TRAFFIC ON MTS EVOLVING Big Picture: Traffic frm many bulk sectrs (e.g. cal, irn re) are in structural decline, dragging dwn ttal MTS vlumes. But niche pprtunities are als emerging. 25 THERE ARE FEW CAPACITY LIMITATIONS ON LAKE ERIE But, there are capability limits t handling different types f carg at specific prts and terminals and a range f ther physical and perating cnstraints: Landside versize/verweight carg access limitatins Last mile rail cnnectins and ther landside access issues On-dck capabilities and capacities (cranes) Draft issues at certain Lake Erie facilities 25

BARRIERS TO MTS COMPETITIVENESS ARE LARGELY INSTITUTIONAL Examples include: Fees and charges (piltage, and ther fees, Seaway tlls, etc.) Seasnality f Great Lakes/Seaway System Institutinal barriers t imprved mdal cnnectivity Limited recgnitin and integratin f MTS in State and reginal transprtatin and ecnmic develpment plans Insufficient funds r funding mechanisms t address aging infrastructure The rle f the State f Ohi is largely limited t brader transprtatin plicy and planning effrts and making targeted MTS-related investments (cnnectrs, cranes, etc.) 26

KEY TAKEAWAY FOR OHIO MARITIME TRANSPORTATION STUDY The lw-cst maritime transprtatin ptin prvided by Ohi s MTS remains critical t enabling the cmpetitiveness f many f Ohi s key ecnmic sectrs withut which Ohi s ecnmy wuld suffer. Bttm Line: The maritime ptin in Ohi needs t be prtected and made as cmpetitive as pssible. Near term fcus shuld be n enabling better cnnectivity where maritime prvides a cmpetitive advantage and is in line with market needs. 28

OHIO MARITIME STRATEGY 1. Leverage and build n the Ohi Maritime Study in plicy and planning 2. Prvide leadership and crdinatin 3. Engage with federal stakehlders t remve institutinal barriers t MTS perfrmance 4. Prmte the Marine Transprtatin System. 5. Imprve access t existing funding prgrams and agencies 6. Priritize State investment in Ohi s MTS in accrdance t clear principles. 29

OHIO MARITIME STRATEGY 1. Leverage and build n the Ohi Maritime Study in plicy and planning ODOT can leverage the Ohi Maritime Study and underlying research and findings t better integrate Ohi s MTS in state multimdal transprtatin plicy develpment and planning. Specific actins include: Practively plan investments in landside accesses t prts and terminals. Build greater awareness f Ohi s MTS assets, capabilities, and pprtunities within JbsOhi and ther State agencies. Supprt a new principal prt statistical area between Huntingtn and Pittsburgh. 30

OHIO MARITIME STRATEGY 2. Prvide leadership and crdinatin ODOT shuld cntinue t be a key pint f cntact fr Ohi's maritime sectr stakehlders, and prvide leadership and crdinatin in bringing the maritime cmmunity tgether. Specific actins include: Disseminate infrmatin, advcate fr the MTS sectr within the State f Ohi, and als crdinate engagement with industry thrugh frums r user grups. Sustain engagement with Ohi s MTS stakehlders t identify evlving system pririties and t increase participatin f the maritime cmmunity in brader freight planning activities. 31

OHIO MARITIME STRATEGY 3. Engage with federal stakehlders t remve institutinal barriers t MTS perfrmance Maintain relatinships with federal gvernment agencies t address regulatry, plicy/planning, funding and ther institutinal issues. Specific actins include: Fcus Federal engagement n Lake Erie issues thrugh Cuncil f the Great Lakes Gvernrs and Premiers. Federal engagement relating t the Ohi River cmpnent f the MTS shuld fcus n stable funding fr lcks and dams, and interactin with US Army Crps f Engineers and USDOT Maritime Administratin. 32

OHIO MARITIME STRATEGY 4. Prmte the Marine Transprtatin System Wrk clsely with JbsOhi and ther ecnmic develpment agencies in the State t prmte Ohi s MTS as a valuable resurce in certain ecnmic develpment activities. Specific actins include: Cllabrating clsely/systematically with JbsOhi in investment attractin initiatives. Prviding a specific pint f cntact within ODOT fr ecnmic develpers wh need infrmatin regarding marine transprtatin ptins. Facilitating, r therwise prviding seed funding fr industry-led Ohi MTS prmtin activities and related meetings. 33

OHIO MARITIME STRATEGY 5. Imprve access t existing funding prgrams and agencies Prmte and leverage the full range f existing state and federal funding prgrams and agencies that can blster the perfrmance and use f Ohi s MTS. Specific actins include: Develp a cmprehensive list f existing prgrams, agencies and related tls that can be accessed by Ohi MTS stakehlders and related eligibility criteria (Federal and State). Cntinue t be reactive and flexible when large ecnmic develpment pprtunities arise in rder t secure large private sectr investments by cmpanies that need Ohi MTS access. 34

OHIO MARITIME STRATEGY 6. Priritize State investment in Ohi s MTS Specific actins include: Investments in public prts/general purpse terminals (distinct frm single use private facilities). Investments that address, r driven by, realistic market needs. Priritize State investments in prjects that have a strng private sectr/lcal gvernment cntributin (i.e. skin in the game ). Prjects that encurage cncentratin f traffic in key MTS facilities. Investments that are in line with strategic state ecnmic develpment bjectives. 35
