10 Eligibility f Applicants Fr Grant Cntracts/Cntributin Agreements: natinal, lcal and reginal, public bdies with a distinct juridical persnality frm States nn-state actrs (as in Ctnu Agreement Art. 6), e.g. private sectr, NGOs, internatinal rganisatins Fr Financing Agreements: ACP State r a Ministry r ther State central administrative bdies. Applicants are encuraged t assciate with c-dnrs and partners (see eligibility matrix) 10
