Abut PJM Manuals The PJM Manuals are the instructins, rules, prcedures, and guidelines established by PJM fr the peratin, planning, and accunting requirements f the PJM RTO and the PJM Energy Market. 4 Abut This User Guide The PJM User Guide fr Resurce Tracker fcuses n the PJM Internet applicatin, called Resurce Tracker. Resurce Tracker supprts the maintenance f wnership infrmatin and prvides the user the ability t review all surces f wnership infrmatin (Energy, Ancillary Services, Dispatching Agent, Marketing Agent, Physical Owner, Capacity,). Resurce Tracker prvides the user the ability t reprt discrepancies t PJM where they will be investigated and reslved. Intended Audience References The intended audiences fr the PJM User Guide fr Resurce Tracker are: Generatin Owners - All members with an Energy r Ancillary Service wnership share f a resurce are required t cnfirm wnership infrmatin. Marketing Agents Cmpanies respnsible fr ffering resurces int the Energy r Ancillary Service Markets via Markets Gateway. PJM Client Management Department The PJM Client Management Department prcesses requests frm Resurce Owners t update wnership infrmatin and crdinates with ther PJM departments t have such requests prcessed. Using this User Guide We believe that explaining cncepts is just as imprtant as presenting prcedures. This philsphy is reflected in the way we rganize the material in this user guide. We start each sectin with an verview. Then we present details, prcedures r references t prcedures fund in ther PJM user guides r PJM manuals. 5 Sectin 1: Resurce Tracker Welcme t the Resurce Tracker sectin f the PJM User Guide fr Resurce Tracker. Resurce Tracker is an infrmatin system develped by PJM as an Internet-based applicatin. It allws generatin wners t prvide and btain infrmatin pertaining t generatin wnership. In this sectin yu will find the fllwing infrmatin: The Resurce Tracker applicatin functins (see Resurce Tracker Functins ) Lg In Instructins ( see Lg In ) A list f PJM rules and guidelines related t Ownership Cnfirmatin (see Rules and Guidelines ) Hw t navigate the applicatin, cnfirm resurce wnership infrmatin (see Cnfirming Resurces ) Hw t reprt errneus wnership infrmatin (see Reprting Discrepancies ) Hw discrepancies are reslved (see Reslving Discrepancies ) 1.1 Resurce Tracker Functins The Resurce Tracker applicatin allws participants t view cnslidated resurce wnership infrmatin related t several PJM markets: Energy Ownership the entity (ies) that receives shares f Energy (Real Time/Day Ahead) credits and assciated credits/charges as recrded by PJM Settlements, Inc. Ancillary Services Ownership - the entity (ies) that receives shares f Ancillary Services (Day Ahead Scheduling Reserve, Operating Reserve, Regulatin, Spinning Reserve) credits/charges as recrded by PJM Settlements, Inc. Capacity Ownership the entity(ies) that has a share f wned MWs fr capacity resurces as reprted by PJM Capacity Exchange. Nte capacity wnership is based n Owned MW, nt Cmmitted MW. NERC Cmpliance Details-the entity has t cnfirm that the Generatr wner and Operatr are in Cmpliance. Dispatching Agent the entity directly respnsible fr the peratin f a physical generatin resurce that wuld be cntacted in the event PJM Dispatch requires immediate actin as recrded by PJM s Markets Gateway applicatin. Only ne cmpany can be named the dispatching entity fr a given resurce. Marketing Agent the cmpany respnsible fr ffering the resurce int the Energy r Ancillary Service Markets via Markets Gateway. Only ne cmpany can be named the marketing entity fr a given resurce. Physical Owner the wner f the physical plant and prperty, nt necessarily a PJM member. PJM P a g e

6 Participants are requested t cnfirm the resurce wnership details are crrect as reprted by the Resurce Tracker applicatin in accrdance with Manual 14D sectin All reprted discrepancies will be investigated and reslved by PJM Client Management. 1.2 Lg In and Applicatin Rles The Lg In functin prvides security fr the Resurce Tracker applicatin and databases by ensuring that nly registered users have access t Resurce Tracker. The Lg In functin als determines which parts f the applicatin can be accessed by the user and which navigatin ptins are available. Resurce Tracker Applicatin Privileges T access Resurce Tracker, Market Participants must have a valid PJM Tls user accunt with ne f the fllwing rles assigned: Read Only - Users that nly view resurce wnership infrmatin Read/Write Users that can cnfirm r reprt discrepancies fr resurce wnership infrmatin 1.3 Rules and Guidelines The fllwing is a list f business rules and guidelines t fllw when wrking with Resurce Tracker: All members with an Energy r Ancillary Service wnership share f a resurce r are respnsible fr entering Energy ffers int PJM s systems are asked t cnfirm wnership infrmatin in accrdance with Manual 14D sectin Individual unit statuses will change t Expiring ten business days prir t the established deadlines. If a cnfirmatin has still nt been lgged within 5 business days f the deadline, an autmated will be sent daily t participants by the Resurce Tracker applicatin alerting that actin is required. If wnership changes ccur, registered users will receive an autmated frm the Resurce Tracker System alerting them cnfirmatin is due within 2 business days as in accrdance with Manual 14D sectin If n actin is taken by the specified deadline, the status will change t Expired. An autmated will be sent t participants by the Resurce Tracker applicatin alerting that actin is required. Once a cmpany n lnger has Energy r Ancillary Services share f a resurce, the assciated recrd in the Resurce Tracker applicatin will autmatically be set t Unit Ownership Terminated. The cmpany will n lnger need t act n the recrd, but can refer t prir histry fr infrmatinal purpses. Any reprted discrepancies will be reslved by PJM as sn as pssible. There may be cases where the discrepancy is nt reslved prir t the deadline; hwever this will nt cunt against the member cmpany. Members are asked t cperate with PJM t supply crrected wnership values. 7 1.4 Resurce Tracker Dashbard Upn user lgin t the Resurce Tracker Applicatin, the user will be directed t the dashbard. Resurces are displayed based n the cmpany the user accunt is linked t. Users that have accunts acrss several cmpanies must lg in t each accunt separately. Each f the clumns are able t be srted and filtered Users may dwnlad wnership infrmatin fr all resurces tied t their accunt using the Dwnlad buttn at the tp f the screen. An excel file will be generated that lists the detailed wnership data reprted in the applicatin n a series f tabs: 1.5 Explanatin f Data Fields Energy & Ancillary Service Ownership Infrmatin Capacity Ownership Infrmatin Physical Ownership Infrmatin Marketing Entity and Dispatching Entity Infrmatin Infrmatin that is displayed in the Resurce Tracker applicatin is either user entered, r pulled directly frm varius surce systems at PJM: Energy and Ancillary Service wnership is displayed in the Unit Ownership Details sectin and is pulled frm PJM s settlement system. The wnership percent represents the share f financial settlement the given accunt receives. Only wnership shares belnging t the subaccunt tied t the user s accunt will be displayed. Capacity wnership is displayed in the Capacity Ownership Details sectin and is pulled frm PJM s Capacity Exchange system. Only capacity wned by the subaccunt tied t the user s accunt will be displayed. The wnership percent is calculated using the Owned MWs nly; RPM r FRR cmmitments are nt cnsidered in the displayed wnership percentage. Physical Ownership Details are displayed in the Physical Ownership Details sectin. The Physical Owner is meant t capture the wner f the Prperty, Plant, and Equipment f the generatr, and may nt be a PJM Member. The riginal ppulatin f physical wnership utilized public surces available nline, PJM P a g e

8 namely the EIA 860. Please pay special attentin t the cmpany listed and reprt a discrepancy if it needs t be updated. NERC Cmpliance Details is t certify that the Generatr wner and generatr Operatr are in cmpliance with NERC. System Restratin Cntact Details are used t send ut the System Restratin Drill invites and ther ntificatins. Marketing and Dispatching Agent details are displayed in the Unit Cntact Infrmatin sectin and are pulled frm PJM s Markets Gateway system. The Marketing Agent Cmpany shuld designate the PJM subaccunt respnsible fr entering the unit ffer int Markets Gateway. Please prvide cntact infrmatin that PJM Market Operatins persnnel can use in the event a questin regarding Energy Market ffers arises. The Dispatching Cmpany shuld designate the cmpany respnsible fr the dispatch f the unit. Please prvide cntact infrmatin that PJM Dispatch persnnel can utilize in the event a questin regarding the dispatch f a unit arises. 1.6 Hw t Cnfirm NERC Cmpliance Details Under the Generatr Owner drp dwn select a NERC NCR# and NERC entity name. Repeat that step under the Generatr Operatr. Fill in the required cmpliance Cntact infrmatin (First Name, Last Name and ). Only check the I certify that I am NOT registered with NERC based n the standard requirements if 1. Individual Generating unit >20 MVA (grss nameplate rating) and is directly cnnected t the bulk pwer system r 2. Generating plant/facility>75 MVA (grss aggregate nameplate rating) r when the entity has respnsibility fr any facility cnsisting f ne r mre units that are cnnected t the Bulk Pwer system at a cmmn bus with ttal generatin abve 75 MVA grss nameplate rating, r; 3. Any generatr, regardless f size, that is a Blackstart resurce material t and designated as part f a Transmissin Operatr entity s restratin plan, r; 4. Any Generatr, regardless f size, that is material t the reliability f the bulk Pwer System. PJM P a g e

9 1.7 Hw t Add/Edit/Delete System Restratin Cntacts Details A primary System Restratin Cntact is required. A First Name, Last Name, and must be filled int the fields. An individual name r distributin can be added in the fields. If inputting a distributin list, ensure that the First Name and Last Name are filled in (i.e. First name = Real Time ; Last Name = Desk ) and the represents the distributin list. This cntact will receive the System Restratin Drill Invite and any subsequent questins. Additinal cntacts can be added by clicking the Add Additinal Alternate Cntact buttn. A Maximum f three (3) cntacts may be entered. After Additinal Alternate Cntacts are added, edits and deletin can be made t the cntact. Click n pencil t edit the cntact infrmatin and click n the trash can t delete the cntact. PJM P a g e

10 1.8 Cnfirming Resurces Resurce Owners must lg int the Resurce Tracker applicatin t view each resurce s infrmatin. After lgging int the Resurce Tracker applicatin, users shuld click n the pencil icn at the far right f the rw t view individual resurce wnership infrmatin. The Marketing Agent and Dispatching Agent cntact infrmatin sectins are editable. If the infrmatin is missing r inaccurate, users must update the details directly befre cnfirming r reprting a discrepancy. If all wnership infrmatin (Energy and Ancillary Services, Capacity, Physical, NERC Cmpliance Details, System Restratin Cntact Details, Marketing Agent Cmpany, Dispatching Agent Cmpany,) is accurate, the user shuld chse the I certify that the abve infrmatin is cmplete and accurate ptin and click the Submit buttn. 1.9 Bulk Cnfirmatin f Resurces In the event a user is certain that the data reprted in the Resurce Tracker applicatin is accurate fr a number f resurces, a bulk cnfirmatin feature is available t simplify the cnfirmatin prcess. Because sme f the data reprted in the applicatin is initially entered by the user, bulk cnfirmatin is nly available fr resurces that have been previusly cnfirmed. Resurces eligible fr bulk cnfirmatin will have a checkbx available fr selectin under the Select fr Bulk Cnfirmatin heading n the Resurce Tracker Dashbard. Users shuld select all units they wish t cnfirm, and select the Bulk Cnfirmatin buttn at the tp f the screen t submit the resurces as cnfirmed. By clicking Submit, the user is cnfirming all data related t the selected units. Discrepancies cannt be reprted via bulk cnfirmatin Reprting Discrepancies If the user des nt agree with the wnership infrmatin (Energy and Ancillary Services, Capacity, Physical, Marketing Agent Cmpany, Dispatching Agent Cmpany) presented via the Resurce Tracker System, the user shuld nte the incrrect data elements and the crrect values in the Discrepancy Descriptin text bx. By clicking Submit, the user is cnfirming all ther data related t the unit. When discrepancies are reprted, an autmated will be sent t the PJM Client Managers via the Resurce Tracker System alerting them f the reprted discrepancy. Client Managers will fllw up n reprted discrepancies n an individual basis. PJM P a g e

11 Any reprted discrepancies will be reslved by PJM as sn as pssible. There may be cases where the discrepancy is nt reslved prir t the deadline; hwever this will nt cunt against the member cmpany. Members are asked t cperate with PJM t supply crrected wnership values Reslving Discrepancies Upn reslutin f a discrepancy, the Client Manager will change the status f the recrd in the Resurce Tracker System t Discrepancy Reslved. Users will receive an stating when a discrepancy has been reslved Viewing Cnfirmatin Histry Users can view the cmplete unit cnfirmatin histry by clicking n the dcument icn at the right f each resurce s rw. A list f the histry fr the specific resurce will be listed alng with the time each actin was lgged by the Resurce Tracker Tl.
