2 Harris Broadband Managed Services for LTE-Enabled Devices INTRODUCTION Public Safety procurement is changing. The way decision-makers acquire and manage critical communications has evolved along with the technologies themselves. Recent industry trends highlight the need for an all of the above approach to voice and data connectivity. Converged devices are more versatile with the ability to connect in more places and integrate with third-party solutions to improve Situational Awareness, driving demand for broadband Long-Term Evolution (LTE)-enabled radios. The biggest opportunity: giving purchasing organizations a single source for affordable hardware and integrated broadband as a service. First Responders have always required seamless, interoperable communications and devices with mission-critical capabilities to keep them connected. Today, Public Safety is migrating to open standards-based and interoperable communications. It s also incorporating broadband services into what s traditionally been voice-centric, narrowband services. Programs such as FirstNet and Next Generation are an important part of the future of Public Safety. They require additional connectivity options for First Responders to improve Situational Awareness and support the next generation of mission-critical applications for public safety. Broadband connectivity via FirstNet or similar networks will play a significant role. The key is to ensure agencies are equipped with devices that support the converged direction Public Safety communications is heading. As agencies have increased use of broadband, the complexity of acquiring and managing critical communications systems has also increased. Recent industry trends highlight the evolution to subscription-based models. Newer, highly reliable cloud-based solutions are also attractive alternatives for customers seeking access to the latest technology while keeping hardware costs down. Some of the challenges that have been identified with these changes include: Device-based data plans offered by traditional carriers are not cost-effective for many use cases Device activation can be time-consuming: installing SIM cards; dealing with carriers; testing and tracking Device administrators have inadequate data policy management tools Harris is the leader in converged Land Mobile Radio (LMR)/LTE solutions, offering the first and only single-band and full-spectrum, multiband LMR with LTE portables with the introduction of the XL-185P and XL-200P respectively. These powerful solutions integrate P25, LTE, Wi-Fi and Bluetooth into a single radio to keep First Responders connected. The Harris Unified Vehicle, powered by Tait, adds powerful computing and network capabilities to TM9300 DMR and TM9400 P25 mobile radios. This intelligent module creates a vehicle-area-network, providing connectivity through LMR, Wi-Fi, Bluetooth and Broadband (LTE). The LTE-enabled Land Mobile Radios from Harris act as a Wi-Fi hotspot, integrating and connecting with other technologies and applications, such as body-worn cameras, to improve Situational Awareness. Capability Traditional Carrier Plan Harris Broadband Services Consumptionbased model with enterprise data pooling and permanent rollover No Yes Data is pooled across the organization with Harris Broadband Managed Services there are no contracts, overage charges, underutilization losses or expiration. Policy management No Yes Harris includes at no additional cost Flexible payment plans Monthly price per every device Yes Customer prepurchases service units to meet anticipated demand USE-CASE EXAMPLES Example 1: Simpler Administration, Greater Savings An organization with 50 users had unlimited data plans through a major carrier costing $45 for activation, and $45/month per device. Monthly data consumption averaged only ½ GB per device even though each device was on an unlimited plan. By switching to Broadband Managed Services, those costs were reduced by over 50% without reducing the data consumption. Example 2: Data Pooling One cost-conscious organization, where real-time communications and data access were critically important, had a 70% reduction in average monthly cost with data pooling. The original carrier plan cost $38 per month per user. Introducing a pooled data solution where 5 GB was shared across the user base, the organization experienced cost savings by only paying for the data it consumed. 6 Example 3: Web Filtering In one urban county, users were consuming a surprising amount of data nearly 15 GB of unfiltered usage every month per user. Once a web filtering solution was implemented, that usage was cut by 66% down to just 5 GB per user. In another organization, the average usage averaged 2 GB per month per user. Web filtering, easily implemented by the system administer, reduced consumption by 65% to 700 MB. CONCLUSION The adoption of broadband has helped to improve Situational Awareness and shared information. At the same time, broadband has increased the complexity of acquiring critical communications systems and blurred some lines in responsibilities across different functions.
