1 CITY OF DEERFIELD BEACH SCOPE OF WORK Deliverable 1: Data Compilation and Map Preparation 1.1: Recipient shall prepare a compendium of existing data and information necessary to produce the Complete Streets Implementation Plan, including maps and plans, previously produced by the Recipient, Broward County, the Broward County Metropolitan Planning Organization ( MPO ), the Florida Department of Transportation ( FDOT ), and other public agencies, for the Recipient s public streets and thoroughfares, including the Recipient s Complete Streets Guidelines, the MPO s Long Range Plan, the MPO s Existing Bicycle Facilities Map, the MPO s 2035 Cost Feasible Bicycle Project Map, the MPO s Unified Planning Work Program, and the MPO s currently adopted Transportation Improvement Program and associated Mobility Projects Map. 1.2: Recipient shall prepare a jurisdictional wide sidewalk GIS shapefile illustrating the extent of existing sidewalk facilities and identifying any gaps in the Recipient s sidewalk system. The shapefile may, at the discretion of the Recipient, provide additional information, such as those segments of the sidewalk system currently in disrepair. 1.3: Recipient shall prepare a zip file of GIS shapefiles, based upon data compiled and created in Deliverables 1.1 and : Recipient shall prepare a GIS map series illustrating the Recipient s existing and planned public thoroughfare system, existing and planned sidewalks, existing and planned transit facilities, and existing and planned bicycle facilities. The map series shall also depict major attractors and generators of pedestrian and bicycle traffic, including schools and parks. December 17, : A list of the data and information compiled as specified in the description of Deliverable : A jurisdictional wide sidewalk GIS shapefile illustrating that content listed in the description of Deliverable : GIS shapefiles, based upon data compiled and created for Deliverables 1.1 and 1.2. Shapefiles of GIS data shall be provided to DEO via FTP or dropbox. 1.4: Maps based upon the GIS layers created for Deliverable 1.3, illustrating that content listed in Deliverable 1.4. Maps shall be in Adobe pdf format at a scale within the range of 1 = 250 feet to 1 = 1000 feet.

2 s Deliverable 1.1 $ Deliverable 1.2 $1, Deliverable 1.3 $ Deliverable 1.4 $ Deliverable 2: Preliminary Strategy Work Session Recipient shall conduct a preliminary strategy work session to identify a network vision map, identify four transportation corridors to be addressed in the first phase of the Recipient s Complete Streets Implementation Plan, and develop preliminary general conceptual modifications for each of the four transportation corridors. January 21, 2015 A narrative summary of the data analysis and preliminary strategy work session that includes: a. A network vision map based upon the concepts developed based on previous work, illustrating potential future multimodal travel routes (e.g. Complete Streets functional classifications and other plans identified in Deliverable 1.1); b. The four transportation corridors to be addressed in the first phase (Phase I) of the City s Complete Streets Implementation Plan; and c. Preliminary general conceptual modifications for each of the four designated corridors, intended to create a complete street, that include the limits of the affected segments and a brief narrative of the types of physical changes suggested to be made to the corridor, including the right of way of the affected street and the adjacent built environment, (adjacent land use, and other infrastructure). $2,450.00

3 Deliverable 3: Existing Conditions Report Recipient shall prepare documentation of existing conditions of the four corridors selected for inclusion in the initial phase of the Complete Streets Implementation Plan, based on field verification. Conditions documented shall include street and transportation facility dimensions and locations, and the presence/absence of bicycle, pedestrian, and transit infrastructure and facilities. Due date February 13, 2015 Performance Measure A report including pictures and narrative documenting existing conditions as specified in the description of Deliverable 3. $1, Deliverable 4: Corridor Recommendations Recipient shall prepare a compendium of the specific recommendations of modifications for each corridor, including, for each corridor, the following content: the limits of the affected segments; a brief narrative of the types of physical changes, including applicable elements from the Recipient s Complete Streets Guidelines, suggested to be made to the corridor, including the right of way of the affected street and the adjacent built environment (adjacent land use and other infrastructure); and, cross section illustrations from street level view generated from StreetMix.NET. Specific recommendations regarding dimensional aspects of street and transportation facilities shall be included as annotations in section renderings and aerial based maps (or plans). The Plan may include other components and information as deemed appropriate by the Recipient. The draft Plan shall be provided to DEO for review and comment prior to the due date of the deliverable/performance measure. If DEO provides comments, the draft Plan shall be revised to address DEO s comments. February 25, 2015

4 A compendium of the specific recommendations for the modifications of each corridor, including, for each corridor, that content listed in the description of Deliverable 4. $3, Deliverable 5: Draft Complete Streets Implementation Plan Recipient shall prepare a draft Complete Streets Implementation Plan based upon Deliverables 1 4, and any comments received from DEO in response to those deliverables. The Plan shall include the following components: a narrative, defining the term complete streets, explaining the purpose of the Plan, and describing how the Plan is organized; the limits of the affected segments; documentation of the methodology used to select the corridors designated for modification into complete streets; any criteria, as may be developed by the Recipient, to be used to decide on the priority of future implementation activities; the list of the four corridors selected for the initial phase of modification to complete streets, with the applicable extents described as well as illustrated on map(s); along with, for each corridor selected for the initial phase of modification, a description of the types of physical changes, including applicable elements from the Recipient s Complete Streets Guidelines, recommended to be made to the corridor (i.e., to the right of way of the affected corridor and the adjacent built environment, including adjacent land use and other infrastructure); and, cross section illustrations from street level view generated from StreetMix.NET. Specific recommendations regarding dimensional aspects of street and transportation facilities shall be included as annotation within the section views of the applicable streets and corridors or on aerial based maps (or plans). The Plan may include other components and information as deemed appropriate by the Recipient. The draft Plan shall be provided to DEO for review and comment prior to the due date of the deliverable/performance measure. 5 A draft Complete Streets Implementation Plan including that content as specified in the description of Deliverable 5 and that addresses any comments provided by DEO, in editable Adobe InDesign format. $2, Deliverable 6: Final Complete Streets Implementation Plan Recipient shall prepare a final Complete Streets Implementation Plan based upon the draft Complete Streets Implementation Plan and shall address any comments received from DEO on that draft Plan. The final Plan shall include those components as required of the draft plan as described in Deliverable 5. In addition, the Plan shall also include a table of corresponding potential capital improvement projects identifying the corridor, a projected planning level project cost estimate, and potential funding sources. For this purpose, each corridor may be listed as an individual project or may, at the discretion of the Recipient, be divided into multiple projects, based on, for example, sub segments of the corridor, with each of these projects listed separately. If established by the Recipient, the table shall also indicate priority or sequencing of the projects. April 28, 2015 A final Complete Streets Implementation Plan as specified in the description of Deliverable 6. The Plan shall address comments provided by DEO in connection with Deliverable 5 and shall be provided to DEO in Adobe pdf format. $1, As provided in Section 8.c. of this Agreement
