3 Why this Federation of Societies? Because of our common interest to reach, through our connections, benefits not otherwise reachable, at various scales and levels.

4 CONSTITUTIVE CHARTER GLOBAL FEDERATION OF AGROMETEOROLOGICAL SOCIETES PROMOTING and ADVANCING all sectors of agricultural meteorology by improving international, inter-society cooperation and partnership, exchange of knowledge and education in all the related scientific, technological, environmental, social issues. ACTING as coordinating platform of joint initiatives, promoted by its National member organizations, and as a synergy activator. ENCOURACING the application of climate and weather information and services to agricultural production to reinforce global sustainable agriculture. FAVOURING the exchange of information, tools and experiences, the development of knowledge in agrometeorology and agroclimatology in order to support the growth and promote current awareness about more efficient use of natural resources and the reduction/mitigation of weather/climate related impacts and hazards by early warning systems for producers and managers.

8 OUR STRENGTHS 1) Who we are and what we have Geographic diffusion, concentration of knowledge and capacities We are the ones. Our National Societies are the interfaces between meteo-climatology (offer and support) and the needs, expectations and potentialities of agriculture in each Country. They concentrate the knowledge and capacities of local agrometeorologists and they are, even in informal way, the authoritative national voices. Each society has a clear vision of local agriculture and weather/climate related applications and urgencies. We cover mostly all geographical areas and 14 Countries in different geographical, socioeconomical, and mostly, agricultural contexts: crops, climate and weather, challenges, services, capacities, rural and landscape shape and configuration, etc.

9 OUR STRENGTHS to CAgM WMO 2- we have a great connection: GlobalFAMS is a side initiative of CAGM. In this sense, we can count on the strict linkage to the Commission and its activities, with all the useful and prioritary contacts and potential feedbacks and cooperation (focus areas, Regional WGs etc.).

10 3) We are part of OUR STRENGTHS GFAR is an open and inclusive movement established by FAO and IFAD for change, covering the continuum of agriculture and food-related research, education, extension and enterprise and works as a multi-stakeholder forum across all sectors involved. GFAR s new governance moves the basis of the forum to a collective movement, open to partners that share GFARs commitment to making agri-food research and innovation systems more effective, responsive and equitable, towards achieving Sustainable Development outcomes. Specifically, Partners in the Global Forum, at national, regional and international levels, advocate for, and catalyse Collective Actions that strengthen and transform agri-food research and innovation systems. These processes are obviously very much in tune with, and synergistic with our work. The Global Federation of Agricultural Meteorology has been welcome June 2016 as Partners in GFAR. Doing so entails no legal commitment or financial obligation. Such partnership may enhance working linkages with others in the sector and help enable to: Share our work, interests and visions with a world-wide community and join others in addressing our what concerns Shape and engage in collective actions for change, through the processes and governance of the Global Forum Influence agenda globally, on research and innovation in agriculture, food and rural development.

11 OUR STRENGTHS 4) It is the right time for our actions. It is time now in which consciousness about cc and impacts and vulnerability are becoming bigger and bigger. Threats to the current agriculture (that is already forced to overcome its limitations) are shared worries. It is also time now in which agriculture is greatly shifting towards true sustainability, and to climate smartness. The respect of the environment is an emerging issue, low impact crop management is welcome. We have an opportunity: agmet is the repository of climate-based opportunities to support agriculture in such a step change.

13 Our weaknesses 1- Distance & remoteness. Few occasions to talk, share time and know each other better. 2- Limited time to dedicate. 3- No money.

14 How to overcome our weaknesses? 1- Distance & remoteness. We stay closer, at least virtually. Use ICT. Ex: Plan a restricted access space in the web site for internal communications, exchange of material? Common platform? Webinair? Set up a virtual room? Skype groups? It is important to create a «living community». 2- Limited time to dedicate. Use the time we have. Plan some space at national conferences for remote contributions from other societies for example (facilitate contacts and confirm our presence/support), plan at long term: if we have a problem to solve and we dedicate some time to ask at the beginning, we can save time later, involve young people & students? 3- No money. Use the opportunites we have. Today we have one, thanks to CAgM. Proposals? Is that true that it is so hard to find sponsors or prepare common proposals? Our statute is however not including direct income opportunities.

15 How to use our strengths? 1 Geographic diffusion, concentration of knowledge and capacities - We have developed knowledge and experience by preparing agrometeorological solutions in each respective Country. But local needs may often coincide with global needs (case studies in other areas may provide important information, as different visions and perspectives will). Make an opportunity for this? And how to share? Small WGs in common / strategic topics? - Optimize the value of our knowledge. Multiply it through exchange, switching to a global vision. May we work to implement regionalized up to date services and then national capacity building?

16 We have to remind that: - We have on place a potential strong discussion system, somebody to ask and have reciprocal support - We have on place a strong international connection, substrates of human resources, NMHSs and Academia s membership. - Even if limited to 14 Countries, we have INSAM on board, with its 2366 in 131 Countries. How to use this huge capital? Problems and unknowns. We need to develop a group feeling: our work is based now on personal contacts and knowledge.

In this sense, we have all the useful and prioritary contacts and potential feedbacks and cooperation. We are in condition to propagate focus areas recommendations, outputs from Regional WGs etc.) to members and then to NMHSs, farmers associations, end users and facilitate their adoption (it is work done by many outstanding experts, we have the opportunity to use it and multiply its value (feedback with CAgM). Facilitate such a spreading of info.

As agrometeorology is the repository of climate-based opportunities to support agriculture in this, we have the opportunity to support (at local and larger scale) global transition of agriculture sustainability through diffusion/ dissemination of weather & climate-based practices and information. May we increase together our presence and strengthen links between interacting players (agmet-agronomic-hydrological services)? Use meetings conferences in related fields as hydrology, economy, rural development, plant protection, remote sensing, technology development etc? Outreach of our activities?
