2 Addendum #2 August 17, 2017 Page 1 of 2 SEALED BID No AKLM REBID WOODLAND AVENUE BRIDGE REPLACEMENT PROJECT ADDENDUM No. 2 To All Bidders: The following constitutes Addendum No. 2 to SEPTA s Sealed Bid No AKLM Woodland Avenue Bridge Replacement Project. Addendum No. 2 must be acknowledged by inserting the date of the Addendum on Page 14 of the Bid Forms. Failure to do so may render a bidder s proposal as nonresponsive. The bid opening is still scheduled for Tuesday, August 29, The bids will be opened in Conference Room 11-B of SEPTA's General Offices, 1234 Market Street, 11th Floor Philadelphia, Pennsylvania A. General 1. Remove and Replace Contract page 21, Section XI.E has been updated. B. SPECIFICATIONS Not Applicable C. DRAWINGS 1. Add Woodland Avenue Site Photos D. QUESTIONS & ANSWERS Q1 Reference Contract Article XI. E; Liquidated Damages for Delays in Construction. Please provide a definitive dollar amount for the daily impact that late completion of the project would cause SEPTA. The Section as currently written provides no guidance on the possible impacts of delay. Contract Article XI.E has been deleted. Q2 Reference Specification Section 01010, 1.07 SEPTA Operational Constraints; J. Please clarify that the construction clear zone will be allowed to be encroached during the weekday, weekend and late night outages for movement of equipment across the access mats from the one access point to any other work location in the ROW as required to complete the work. Access only exists at Wing C and there is no place to park equipment in the ROW. The Equipment must be able to get to Abutment 1 and Wings A & B during the weekday, week end and late night single tracking. As presented in the Track Outage Plan. Q3 Reference Specification Section 01010, 1.07 SEPTA Operational Constraints; K. The paragraph list activities that have a potential to foul SEPTA Facilities; please add Weekday single-tracking, 9:30am to 2:30 pm. The existing bridge footings, existing bridge abutments and proposed support of excavation along the tracks, are within the fouling distance as shown on sheet S001. The work can be completed during single tracking while maintaining the Construction Clear Zone. Contractor s SSWP will be required to conform to the Track Outage Plan. 1 Page

Stage 2, # 8 states Start underpinning of existing buildings and retaining walls where possible. b) Stage 3, #4 states install Regional rail track access work mats. The underpinning at Wings A & B to be started in Stage 2 require the access work mats to be installed in Stage 2 not Stage 3. Please revise the sequence and provide outages to cross and occupy the tracks. Contractor s SSWP will be required to conform to the Track Outage Plan. Q5 Specification Section 01010, 1.08 Work Sequence; Stage 1; # 4 states Coordinate with PECO, Verizon, SEPTA and PennDOT to divert Facilities to their temporary locations. Relocation of the Verizon and PECO Ducts require the trolley line to be shut down to excavate and tie into the existing ducts. Please confirm that the trolley line will be shut down at the beginning of Stage 1 to allow for the timely relocation of Utilities. Refer to Track Outage Plan. Q6 Reference Specification Section 01010, 1.08 Work Sequence; Stage 1; #8. States If necessary allow Level 3 or their contractor access to site in order to complete their relocation. Please confirm that SEPTA will reroute the trolley lines during Stage 1 in order to allow Level 3 to install the relocated fiber optic line under the existing trolley tracks, thereby meeting the work sequence as defined. Refer to Track Outage Plan Q7 Q8 Please confirm that during the shutdown from July 21 to August19 the contractor will be allowed to work outside the Construction Clear Zone on the project between the hours of 8 PM and 7 AM. Refer to Track Outage Plan Please confirm that SEPTA is the generator of all hazardous waste encountered at the site and that SEPTA will sign the transportation manifests and bills of laden as Generator. SEPTA is unable to confirm or comment at this time. Q9 Please confirm that if asbestos is found on the site after testing as required by specification, any handling and disposal will be paid as a change in the contract. It will be handled as specified in contract section XIV. Changes in Work. Q11 Please confirm that Railroad Protective Liability Insurance is not required. PER CONTRACT SPECIFICATION U.6.B.2 (Insurance, Limits of Liability, General Liability Insurance excluding vehicles) vendor needs a CG2417 railroad endorsement or equivalent policy. 2 Page
