2 Green Jobs Survey Workforce Region 14 Purpose The Green Jobs Survey for Workforce Region 14 (Pinellas County) was conducted in. The survey was conducted by the Florida Agency for Workforce Innovation in partnership with Workforce Florida, Inc., and was funded by a competitive grant awarded by the U.S. Department of Labor, Employment and Training Administration. The regional data provided are designed to inform local workforce, education, and economic development partners of the dynamics of the green economy in the workforce region. The survey aims to help providers tailor training for green occupations most in demand. Green Jobs The survey results indicated an estimated 2,099 green jobs in Workforce Region 14 in. This represented 0.5 percent of total employment and 1.7 percent of total establishments. Employers expected to add 104 jobs by 2011, representing a growth rate of 5.0 percent. Including employers who did not have green jobs currently but planned to add new green jobs and/or to convert non-green to green jobs within the next year, job growth in the region was expected to reach 9.5 percent (199 jobs) for a total of 2,298 green jobs in Most of the top green jobs in the region were professional or technical. Region 14 has one of the highest concentrations of manufacturing jobs in Florida, and electrical and electronic assemblers was the largest green occupation with 235 jobs in. Methodology The survey was organized into several sections. One section covered Green Activities at the establishment level and survey respondents were asked to provide information on their type of green activity broken into five types: produce renewable energy (PRE); increase energy efficiency (IEE); conserve natural resources (CNR); prevent, reduce and clean up pollution (PRC); and produce clean transportation and fuels (PCT). These abbreviations will be used to reference activity groups in the following narrative. These five activity groups were further broken down into sub-activities. Respondents were asked to provide a one-year estimate of possible changes in their green jobs count by one of the five green activity groups. The second part of the survey asked respondents about their green occupations, if they had any green vacancies, what additional training was needed related to green knowledge, skills, and abilities (KSAs), what green KSAs were needed in the future and the linkage between green occupations and the five green activity types listed above (PRE, IEE, CNR, PRC, PCT or other). The survey sample of 2,735 produced 1,544 reporters with useable responses. Excluding out of business and unreachable establishments, the final response rate was 80.6 percent. 2

There were no green jobs reported in produce clean transportation and fuels. u The one-year estimated growth rate was highest for conserve natural resources (7.2 percent), followed by produce renewable energy (4.7 percent). The slowest job growth is expected in increase energy efficiency. Administrative/support and waste management/remediation services had the greatest number of green units in Region 14 (111 establishments), followed by construction (106 establishments) and management of companies and enterprises (89 establishments). u Management of companies and enterprises had the largest share of establishments calling themselves green (55.5 percent), followed by public administration (16.3 percent) and utilities (12.1 percent). 4

5 Green Sub-Activities Table 5 - Top Establishments that Increase Energy Efficiency u Respondents were asked to list sub-activities under the five major green activity groups 2. These were converted into establishment counts across the various sub-activities. Increase energy efficiency (IEE) was the top activity in which the most green establishments (944) were engaged as at least one of the establishment s activities. u Building retrofitting was the highest reported sub-activity under IEE with 196 establishments engaging in this activity, followed by green construction (144 establishments) and energy auditing (134 establishments). A total of 356 establishments in Region 14 were estimated in this activity and seven of the sub-activities. u Of the sub-activities, environmental consulting and engineering (99 establishments) was the most frequently reported activity by green establishment count, followed by land reclamation (93 establishments) and education and training (40 establishments). Table 7- Top Establishments that Prevent, Reduce, Clean Up Pollution u Prevent, reduce, and clean up pollution ranked third in the count of establishments engaging in green activities with a total of 180 establishments in Region 14 estimated in this activity. u Of the sub-activities, recycling was most frequently practiced green activity (117 establishments), followed by education (30 establishments), and research related to PRC (22 establishments). 6 Green Occupations u Region14 has a large share of total employment in manufacturing (compared to other areas of the state) and this fact greatly influenced the types of occupations engaged in the five green activities. u The top green job in Region 14 was electrical and electronic assemblers with 235 jobs. u The second largest green job was environmental scientists and specialists with 176 estimated jobs, followed by electricians with 167 jobs. u Construction industry jobs engage in many green activities and heating and air conditioning mechanics ranked fourth with 130 jobs. u Other construction-related jobs on the top 25 list included: construction laborers (103 jobs), construction supervisors (62 jobs), and construction managers (35 jobs). u The highest paid green job among the top 25 in Region 14 was general and operations managers ($50.95) and the lowest paid green job was stock clerks ($10.59). Green Occupations by Green Activity Table 10 - Top Occupations Engaged in Increase Energy Efficiency u Another type of information collected for occupations was their association to the previously defined five green activity groups. u In Region 14, most jobs were engaged in increase energy efficiency (1,185 jobs), followed by prevent, reduce and clean up pollution (862 jobs), and conserve natural resources (555 jobs). u The top jobs in IEE were: electrical and electronic equipment assemblers (235 jobs), electricians (167 jobs), and heating, air conditioning, and refrigeration mechanics and installers (130 jobs). CNR jobs in the region reflected the dominance of manufacturing, which ranked second behind construction in total number of green jobs in Region 14. Labor Market Statistics Center, Florida Green Jobs Survey, u Almost three fourths of the estimated green jobs required either a Bachelor s or Associate s degree or post secondary adult vocational training/education. u Post Secondary Adult Vocational certificate was the most frequently reported educational requirement with 42.0 percent of estimated jobs requiring this level of training. u Training requirements for green jobs varied widely. Training requirements were collected for each occupation identified by the survey respondents as green. Many jobs only required short on-the-job training (OJT) while many required advanced degrees and certificates. u Several jobs required Hazardous Waste Operations and Emergency Response Standard training as specified by the U.S. Department of Labor s Occupational Safety and Health Administration. u Leadership in Energy and Environmental Design (LEED) certification and training was mentioned for several construction occupations. u North American Board of Certified Energy Practitioners (NABCEP) training was listed for vocational teachers and construction managers. u Solar Source Institute hands-on solar training was required for solar photovoltaic installers and heating, air-conditioning, and refrigeration mechanics and installers. u Environmental scientists required a PhD or Master s degree, the highest educational requirements among green jobs in Region 14. Green Training Needs and Skills Gaps u Unmet training needs included the ability to install and repair and knowledge of energy efficient equipment and components. u Skills gaps were identified in photovoltaic sizing and thermal system sizing for solar photovoltaic installers and for solar thermal systems installers, respectively. 9
