GENERAL This specification is for the manufacture, supply, inspection, testing, delivery and unloading of approximately 8 km of Ductile Iron Cement Lined pipes, fittings and associated materials to be used for the construction of a Trunk Water Main in Hursley Road and Toowoomba Cecil Plains Road from the intersection of Greenwattle Street and Hursley Road through to O Mara Road in Toowoomba, Queensland. The new section of the pipeline will be used to convey treated water to the Charlton Enterprise Hub located west of Toowoomba. 1.1 SCOPE OF WORKS This is a schedule of rates material supply Contract and shall not be subject to rise and fall. The works shall include the manufacture, supply, inspection, testing and delivery of Ductile Iron Cement Lined Pipe, fittings, Rubber Gasket, loose polyethylene sleeving, PVC tape and approved joint lubricant. The required pipe length for each diameter is generally as follows: No. Description Linear Metres 1 DN375 DICL PN35 RRJ 6,185 2 DN450 DICL PN35 RRJ 1,880 3 DN600 DICL PN35 RRJ 70 The scope of Works shall also include the unloading, staking and stockpiling of all pipes and materials, at locations as directed by the Principal, and shall include traffic control during unloading. 2. MATERIALS All materials supplied shall be the best of their respective kinds and in accordance with the current and relevant Standards published by the Standards Association of Australia for those particular classes of material where such standards are applicable and do not conflict with this specification. If there is no Australian Standard Specification then the relevant British or ISO Standard Specification shall apply subject to the prior approval of the Principal. Material in contact with potable water shall be approved in accordance with AS/NZS 4020 Testing of products for use in contact with drinking water. 2.1 DUCTILE IRON PIPES AND FITTINGS All ductile iron pipes to be provided to product specification WSA PS-200. All ductile iron pipes and fittings shall be manufactured in accordance with AS Ductile iron pipes and fittings shall be have a minimum pressure rating of PN35. Ductile iron pipes and fittings shall be joined with rubber ring joints, flanges or mechanical couplings in accordance with the relevant Australian Standard and to the manufacturer s instructions.

4 Ductile iron pipes to be cement mortar lined to AS 2280 with nominal cement lining thickness of 5mm and a minimum of 3.5mm. All pipes shall be externally coated with bituminous or synthetic resin coating to AS All ductile iron pipes and fittings shall be coated externally with thermal bonded polymeric coating to AS4158 or epoxy coated to AS3750. Epoxy coating shall be JOTAKOTE 412 or approved equivalent. A minimum of two coats of epoxy coating shall be applied for a total dry film thickness of 0.5mm. See section 2.4 for information on thermal bonded polymeric coatings. DICL flanges shall be PN35 in accordance with AS 4087 unless noted otherwise. Below ground flanged joints shall be wrapped in a Denso tape system or approved equal. 2.2 RUBBER RINGS AND GASKETS Flange gaskets and O-rings shall comply with industry standard WSA and conform to product specification WSA PS-312. All gaskets and O-rings are to be installed to manufacturer s specifications. All rubber rings used in the jointing of pipes shall be of natural rubber or EPDM complying with AS1646 and AS4020. Flange gaskets shall be Nominal size as specified on the project drawing and incorporate full-face natural rubber gaskets 3 mm thick, or compressed fibre 1.5 mm thick in accordance with Table C1 of AS FLEXIBLE COUPLINGS Flexible couplings shall be epoxy or thermal bonded polymeric coated ductile iron fitted with EPDM rubber sealing gaskets. Fasteners and locking items shall be stainless steel. 2.4 THERMAL BONDED POLYMERIC COATINGS Thermal bonded polymeric coatings and linings shall be in accordance with AS4158. Coatings and linings are to comply with the following: Material: Rilsan Nylon 11 Thermoplastic Polyamide Grade: C.1 Particle size µm Thickness: Minimum 250 µm uniform coating to internal and external surfaces. 2.5 FASTENERS Bolts, nuts and washers used for the bolting of flanges shall comply with the requirements of the appropriate standards, as follows: AS1111 ISO metric hexagon commercial bolts and screws. AS1112 AS AS ISO metric hexagon nuts, including thin nuts, slotted nuts and castle nuts. Plain washers for metric bolts, screws and nuts for general purposes General plan Plain washers for metric bolts, screws and nuts for general purposes - Tolerances AS1275 Metric screw threads for fasteners All studs, bolts and nuts shall fit the threads accurately throughout. Bolt heads shall be faced. Washers shall have dimensions for black steel, normal series to AS1237.

5 All stud, bolts, nuts and washers are to be Grade A4 stainless steel. Screw threads for bolts, nuts and studs shall be ISO Metric as appropriate. All buried bolted connections to be wrapped with Denso system. All bolts threads shall be coated with nickel base anti-seize compound prior to assembly. 2.6 POLYETHYLENE SLEEVING AND PVC TAPE Blue loose polyethylene sleeving 0.25mm thick shall be supplied to suit pipe diameter. Sleeving shall be manufactured in accordance with AS3680 polyethylene sleeving for Ductile Iron Piping. All PVC tape shall be supplied to secure the polyethylene sleeving. Scotch-Grip 3715 or similar tape complying with the requirements of AS3680 shall be supplied. PVC tape shall be brown in colour, have a nominal thickness of 0.05mm and shall not be less than 48mm wide. 2.7 MARKING TAPE Marking tape shall be installed along all metal pipelines in accordance with AS Marking tape shall be in accordance with WSA PS-319. All tape used shall have a minimum width of 100mm and a minimum height of message letters of 40mm. The tape shall have a background colour of green for water as per Table 1 of AS Tapes used over non-metallic pipes shall be detectable. 2.8 METAL SEATED GATE VALVES Metal seated gate valves shall conform to product specification WSA PS-261 and comply with AS2638 and be installed to the manufacturer s requirements. Metal seated gate valves shall be PN 35. Spindles shall be non-rising. Valves shall be suitable for vertical installations as required. Valves shall be supplied complete with joining sets and gaskets. All fasteners shall be stainless steel or high tensile steel hot dip galvanized B7 grade if required by supplier to meet pressure class. Metal seated gate valves shall be designed for anti-clockwise closing. Valves requiring a rim pull of greater than 170Nm, are to be supplied with gear operators. The gear operator shall be constructed to enclosure rating IP67 as per AS1939 Supplement HANDLING AND STORAGE OF PIPES 3.1 GENERAL Transport, handle and store all products and materials in accordance with the manufacturers recommendations and in a manner that prevents damage or deterioration or excessive distortion. Care shall be taken when handling pipes that internal and external linings and protective coating are not damaged. Pipes and fittings shall be stored on timber bearers clear of the ground. Pipes shall be stacked in a manner that maximizes public safety.

6 3.2 ACCEPTANCE AND REJECTION The Principal shall instruct the suppliers to deliver materials with adequate product certification and declaration that products and materials comply with the specifications. The Principal shall have the right to reject any damaged pipe or defective product material. 3.3 STOCKPILE LOCATION Pipes shall be delivered to the locations provided in Appendix 2. The Supplier shall confirm the delivery location and quantities for delivery with the Principal at least 24 hours prior to the delivery occurring. Delivery hours shall be between 7.00am and 3.30pm on weekdays (excluding public holidays) only. Supply required outside these hours will be separately negotiated. 3.4 ASSOCIATED ITEMS Gaskets, lubricant and sleeving shall be stored out of the sun and away from petroleum products. These items shall be delivered to Council s Harristown Stores Depot, Stephen Street, Toowoomba. Hours of operation for the Stores Depot are between 6.00am 5.00pm weekdays (excluding public holidays).

7 4. DELIVERY SCHEDULE Suppliers shall provide with their tender a pipe delivery schedule identifying the quantity of pipe materials to be supplied and the time of delivery. If the supplier cannot deliver the order in accordance with the delivery schedule, the supplier will immediately notify the Principal. The Principal reserves the right to withhold payment, up to the difference in pipe supply costs, should it be necessary for the Principal to procure pipe materials from an alternative supplier, due to delivery timeframes not being met. It is anticipated that the construction crew will start with installing DN375mm pipes and fittings first near the delivery location 1 and then move towards location 3, followed by 2 and 4. The delivery locations are indicated in Appendix 1.
