One of the 5 actions prioritized by the Bank in its Operationalizing Gender Mainstreaming paper is to integrate gender into the Bank's normal operational business processes. Included in this action was the idea to introduce a system of "gender marking" of operations. The Bank is now in the process of preparing a specific proposal for a Gender Marker System (GMS) that has been the subject of consultations in all Regional Resource Centers and with government counterparts in selected countries. A second action recommended by the Action Plan, was the appointment of gender focal points to support the implementation of the strategy. The Focal Points have since been appointed and trained, and Community of Practice (CoP) is being designed to serve as a forum for ongoing learning and knowledge sharing on gender equality. To support the further development of the GMS, the services of a short-term junior consultant are required to support research to inform guidance materials and tools aimed at enabling staff to implement the GMS effectively. The consultant will also support the roll out of the Gender COP and other gender analytical work. 4 Terms of Reference for a Junior Consultant to Support Implementation of the Gender Marker System I. Objectives of the Assignment To support the further development of the GMS, the services of a short-term junior consultant are required to support research to inform guidance materials and tools aimed at enabling staff to implement the GMS effectively. The consultant will also support the roll out of the Gender COP as a mechanism to support the Gender Marker System, and other research and analytical work to support the Gender Department. III. Tasks of the Consultant The consultant will undertake the following tasks: Gender Marker System: i. Compile results statements (goals, outcomes, outputs) and indicators from Project Appraisal Reports that have been assessed and satisfactory or highly satisfactory on the gender dimension of the Bank s quality at entry review. The consultant will develop a matrix showing how, in each sector, the objectives of the project are articulated, how project outcomes, outputs, and activities are expressed, and what specific indicators are used to measure results. The consultant shall review this information from Projects development over the last two years. 3

5 ii. iii. iv. Suggest other indicative ways in which gender-focused outcomes, outputs, activities, and indicators could be framed in each of the Bank's sectors. To the extent possible, this could be specified for each of the categories of the GMS. Review available toolkits and guidance materials in selected sectors with a view to suggesting questions that need to be addressed in gender analysis associated with the sector and project. Review selected Gender Action Plans prepared for multilateral development Banks projects under their gender marker systems. Gender Community of Practice: v. Undertake research to inform the Community discussions and queries paused by members. vi. vii. Support the preparation of the Community activities including the eminent speaker series, webinars and other online forums. Support the social media aspects of the Community of Practice. Other support to the Gender Department viii. ix. IV. Undertake desk analysis on various gender topics. Support the preparation process for the Gender and MDBs Summit. Deliverables The consultant will prepare the following outputs: i. Copies of project results frameworks/logframes organized by sector and subsector. ii. Matrix in table form of the language used in the documents compiled in (i) above to articulate project objectives, outcomes, outputs, activities, and indicators, organized by sector. Where any of these are explicitly gender-focused, these will be clearly identified. iii. A separate matrix in table form of suggested formulations of project objectives, outcomes, outputs, activities, and indicators that could be used to distinguish among the categories of the GMS, organized by sector. iv. A brief document outlining key questions for gender analysis to address in the selected sectors and projects. v. Draft template or outline for what a Bank Gender Action Plan should include. vi. Draft analysis of key issues to be discussed by the COP vii. A vibrant social media for the Community V. Qualifications and Experience Required 4

6 S/he should have at least a Master s Degree in Gender, Economics, Political Science, Law, International/Policy Development or related fields; A minimum of 2 years and maximum 5 years of relevant professional experience, preferably in areas of operational priorities and special focus of the AfDB; Proven experience in research and coordination of knowledge dissemination; interpersonal and communication skills and demonstrated ability to communicate ideas effectively; Client and results-oriented with strong analytical and communication (verbal and written) skills, sense of accuracy and attention to detail; report writing skills and ability to work without close supervision; Perfect knowledge of one of AfDB official languages, professional knowledge of the other is a plus; computer skills: Word, Excel, PowerPoint, etc.; S/he should be under 32 years of age; Be a national of one of the Bank Member Countries. VI. Duration and Location of the Assignment This is a six (6) month consultancy, beginning on the 20 March 2017, with possibility of renewal. The Consultant will be based in Abidjan, Cote d Ivoire and requires regular full-time presence in the Bank s offices. Field missions might occasionally be required. VII. Remuneration The consultant will receive a monthly lump sum based on the Consultant experience and the Bank guidelines on individual junior consultant s remuneration. No additional benefits or per diems will be paid. The consultant is responsible for his/her own health insurance and accommodation costs. The Bank will cover full costs of any required missions and provide per-diem in accordance with rules governing consultant mission travel. VIII. Administration/Reporting The Junior Consultant will submit a monthly report detailing the activities carried out and the status of each activity. S/he will formally report to the Principal Gender Officer, AHGC1. IX. Eligibility The position is open to nationals of one of the Bank Group s Member Countries of the African Development Bank.
