1 Friday, June 17, 2016 Process of Verified Gross Mass (VGM) Receiving & Reporting at PICT Respected Stakeholders, This document is aimed to provide a general overview of receiving & processing of Verified Gross Mass (VGM) information at PICT. We hope that it will be helpful for you to streamline your processes for smooth handling and loading of your export shipments from PICT. As per the DGP&S Final Draft Notice dt: , SOLAS VGM rule will be enforced from July 01, This effectively covers all such containers loaded on vessel which is due to sail on or after July 01, :00 PST. As you aware that Export container enters in the Terminal few days before arrival of the vessel, so it is necessary to start receiving VGM before July 01, In this respect, PICT will start accepting VGM information from Shippers or their nominated representatives from June 23, 2016 if container to be loaded on a vessel which declared ETD is on or after July 01, VGM of transhipment containers to be loaded from PICT on vessel having ETD on or after July 01, 2016, will also be required. However, VOA and container operator with mutual consent may agree on otherwise for a period of not more than 3 months starting from July 01, VGM of Export Full Container can be provided in 3 manners outlined as under: 1. Shipper provides VGM at Pre-Gate stage, 2. VGM measures at PICT Weighbridges on Shipper s Request, 3. Shipping line provide VGM. 1. Shipper provides VGM at Pre-Gate stage a) Shippers will provide VGM calculated through method(s) notify by DGP&S. Following additional documents will be submitted by Shipper/C&F Agent at PICT Pre-Gate while issuing Drop-off Tickets: i. An Undertaking as per the format enclosed as Annexure-I to be printed on Shipper or C&F Agent s letterhead, ii. Weighment Certificate of Container. b) This VGM should not exceed from Maximum Gross Weight printed on Door of the Container. c) PICT will update above weight in Terminal Operating System (TOS) & will be used for vessel stowage planning. d) This VGM will be communicated to shipping lines through routine reports and EDI (CODECO and COARRI) [1]. e) In case of any discrepancy found in VGM at later stage, Shipper will be responsible for all the consequences, cost, penalties etc. [1] If EDI mechanism exists between PICT and concerned shipping line. 1 P a g e

2 2. VGM measures at PICT Weighbridges on Shipper s Request a) Before Gate in of container Shippers/C&F Agent will request PICT to weigh his container on PICT Weighbridge at the time of Gate. Request will be submitted at Pre-gate on prescribed Weighment SSR Form enclosed as Annexure-II. b) Pre-Gate will mark weighment request in system and issue Drop-off ticker without feeding weight/vgm information. c) At In-Gate, container will be weighed on Customer Truck, after that truck will be entered into the Yard and offload the container. d) Empty truck will be weighed again at the time of exiting from terminal. e) In case of 2x20 loaded on single truck, Truck will be weight after offloading of 1 st. container on weighbridge situated inside yard, than 2 nd container will be offload and empty truck weigh at the time of exiting from Out-Gate. f) VGM will be auto updated in system from weighbridge & VGM hold will be released. g) Container will be hold if this VGM found in excess of Maximum Gross Weight printed on door of the container. h) This VGM will be communicated to shipping lines through routine reports and EDI (CODECO and COARRI) [1]. Shipper/C&F Agent can collect weighment certificate from Helpdesk. i) Weighment charges will be included in Terminal Invoice. 3. Shipping line provide VGM a) Shipper/C&F agent can submit VGM directly to shipping line according to their pre-agreed terms. In that case shipper has to submit Undertaking as per the format enclosed as Annexure-III on Shipper/C&F Agent s letterhead at Pre-Gate. b) Container will be Gate-in on Terminal without VGM and put on hold until receiving of VGM from shipping line. c) Shipping line will provide VGM to Terminal through VERMAS EDI [2]. d) This VGM will be auto updated in Terminal Operating System (TOS) & will be used for vessel stowage planning. e) Container will hold if this VGM found in excess of Maximum Gross Weight printed on door of container. f) VGM should be received before vessel cut-off time, otherwise container will be treated On Chance basis and loading on vessel is subject to no Time/Space/Operational constraints. g) In case of any discrepancy found in VGM at later stage, Shipper will be responsible for all the consequences, cost, penalties etc. All stakeholders are advised that VGM is very sensitive information, you should take all due care while measuring VGM and providing it Terminal. Any wrong declaration or variation if find at later stage may result in very serious consequences including but not limited to shutout of container from intended vessel, re-handling, amendment, re-weighment, damage of container, cargo or any handling equipment. Shipping lines are encouraged to complete configuration and testing with terminal before June 15, 2016.

UNDERTAKING Verified Gross Mass (VGM) Provided by Shipper/Authorized Representative Container No. CRN/GD/Shipping Bill No. We hereby undertake that weight certificate attached with this undertaking verifies total Gross Mass (VGM) as KGS, which has been verified through the method(s) prescribed by Ministry of Ports & Shipping, Govt. of Pakistan for compliance of SOLAS VGM rule. We also undertake that above VGM is appropriate to communicate with shipping lines and/or their authorized local agents, which will be used in vessel stowage planning. We do accept full responsibility in case of any variation found upon re-weighment after Gate-in by Terminal Operator. We are aware of the consequences of mis-declaration included but not limited to container shut-out from planned vessel, resubmission of documents with correct VGM after amendment, removal of excessive cargoes from the container exceeding maximum gross mass indicated on the Safety Approval Plate under the International Convention for Safe Containers (CSC), or in case of container, vessel and/or any handling equipment damages during handling of an overweight container. UNDERTAKING Verified Gross Mass (VGM) to be Provided by Shipping Line Container No. CRN/GD/Shipping Bill No. We hereby undertake VGM of above referred container has been/to be submitted to shipping line directly by us/our authorized representative. Therefore, we are not submitting VGM to the terminal and request to Gate-in container at Terminal without VGM and weighment. We understand & accept that container without VGM information shall remain held and will not be loaded on vessel. In case Terminal do not receive VGM from shipping line within stipulated time frame, than we will not hold terminal responsible for any consequences including but not limited to shut-out of container from planned vessel, re-handling, reshuffling & weighment of container. We do accept full responsibility in case of any variation found upon re-weighment after Gate-in by Terminal Operator. We are aware of the consequences of mis-declaration included but not limited to container shut-out from planned vessel, resubmission of documents with correct VGM after amendment, removal of excessive cargoes from the container exceeding maximum gross mass indicated on the Safety Approval Plate under the International Convention for Safe Containers (CSC), or in case of container, vessel and/or any handling equipment damages during handling of an overweight container.
