4 Facility Study 100 MW Solar Generation Site Summary The proposed Solar project is a photovoltaic generating station with a maximum generating capability of 100 MW. The purpose of the Facility Study is to provide refined cost estimates for the construction of the required interconnection facilities as well as a proposed schedule for construction activities. Based on analysis performed by PEF Engineering and Construction the estimated total cost for building the required interconnection facilities is $1,620,000. This total includes project engineering costs, construction costs, and material procurement. Interconnection Point The point of interconnection requested by the customer is PEF s Sorrento Substation 69 kv bus. The customer site is adjacent to PEF s Sorrento Substation, and the location will require the customer to build a new 69 kv transmission line from their step-up transformer to the Sorrento 69 kv bus. This new line will be approximately 1000 feet long. PEF will modify the Sorrento substation to include a new 69kV terminal for the customer to interconnect the Blue Chip 100 MW solar generation facility via their new line. 5 Project Details Based on the results of the System Impact Study and the analysis provided by the Facility Study, the following are the associated activities and costs to interconnect the to the PEF 69kV bus at Sorrento Sub. Sorrento Substation Modification In order for the solar generation facility to be interconnected to the PEF Sorrento substation, several modifications must occur. Below are the expected required activities: 1) Sorrento Sub Install Terminal to Solar Facility The scope is to modify the Sorrento substation to include a new 69kV terminal to a 100 MW customer owned solar generation facility. Apparatus (Substation) scope: o Install 69 kv bus work to complete 2 bay, break & one half bus configuration o Install (3) 69 kv, 2000A breakers o Install (6) 69 kv, 2000A, circuit breaker disconnect switches o Install (2) 69 kv/240v power pots for back up station service o Relocate Bay Ridge terminal to new terminal o Terminate on old Bay Ridge terminal o Install (2) sets of 69 kv PTs o Install (2) 69 kv, 2000A, VB line switches o Install (1) S/A for new Bay Ridge terminal P&C (Protection and Control) Scope o Tie Line Metering shall be required for the Line. o (1) SEL-311L shall be required for the 69kV Line o (1) SEL-311C shall be required for the 69kV Bay Ridge Line o Modifications to the existing 69kV Eustis South Line Relaying shall be required o (1) SEL-311C shall be required for the 69kV Sorrento SECO line o (3 Total) SEL-351S utilizing Breaker Failure shall be required for BKRs 2993, 2998, and new BKR North of ) Sorrento Sub Adjust Pull-off Line Terminal to Bay Ridge Relocate the Bay Ridge 69kV line from the existing south terminal to the proposed north terminal to allow the 69kV line to terminate on the south terminal. 6 Project Estimate Based on the modifications required at Sorrento Substation and the additional activities required to complete the interconnection facilities, provided are the estimated total costs. Activity Cost Materials $ 605, Loading $ 40, Labor $ 300, Contracts $ 130, Auto $ 40, Engineering & Supervision $ 190, Engineering Services $ 150, Miscellaneous $ 10, GAC (Overheads) $ 150, Removal $ 5, Total $1,620, Project Assumptions The estimate provided by PEF is based on the following assumptions. Should these assumptions change at the time of construction, the actual costs may change accordingly: Estimate is accurate within +/- 20%. Solar shall construct the 69kV transmission line to Sorrento sub. Estimate assumes no changes in scope or design from that provided in previous studies. The Solar transmission line will be constructed by the customer to all Progress Energy standards and best practices including (but not limited to) engineering, right of way use and easement standards. The outages/clearances required for construction are compatible with load flow conditions at the time of construction. The Solar 69kV transmission line will enter the station from the South side, as shown on the preliminary Three Line and General Layout Drawings (to be provided to Solar). No easement acquisition costs are included in the estimate. Progress Energy will provide the wire tension controls (and allowable angles) for the last span into the substation. Progress Energy will provide terminal structure insulators. Solar s last pole to be located outside the substation fence. Solar shall install a Transformer High Side Breaker with Current Transformers. Solar shall install a SEL-311L Line Current Differential Relay. Solar shall install a Breaker Failure Scheme for the Transformer High Side Breaker. Solar shall initiate a Transfer Trip Scheme when the Transformer High Side Breaker opens. Solar shall share the Sorrento Solar Plant One Line Diagram with PEF before PEF P&C Engineering design starts. Solar shall coordinate line protection with PEF Page 6 of 9 October 30, 2012

7 Project Timing Assuming no extended delays are encountered during the engineering/construction process, the completion of the interconnection facilities is expected to take 16 months from project kickoff to energizing the new substation terminal for the Plant. Durations could be reduced or slip depending on outside factors. The estimated schedule provided by PEF is based on the following assumptions. Should these assumptions change at the time of construction, the actual durations may change accordingly. Assumptions for the project schedule are as follows: This schedule is preliminary and has a tolerance of 4 months +/-. Durations are subject to change based on current lead time of materials. Durations are subject to change based on current availability of contract labor. Durations are subject to change based on current availability of outages. Durations are subject to change based on current weather conditions. Schedule assumes no delay in the customer obtaining all required approvals for the required transmission line engineering plan/details. Project cannot be activated until the customer satisfies all PEF required contractual obligations to proceed, including a credit check. Additional activities (ie: Closeout, As-Built Activities) follow the station in service date and are not included in the 16 month estimate. The line schedule is not shown but is expected to be of shorter duration than the substation schedule. The line schedule will be timed to coincide with the substation schedule (in parallel). Once the Interconnection Agreement has been executed and the project has been authorized by PEF for construction, dates and times will be adjusted to actuals.
