1 Sectin 7: INTERGOVERNMENTAL COOPERATION Intrductin Pursuant t the Wiscnsin Cmprehensive Planning Law, this element f the Cmprehensive Plan ffers gals, bjectives, plicies, and prgrams fr jint planning and decisins related t intergvernmental cperatin. This sectin als identifies knwn existing r ptential cnflicts between the Village and this Cmprehensive Plan and the adpted plans f adjacent municipalities and twns; Walwrth and Kensha Cunties; Gena City J2 Schl District (Brkwd Elementary Schl and Brkwd Middle Schl), Randall J1 Schl District, the Lake Geneva Gena City Unin High Schl District; the Gena City Sanitary District; the Wiscnsin Department f Transprtatin and the Walwrth Cunty Highway Department; Sutheastern Wiscnsin Reginal Planning Cmmissin; and the Wiscnsin Department f Natural Resurces. Intergvernmental Cperatin Gals, Objectives and Plicies The fllwing sectin will re-intrduce the gals and bjectives identified in Chapter 1 f this dcument as well as ffer prescribed plicies and prgrams t achieve the stated gals and bjectives f the Cmmunity. Intergvernmental Cperatin Gals The Village f Gena City s intergvernmental cperatin plicies and prgrams are set t achieve the fllwing gals: Expand intergvernmental relatinships with lcal municipalities, twnships, cunties, and ther units f gvernment; crdinate with neighbring municipalities t manage land use decisins and encurage cperatin between lcal units f gvernment t ensure efficient delivery f services. Intergvernmental Cperatin Objectives The fllwing bjectives prescribe mre specific ways t achieve the afrementined intergvernmental cperatin gals f the Cmmunity: Develp plicies, cperative agreements and wrking relatinships prmting intergvernmental cperatin, sharing f infrmatin and sharing f services with ther gvernmental units. Crdinate transprtatin needs and imprvements with bth the Cunty and State Highway Departments t assure the established gals and land use decisins f the Village are adequately met. Ensure that intergvernmental pprtunities shuld be cst beneficial t the Village and imprve the quality f life in the cmmunity. Sharing f municipal services shuld be reviewed and utilized when beneficial t the Village, cmmunity r regin. Intergvernmental Cperatin Plicies The fllwing plicies ffer a curse f actin t guide and determine the present and future decisins related t intergvernmental cperatin within Gena City: Distribute this Cmprehensive Plan, and all ther relevant dcuments, t all surrunding municipalities and cunties and encurage them t cnsider all nted recmmendatins in particular, thse related t future land use, develpment, and transprtatin decisins. Wrk with surrunding cmmunities t encurage the develpment f the Richmnd By-Pass and the new interchange at Twin Lakes Rad and U.S. Highway 12. Wrk with the Village f Twin Lakes, Blmfield Twnship, the City f Richmnd (IL), Walwrth Cunty, Kensha Cunty, and McHenry Cunty n the implementatin f reginal transprtatin and land use plans. Cntinue t have representatin at regular meetings between schl districts and lcal municipal gvernments. Participate in jint planning effrts with the Village f Twin Lakes, the Twns f Blmfield and Randall, Walwrth Cunty, and Kensha Cunty. Explre the use f shared facilities and the crdinatin f services prvided by lcal gvernments. Investigate adptin f cmparable land divisin regulatins and design standards between cmmunities. Re-examine and adpt bundary agreements r ther types f lng-range intergvernmental agreements t address municipal jurisdictin. Gena City s Intergvernmental Relatinships The fllwing sectin describes Gena City s existing relatinships with the numerus gvernmental agencies and districts lcated in and arund the Village, as well as identifies any existing r ptential cnflicts with the adpted plans f such agencies and districts. As develpment cntinues t ccur, bth within the existing Village limits and the designated planning area, the Village will have t rely n these established relatinships t assure that adequate services are prvided and that develpment is dne in a manner that, t the greatest extent pssible, benefits all parties invlved. Walwrth Cunty and Kensha Cunty A majrity f the land within Gena City s existing municipal bundary is lcated within Walwrth Cunty, with apprximately 26 acres lcated in Kensha Cunty. 3 The anticipated grwth and develpment f the Village shuld nt be s significant that there will be a substantial increase in the demand fr Cunty services r impse a large financial impact upn either Walwrth r Kensha Cunties. There are n knwn existing r ptential cnflicts anticipated between the Cmprehensive Plan, and the adpted plans f either cunty. The Twn f Blmfield and the Twn f Randall All unincrprated land within the designated planning area and within Walwrth Cunty is currently under the jurisdictin f the Twn f Blmfield, while all unincrprated land within the designated planning area and within Kensha Cunty is currently under the jurisdictin f the Twn f Randall. Twn f Blmfield: The Village currently has a Municipal bundary agreement with the Twn f Blmfield, which will expire in apprximately six (6) years January 14, Generally stated, this agreement establishes Gena City s nrthern bundary at Twin Lakes Rad, and its western bundary apprximately three quarters (¾) f a mile west f Fellws Street, extending nrth f the State line t Twin Lake Rad. Once this bundary agreement expires, the Village will need t review their current grwth pattern and service needs t determine if they shuld renegtiate t maintain the existing agreement r shift the bundaries further nrth and west. Additinally, the Twn f Blmfield is in the prcess f updating their Cmprehensive Plan. Upn cmpletin, it shuld be reviewed t identify any land use r transprtatin cnflicts with thse shwn in this dcument. Shuld any majr cnflicts arise, Gena City and the Twn f Blmfield shuld arrange a meeting t discuss and reslve such issues. The Gena City Future Land Use map des shw residential densities nrth f Twin Lakes Rad and west f the bundary agreement that are a higher than have traditinally been permitted by the Twn f Blmfield. This increased density wuld nly be apprpriate if public sewer service is extended t serve these future grwth areas. Twn f Randall: The Twn f Randall and the Village f Twin Lakes are currently wrking n a Smart Grwth Plan that includes all lands within the designated planning area that lies within Kensha Cunty. Whereas the plan is in the preliminary stages, it is anticipated that it will shw a majrity f this land as remaining in the agricultural land use categry. This cnflicts with the Village Residential and Attached Residential land use categries indicated n the Future Land Use Plan n this dcument. Village f Twin Lakes The Village f Twin Lake s western municipal bundary is at Richmnd Rad, which leaves apprximately 550 acres f unincrprated land east f Gena City s municipal bundary and within the identified planning area. As previusly stated, Twin Lakes and the Twn f Randall are currently wrking n a Smart Grwth Plan that may cnflict with this Cmprehensive Plan, in particular, all land designated as Village f Gena City Cmprehensive Plan May 2008 Sectin 7: Intergvernmental Cperatin Page 7-3

4 either Village Residential r Attached Residential lying within Kensha Cunty, suth f Twin Lakes Rad. Upn cmpletin f the Smart Grwth Plan, Gena City shuld review the plan and identify any majr differences with this Plan. The Village f Twin Lakes and the Village f Gena City sent a letter dated May 12, 2006 t Sutheastern Reginal Planning Cmmissin (SEWRPC) t cnsider a Jint Sewer Service Area Agreement. Other Surrunding Municipalities All ther surrunding municipalities are lcated well utside the range f Gena City s planning bundary. Therefre, n knwn cnflicts exist. It shuld be nted that the Village f Richmnd s (IL) current Cmprehensive Plan identifies the Richmnd By-Pass as a future transprtatin imprvement. This is cnsistent with the Transprtatin Plan cntained in this dcument. Gena City J2, Randall J1, and Lake Geneva-Gena City Unin High Schl Districts Gena City J2 Schl District, which includes bth Brkwd Elementary Schl (grades K thrugh 4) and Brkwd Middle Schl (grades 5 thrugh 8), currently serves Gena City s schl aged ppulatin that resides within Walwrth Cunty. Randall J1 Schl District, which includes Randall Elementary Schl, wuld absrb the additinal K thrugh 8 students created thrugh develpment within Kensha Cunty. Gena City s high schl aged ppulatin attends Badger High Schl (grades 9 thrugh 12), which is part f the Lake Geneva Gena City Unin High Schl District. Any develpment resulting in an increase t the K thrugh 12 aged sectr f the ppulatin will have an impact n these Districts. Overall, the Village shuld cntinue t wrk with each Schl District t anticipate the future grwth and facility needs f each district. Gena City J2 Schl District: Village ppulatin prjectins indicate a steady grwth thrugh the year 2010, with the ppulatin frecasts reaching 2,682 persns. Beynd 2010, the ppulatin is frecasted t experience a much greater rate f grwth, resulting in an ultimate ppulatin f 6,222 persns almst three (3) times the existing ppulatin. A majrity f the elementary and middle schl aged children generated by this ppulatin increase are anticipated t attend Brkwd Elementary and Brkwd Middle Schls. Due t limited capacities, there will mst likely be a future need t cnstruct an additinal schl site within the Gena City J2 Schl District. As lng as grwth is apprpriately planned fr, there are n anticipated cnflicts with this District. Randall J1 Schl District: A majrity f Gena City s grwth is anticipated t ccur within Walwrth Cunty. Within Kensha Cunty residential grwth is anticipated, hwever, the additinal schl aged children generated shuld nt be s substantial that, n its wn, will be detrimental t the financial well being f Randall Elementary Schl r increase enrllment t such a degree that a new elementary schl will need t be cnstructed. 5 Lake-Geneva Gena City Unin High Schl District: Badger High Schl (grades 9 thrugh 12) and the Badger Career Campus (grades 9 thrugh 11), which is lcated within Badger High Schl, cmprise the Lake Geneva - Gena City Unin High Schl District. Bth schl sites are lcated in Lake Geneva, and serve Gena City s existing high schl aged ppulatin. The additinal high schl aged children resulting frm the Village s anticipated grwth shuld nt be s substantial that, n its wn, will be detrimental t the financial well being f the District r increase enrllment t such a degree that a new high schl will need t be cnstructed. N knwn existing r future cnflicts are expected. Hwever, the Village shuld cntinue t wrk with the District t anticipate its future grwth and facility needs. Gena City Sanitary District The Gena City Sanitary District, which prvides sewer and water services, currently serves a majrity f the land lcated within Gena City s existing Village limits, except fr a small prtin f the sutheast crner f the Village, in which service is nt prvided. The fllwing exhibit identifies the existing limits f Gena City s sanitary sewer service area and identifies all thse that are in clse prximity t the Village. Recmmended Sanitary Sewer Service Areas in the Regin: September 2003 Surce: SEWRPC Per discussins with the Village Engineer, Gena City has enugh capacity t service all the land within the municipal bundaries and limited expansin beynd these limits. When grwth ccurs utside Gena City s existing sanitary sewer service area, the Village will have t increase capacity in rder t accmmdate the expanded service area. 6 Wiscnsin Department f Transprtatin (WisDOT) The transprtatin plan that accmpanies this dcument identifies tw (2) future full access interchanges ne (1) generally at Walwrth Street and US Highway 12, referred t as the Richmnd By-Pass, and ne (1) at Twin Lakes Rad and US Highway 12. These intersectin lcatins d nt cnflict with any f WisDOT s adpted plans r prgrams. Per cnversatins with WisDOT, District 2, which crdinates the state spnsred transprtatin effrts in Gena City, n majr imprvements r radway prjects are anticipated in the near future. Walwrth Cunty Highway Department Cunty Highways B, P, H, and U traverse the Village f Gena City. As identified in the Transprtatin Plan f this dcument, n new Cunty rads r expansins f existing rads are planned. Additinally, per cnversatins with the Highway Department, n lng-term transprtatin imprvements are planned that wuld impact traffic in and arund the Village. Sutheastern Wiscnsin Reginal Planning Cmmissin (SEWRPC) In April 2001, the Sutheastern Wiscnsin Reginal Planning Cmmissin adpted A Land Use Plan fr Walwrth Cunty Wiscnsin: Amng ther things, this dcument identifies envirnmentally significant areas, natural areas, land use bjectives, and recmmended land uses fr all unincrprated land within Walwrth Cunty. As identified n the Recmmended Land Use Plan map, a majrity f the land t the nrth and west f the Village is either designated as prime agricultural land r lands in the A-3 agricultural land hlding district. It is further recmmended that the divisin f all prime farmland identified n the map be limited t a minimum size f thirty-five (35) acres, and that the cnversin f this land be limited t thse lands which are lcated within planned urban service areas. The stated purpse f the A-3 Agricultural Land Hlding District is t preserve in agricultural related pen space uses, fr a limited time perid, thse lands generally lcated adjacent t existing incrprated urban centers within the Cunty where urban expansin is planned t take place. This district classificatin is intended t defer urban develpment until the apprpriate legislative bdy determines that it is ecnmically and financially feasible t prvide public services and facilities. The Future Land Use Plan map that accmpanies this dcument is generally cnsistent with this Plan, hwever, the develpment standards fr existing agricultural land utside the current Village limits are less strict. This is recgnized as a ptentially minr cnflict. Aside frm that, this dcument generally supprts the recmmendatins f SEWRPC s Plan. Wiscnsin Department f Natural Resurces (WDNR) The Wiscnsin Department f Natural Resurces is ne f the principal agencies invlved in the acquisitin and develpment f recreatinal paths and pedestrian trails. Additinally, they take a lead rle in the prtectin f wildlife and help t assure the sustained management f wdlands, wetlands and ther natural wildlife habitat areas. This plan prmtes the preservatin and prtectin f all natural areas, fldplains, wetlands, wildlife, and envirnmentally sensitive areas. 7 Intergvernmental Cperatin Recmmendatins The fllwing is a list f recmmendatins that will help t achieve the stated gals, plicies, and bjectives fr intergvernmental cperatin: 1. Wrk with Walwrth and Kensha Cunties, the Village f Twin Lakes, and Blmfield Twnship t identify jint services and facilities where cnslidating, crdinating, r sharing services r facilities will result in better services and/r cst savings. 2. Wrk with the same listed agencies t implement a reginal transprtatin plan that addresses the future rad, bicycle, trail, and path netwrks. 3. Negtiate a bundary agreement with Twin Lakes, and cnsider establishing Gena City s eastern bundary at Richmnd Rad. 4. If annexatin ccurs t Richmnd Rad, the Village shuld cnsider redistricting the Gena City J2 Schl District bundary t include all land west f Richmnd Rad and suth f Twin Lakes Rad. 5. Renegtiate the bundary agreement with the Twn f Blmfield, and determine if the expansin f the bundary further nrth r west is beneficial t the Village and Twnship. 6. Crdinate planning effrts with the Twn f Randall and the Village f Twin Lakes and reslve any majr disagreements between this dcument and their Smart Grwth Plan that is being prepared. 7. Establish a relatinship with the Sutheastern Wiscnsin Planning Cmmissin and participate in their reginal planning effrts.
