyond ecustoms Customs Single Window E-Manifest (advanced availability of manifest data integrated with information on security) as a keystone for main innovations Clearance at sea and in air E-Manifest still under discussion within the workind group DG Move / DG Taxud Supply Chain digitalization: Fast corridors Gate automation

ONCE, One sending One control: Single Window PA 1 Business Integrated controls based on shared risk analysis PA 2 ONCE PA 1 PA 2 PA n PA n Up to 23 controls/authoriaztions Information to Public Administrations (PA 1, PA 2, PA n) as a byproduct of business systems: full digital approach

Digital Supply Chain: Clearance at sea Anchorage Port Customs MMA (Manifest of inbound goods) Automatically generates the temporary storage code number The trader Can send the customs declaration Customs knows the container destination before unloading Port Goods are immediately sent to controls, port terminal and to the logistics hub of destination State of the art Clearance at sea possible for : Containers Ro-Ro Automotive (under experimentation at Ravenna port)

Multimodal Fast Corridors : the first step towards IoG and Customs 4.0 Physical and documentay monitoring of the goods Containers are moved from the port area of unloading to the logistics hub at destination (temporary storage) through corridors secured by monitoring platforms. Road corridor, vehicles monitored by the UIRNET Platform Railway corridor monitored by the PIL and PIC platforms Project Ikea: Banchina lunghissima Paper formalities replaced by phyical moitoring and value-added information exchanges among all stakeholders in the supply chain The supply chain is synchronized with the new production demands

Fast Corridor KPIs 2016 Road fast corridor 42% increase in the number of activated corridors Railway fast corridor 75% increase in the number of activated corridors 2017 Number of containers moved through fast corridors 61% increase

INTERNET OF GOODS (IoG) Let the goods talk! Critical Data sent «from goods» and from supply chain stakeholders ADDED-VALUE CONTROLS: supply chain stakeholders receive feedback on the tracking of the goods. Tracking and tracing of the goods Clearance at sea and in air Fast corridor: road, rail and multimodal AI, Blockchain

IOT for the Automotive Sector Controls on the goods entered in the Cargo Manifest «Business» AI is re-use to: Register the vehicle exit from the plant; Control and optimize port entry and loading procedures; Atomatically terminate exports 3 ports involved in the experimenting phase

UCC: The National Implementation «Soft» adjustment to the new Code, combined with new facilitations/simplifications: digitalization of the file of the documents accompanying the declaration (e-dossier) H24 On-line clearance broadly extended IT functionalities supplied on the web portal by Customs to the declarant to follow the cycle of the declaration and the workflow of controls (request for additional documents, availability of the goods, etc.). Better identification of «bottlenecks» in the clearance cycle, to act promptly and further reduce time release

Port KPI UCC Implementation in Italy Goods cleared within 12 seconds and 5 minutes Best-time Slot: 92.6% (average in Italy) Before e-dossier Jan-Apr 2016 After e-dossier May-Dec 2016 Increase (% points) Genova 65,8% 87,6% + 21,80 La Spezia 77% 91,6% + 14,60 Livorno 64,8% 91,3% + 26,50 Venezia 92,1% 96,5% + 4,40 Trieste 18,4% 77,8% + 59,40 Civitavecchia 2,7% 62% + 59,30 Napoli 2,2% 55,7% + 53,50 Gioia Tauro 0,01% 67,3 + 67,29 Bari 2,6% 72,8% + 70,20

EU R&D and NOP Projects In the framework of R&D projects, innovative operational models are developed, which contribute to the progressive implementation of Customs 4.0. Such models are elements of a strategic vision acting in a synergic and integrated manner on the rings of the entire supply chain. Through the projects presented within the NOP Infrastructures and Networks the new models will be integrated and launched starting from the target Regions. NOP projects are developed in modules, thus reducing inherent risks and providing immediate benefits, irrespective of the starting conditions.
