7 AES Reengineering Implement a single window in the reengineered AES that allows the CBP user to: View all commodity, enforcement, licensing and findings data from a single application. Leverage ACE functionality development on imports to provide: A means in exports for additional services for CBP, PGAs and the trade community. 7

8 AES Enhancements - Census Bureau of the Census: The reengineered AES will include the following enhancements for Census Bureau regulatory changes: Post-departure filing times changed from Ten (10) to Five (5) calendar days from the date of exportation Added Ultimate Consignee Type and Added License Value Foreign Trade Zone Identifier increased from Five to Seven alpha-numeric characters 8

9 AES Enhancements Census - AEI A pilot program, run by Census Bureau and CBP / OFO to determine the utility of the Advance Export Information (AEI) filing option. Require the filing of pre-departure data elements plus remaining data elements to be filed 5 days after export (Depending on the commodity) The Census Bureau plans to issue a Federal Register Notice in January 2014 that will set eligibility requirements and details on the pilot. The AEI filing option, will not be available in the new ACE/AES platform until Census and CBP evaluates and approves the deployment of the filing option Existing AES post-departure filing option (Option 4) will be available in the new ACE/AES platform. (for all existing & approved Option 4 filers) 9

10 AEI Pilot January 31, 2014 Census in cooperation with CBP Office of Field Operations published a Federal Register Notice announcing an AEI pilot to evaluate the new AEI filing option. Applications for participating in the pilot are due to Census by April 1, 2014 Mandatory and conditional AEI data elements are defined Eligibility Requirements: Must be a USPPI (however, authorized agents may transmit AEI data for an approved AEI USPPI) Must have 12 months Export reporting history Must file a minimum of 10 shipments per month Must be Compliant Pilot scheduled to start in summer 2014? 10

11 AES Enhancements - BIS Bureau of Industry and Security Development of license decrementation capability within the reengineered AES platform. Provide a placeholder for the potential expansion of the Export Control Classification Number (ECCN) in support of possible future regulatory changes. Development of better validations and edits on license data to enhance processing of filings and notifications. 11

12 AES Enhancements - BIS Partner Government Agencies: Identify additional license types, data elements, Document Imaging System submissions and other functionality for inclusion in future pilots. Export Manifest Baseline Development: The AES development team works closely with the Air, Rail, Ocean and Truck group to identify electronic export manifest filing functionality for all modes 12
