1 Work Profile Leadership Position Position Title: Director Growth Position Number: Responsible To: Council Portfolio: Classification Level: Chief Executive Officer Growth Executive Leadership Purpose The Growth portfolio will make a significant contribution to growing the number of people who live, work and play in the City, while ensuring this occurs in a sustainable way. The portfolio will have responsibility for economic development and tourism and ensuring city businesses can make the most out of these opportunities, while promoting the opportunities here in Adelaide on the local, national and international stage. Key Relationships / Interactions Internal & External The position reports directly to the Chief Executive Officer, working closely with members of the Council and is part of the Executive Leadership Team and is responsible for the following relationships/interactions: Pro-actively identifying, establishing and maintaining partnerships, relationships and strategic alliances with key internal/external stakeholders, both in the private and public sectors at a national and interstate level. Developing and building strategic relationships with regional and local planning bodies, local councils and government departments and agencies. Ensuring that Council effectively engages with its community and stakeholders and has a keen focus on continuous improvement. Working with members of the ELT and proactively leading and participating in strategic and cross functional teams to ensure a whole of Council service delivery outcome. Providing leadership to approximately 75 FTE s which include both professional and administrative staff. Director Growth Created Feb 2016 Page 1

2 Job Specification Primary Purpose Responsibilities As part of the Executive Leadership Team (ELT), the Director - Growth will: In collaboration with ELT, determine the strategic direction of the organisation in delivering Council s vision for the City and providing leadership on organisation wide initiatives and programs. Delivering one of the 4 strategic outcomes of Council smart; green; liveable; and creative. Provide primary executive leadership with respect to making a significant contribution to growing the number of people who live, work and play in the City whilst ensuring this occurs in a sustainable way. Ensure the City s assets are strategically marketed and the community wellinformed. Be responsible for leading Council s sustainability agenda. Contribute to and influence the look and feel of the city through a strategic and business excellence approach. The Director - Growth is responsible for: Supporting the CEO and providing strategic leadership of the organisation, undertaking organisation wide leadership of strategic initiatives. Providing leadership to the following Programs: Economic Development and Tourism Marketing and Communications Property Development and Management Sustainability. Working closely with other government agencies and key stakeholders, initiating, developing and maintaining strong networks to facilitate their engagement in, and support for, major projects and initiatives of the Council. Analysing leading edge professional and technical developments and proviinge expert advice to the Chief Executive Officer, Council and the Executive Leadership Team (ELT) in the functional areas under managerial control. Implementing benchmarking protocols that ensure the Portfolio s services meet best practice standards. Leadership Providing leadership to the development of Portfolio and Program Business Plans and organisation structures/systems that deliver outcomes of the Council s Strategic Plan, whilst leading Programs to achieve a liveable and accessible City and to build organisational capability that establishes a value centred, benefits realisation culture. Delivering ACC as an organisation of knowledge-rich social and business networks, of open government and high productivity enabled by the smart use of technology. Conceptualising, planning, executing and providing analysis on strategic plans for ACC to ensure a focus on the value we deliver. Assisting in the organisation and preparation of planning sessions and monitoring the follow-ups of the strategic initiatives. Director Growth Created Feb 2016 Page 2

3 Leading and managing strategic plans and projects with a deep understanding and passion for creativity and innovation. At the same time, bringing both strategic and tactical expertise to all financial and business agenda activity. Ensuring that the Portfolio has a customer service focus, ensuring public accountability is enshrined in its operations and customer satisfaction levels are regularly monitored. Providing leadership to organisational improvement initiatives including establishing continuous improvement and the achievement of quality standards in the Portfolios business and performance. Ensuring the efficient and effective management and monitoring of resources applied to the Portfolios operations and programs and exercise all delegated authorities diligently and properly. Ensuring the effective leadership and management of the Portfolios employees through people management practices which maximise individual performance and meet the requirements of all relevant legislation and the management principles of the Corporation. Embedding within the Portfolio, the Corporation s I make a difference and Vision & Values initiatives ensuring that Leadership and the Vision & Values are integrated across all aspects of how the Portfolio operates. 4 Selection Criteria (*) Candidates should ensure that their application clearly demonstrates their ability to meet the Criteria detailed below. Qualifications Leadership A degree in Economics, Commerce, Business Management or similar and/or substantial experience relevant to the role. Substantial high-level experience in successfully managing and leading a professional group through transformation with demonstrated ability to act as an effective change agent, positively influencing outcomes and delivering benefits across the organisation. A thorough understanding of the principles of and evolving changes in public sector management and administration and their impact on the management of human and financial resources. A sound knowledge of and demonstrated ability to apply, current managerial philosophy, particularly strategic leadership, strategic innovation; with the ability to inspire a shared vision and develop appropriate innovation and change management strategies to deliver it. Demonstrated commitment to the principles and practices of Equal Employment Opportunity and Ethical Conduct. Financial Skills and Acumen Technical Knowledge & Experience Proven experience as a major contributor to an Executive Leadership Team of a large, complex organisation. Strong strategic financial management abilities to lead change in financial appreciation and accountability with emphasis on benefit realisation from all financial outcomes. Extensive experience and proven ability in objectively identifying and analysing complex, contentious, politically sensitive and strategic issues, expressing clear and meaningful goals/plans and defining, leading and delivering the necessary approaches and courses of action to achieve effective long term outcomes. Substantial knowledge of programs that provide opportunities for the strategic transformation of the city incorporating city community, customer experience and on-street parking and city safety, and information technology. A thorough knowledge of the social and economic environment, its relevance to the provision and management of major programs and the responsibility placed on service providers for public involvement/accountability, and demonstrated ability to effectively apply that knowledge. A sound working knowledge of Acts and regulations affecting Local Government administration. Desirable Desirable Project Management Experience in leading a major project delivery function. 5 Resource Management & Decision Making Professional Development Customer Commitment and Integrity Collaboration & Communication Government Experience (if external) Proven experience in managing programs related to operations such as community planning and development, customer experience including onstreet parking and community safety, and information technology business solutions (ideally in a Capital/Local Government context) and in delivering strategic and operational advice. Relevant post graduate qualifications. Strong customer focus able to demonstrate the capacity to think from a City user s point of view. Highly developed communication skills which demonstrate significant and proven ability in developing and maintaining cooperative/strategic working relationships, including recognising and resolving conflict and managing the process of negotiation and mediation, with industry, government agencies at local, state and commonwealth level and other stakeholders, including ministerial contact. Highly developed political astuteness and sensitivity/awareness to government processes. A strong record of achievement in the development and implementation of policy at the highest level in government. An understanding of and commitment to Local Government reform and renewal.
