After a slow start for Lot 3 (the tunnels) on the E-80 Highway following the revision of the design to enhance tunnel safety, work has been progressing well. Financial completion has reached 50% (as of October 30, 2013) and breakthrough of the left tube of the Progon tunnel in Dimitrovgrad took place on December 3, Completion of Lot 3 is expected in Page 1 of 5

2 2014. Little progress has been made since July 2012 on Lots 1 and 2 of the E-80 Highway due to the financial difficulties faced by the contractor and its ultimate bankruptcy which led to the termination of both contracts. At the time of termination in August 2013, the two contracts were 89 percent and 56 percent financially complete. The Bank has received draft Bidding Documents to enable the remaining works to be re-tendered. A new contractor is expected by April The time for completion will be 450 days, with a further 365 day Defects Liability Period The contracts for the four lots on the E-75 were executed in March 2012, and implementation started in May Initially, progress was slow, in part due to delays in expropriation. Corridors of Serbia has now largely finalized expropriation of the land needed for construction, and the few remaining issues will be resolved during winter. Most of the major construction activities will not continue over winter, but construction will recommence in March All four contracts on the E75 are expected to be completed in calendar year In terms of the Technical Assistance components, the Road Safety initiatives is progressing well and a Road Safety Strategy document has been prepared and is in the process of adoption by the Government. Implementation Support activities are also progressing well. A road sector institutional reform action plan has been completed and implementation is ongoing. Consulting contracts were awarded for supervising the Environmental Management Plans, Independent Technical Audits, and project management support. Appointment of a new contractor is expected by April Restructuring: This relates to Government's desire to finance Lot 6 through the project. The Bank is waiting on a formal request letter from the Borrower, so that processing of the restructuring can proceed. Restructuring History Page 4 of 5
