9 Government e-document Distribution Service System Overview The Government Document Distribution Center has been established and operated for the purpose of supporting administrative agencies and public institutions. In the center, Relay & Link System plays a core role in the e- Government Project with an aim to introducing the system that enables all documents to be processed via an electronic system. 11 Government e-document Distribution Service Shortcomings of the previous system MQ itself can not support the Reliable Messaging. High cost and time needed to extend. Hard to load balance. Not push, But get (The flow of e-document can not be continuous. ) MQ itself does not guarantee the connection between MQ client and MQ Server. If disconnection occurs between MQ Client and MQ Server, Queue Manager becomes unstable status

13 Government e-document Distribution Service Why ebxml There are considerable numbers of e-documents exchanged between the government agencies and many other institutions would like to exchange their e- document by using the Relay & Link system. Result of the ISP While the Relay & Link system Project had already succeeded in facilitating the exchange of information between the partners with MQ, there were still shortcomings in respect to the extensibility and reliability. A software solution was required and it would reduce the cost and increase the reliability and extensibility. The Solution ebxml Messaging Service Specification V2.0 fits idealy the requirements of the Relay & Link system

The entire process for the transaction is covered by these templates, however there is no restriction to the number of different types of templates that can be used to produce documents All types of e-document Project implementation time Total time for project: 12 months

17 Government e-document Distribution Service Korean Government s e-document Exchanging System The System is currently used among a total 1,280 government agencies in e-procurement System(G2B), Administrative information open system(g2g), Government for Citizen System(G4C), etc, that is approximately 60 agencies are using Exchanging system for Administrative Information Systems. The Ministry Of Public Administration and Security adopt ebxml Messaging Service V2.0 for their e-document Relay/Link System and selected the solution of Torpedo Corp. for their ebxml messaging exchanging solution.
