3 1 Objective and area f applicatin Centennial s bjective regarding HSEQ management is t demnstrate the highest level f cmmitment frm leadership in prmting the success f ur HSEQ management system. Achieving ur bjective requires curageus leadership and cmmitment. This means establishing and demnstrating clear expectatins, rles and respnsibilities fr emplyees and managers at all levels f the rganizatin. Centennial recgnizes that leaders must take actin in creating and prmting a safe wrkplace. This may be achieved thrugh visible and participative leadership such as prject pre-planning, being actively invlved in field peratins and interacting psitively with emplyees and business partners t cach them and encurage safety behavirs. Safety and health respnsibility and accuntability include the selectin, training and evaluatin f wrkers, supervisrs, managers and subcntractr partners. Centennial will cntinuusly imprve ur verall HSEQ perfrmance by learning frm ur experiences and invlving wrkers and ther apprpriate resurces in the design, implementatin and evaluatin f thse prjects and activities which supprt the cmpany s HSEQ visin. 1.1 Specific HSEQ Objectives Centennial s specific HSEQ target bjectives include: Reducing damage t peple, prperty, the envirnment, the integrity f ur wrk prduct and cmpany peratins during the curse f ur business activities Planning fr HSEQ by setting targets and bjectives, identifying hazards, assessing risks and establishing standards against HSEQ perfrmance may be measured Demnstrating cntinual and cnstant awareness f HSEQ perfrmance. There may be mre stringent requirements than what is stated in this manual as defined by specific State, lcal r cntract specific requirements. If there is a cnflict between this manual and ther applicable regulatins, the mst stringent will apply. 3 Definitins The fllwing definitins f terms are imprtant fr an understanding f this Sectin. We perate in a diligent and respnsible manner cnsistent with the highest industry standards and aligned with ur previusly stated HSEQ bjectives and management systems. Centennial empwers and supprts ur emplyees and business partners in their nging effrts t prevent incidents f all kinds. Centennial uses a cmprehensive HSEQ management system t demnstrate ur cmmitment t health, safety, the prtectin f ur envirnment and quality management t validate and fulfill ur HSEQ bjectives while adding value t ur custmers and the cmmunity in which we wrk. T be successful, the Centennial HSEQ Management and Respnsibility Sectin demands the prper apprach and cmmitment twards injury and illness preventin n the part f executive leadership, managers, supervisrs, emplyees and ur business partners. The success f the verall system als requires cperatin in all HSEQ matters, nt nly between executive leadership, management, supervisrs and emplyees, but als between each emplyee and subcntractr partner. Cperatin amng ur emplyees, management business partners and custmers in the bservance f this sectin will prmte safe-wrking cnditins, inadvertent damage t the envirnment, quality defects and will wrk t ur mutual advantage by reducing risk and lsses. This is further described in the Centennial HSEQ Plicy (Appendix 1). 4.1 Managerial Respnsibility and authrity Each level f management fr Centennial is persnally and crprately accuntable fr the safety and health f his/her emplyee s and cntracted wrker s HSEQ perfrmance. Executive management will prvide leadership and will assume verall respnsibility fr HSEQ Manual Sectin 2 Effective as f , v2.1 Page 4 / 8

5 implementing and mnitring the safety perfrmance f the Centennial HSEQ management system. Each individual with leadership respnsibility within the rganizatin must assume an active rle in identifying hazards, pre-planning fr HSEQ, ensuring all required PPE, safety equipment and HSEQ training is prvided fr emplyees. PSOs, Prject Managers and superintendents are respnsible fr mnitring and guiding the prjects fr safety perfrmance and immediately crrecting safety deficiencies, acting as partner with the management team. HSEQ respnsibility and accuntability rests with the business unit manager, prject manager and prject superintendent. Fr each business unit lcatin, a PSO is appinted t act as a resurce t the prject manager and superintendent. In additin, there is a dtted line t the HSEQ Directr. HSEQ respnsibilities essentially cnsist f supprting the business unit r prject manager with HSEQ issues such as: Intrductin and implementatin f the HSEQ Manual Identificatin f hazards and risks Prpsal and fllwing-thrugh f measures fr danger-/risk minimizatin Carrying ut training f staff Mnitring cmpliance with HSEQ requirements included in the HSEQ Manual Weekly safety meetings Implementatin f the HSEQ inspectin and reprting system Managers shall stress the imprtance HSEQ thrugh the fllwing measures: Meetings start with HSEQ Presenting and discussing incidents and the lessns learned Recrding HSEQ issues in gals and reviews Changes in the rganizatin and prcesses are t be cmmunicated thrugh the management and the required training and measures are t be intrduced if necessary. Relevant HSEQ infrmatin, updates, innvatins, best practice examples, etc. shall be carried ut by the rganizatin via suitable cmmunicatin means (e.g. intranet, shared files). 5 Strategic Planning fr HSEQ Centennial has established specific utcme gals and perfrmance bjectives that will fcus activities n key areas t accmplish Centennial s HSEQ missin and strategic bjectives. 6 Cntinue t reduce ccupatinal injury r illness thugh targeted injury preventin prgrams Train, supprt and mtivate t identify and manage wrkplace safety risks, envirnmental impact r quality defects Enable Centennial persnnel t better manage the HSEQ perfrmance f service prviders cnsistent with Centennial plicies and practices Establish metrics t dcument imprvement in HSEQ results 5.2 HSEQ Strategic Meetings and Frums Annual Strategic Fcus The Centennial Annual Strategic Fcus is where Centennial executive leadership (including ur President/CEO and all Reginal Operatins Managers) gather t discuss ur annual bjectives and gals bth peratinally and in regards t ur HSEQ management system. This Annual Strategic Fcus is where the previus year s gals are reviewed and discussed alng with creating new safety benchmarks fr the fllwing year HSEQ Mnthly Meeting The HSEQ Mnthly Meeting is where plicy and prcedure is discussed and reviewed and is chaired by the HSEQ Directr and includes the crprate safety team and prject safety managers. These meetings are beneficial t ur HSEQ prgram as they give the safety team members the pprtunity t discuss trends, bservatins frm the field, upcming rule and regulatin changes and the pprtunity t jintly review and mdify plicies and prcedures as well as incrprate industry best practices that will benefit the rganizatin Executive Management Meeting The Executive Management Meeting is where Centennial s HSEQ prgram is summarized and evaluated. This meeting invlves an HSEQ Directr briefing f the executive team members n incidents, near misses, regulatry changes and trends that may impact rganizatinal HSEQ perfrmance. 6 HSEQ Auditing and Management Review Centennial has implemented peridic, nging and recurring prcesses t evaluate the HSEQ manual and individual sectins fr deficiencies and methds t imprve the verall system and prcess. The intent f this review is t identify gaps r deficiencies in the system and establish bjectives fr imprvement and risk reductin cnsistent with Centennial s HSEQ bjectives. 6.1 HSEQ Gap Analysis Gap Analysis is the prcess thrugh which Centennial cmpares ur actual HSEQ perfrmance t ur expected HSEQ perfrmance t determine whether we are meeting expectatins and benchmarks. Our HSEQ gap analysis seeks t answer the questins "where are we?" (current state) and "where d we want t be?" 7 Review relevant infrmatin t identify HSEQ issues related t ccupatinal health and safety, envirnmental and quality perfrmance Priritize the HSEQ issues identified during the review Develp bjectives fr the system and fr risk cntrl, based n the priritized HSEQ issues Frmulate implementatin plans t accmplish the priritized bjectives HSEQ Gap Analysis Review During this gap analysis review prcess, Centennial will review a wide range f infrmatin and systems t identify system and peratinal deficiencies that are significant t the rganizatin. The review will include infrmatin regarding: Relevant safety and health systems and peratinal prcesses and prcedures Written prgrams and management systems HSEQ key perfrmance indicatrs Leadership and management prcesses and cntrls Previusly identified HSEQ issues Allcatin f resurces fr safety and health Applicable regulatins, standards, and ther health and safety requirements and updates Risk assessments and hazard evaluatins Prcess and mechanisms fr emplyee participatin and invlvement Results f safety and health inspectins and audits Safety and health hazard reprting prcedures HSEQ Gap Analysis Evaluatin After the gap analysis is cmpleted and the results have been established they will be evaluated and priritized based n impact t the verall business mdel and nature f risk.
