1 APPOINTMENT OF CHIEF EXECUTIVE AND REGISTRAR APPOINTMENT BRIEF SEPTEMBER 2018

2 AN INTRODUCTION The General Osteopathic Council (GOsC) regulates the osteopathic profession and promotes patient safety by setting, maintaining and developing standards of practice and conduct. The over-arching objective of the GOsC is the protection of the public. This involves the pursuit of the following objectives: a. Protecting, promoting and maintaining the health, safety and well-being of the public b. Promoting and maintaining public confidence in the profession of osteopathy c. Promoting and maintaining proper professional standards and conduct for members of that profession The GOsC s core functions are: Assuring the quality of osteopathic education and training Registering qualified professionals on an annual basis and ensuring their continuing fitness to practise Setting and promoting high standards of osteopathic practice and conduct Helping patients with complaints or concerns about osteopaths and, where necessary, dealing with those complaints through fitness to practise procedures. Currently there are just over 5,300 osteopaths registered with the GOsC. The GOsC is a charity registered in England and Wales ( ). Strategic priorities In order to fulfil its statutory objectives, the work of the GOsC is guided by a Corporate Strategy ( ), which sets out its strategic objectives and how it plans to implement these. Council is currently considering its next Corporate Strategy. There are currently three strategic objectives: To promote public and patient safety through patient-centred, proportionate, targeted and effective regulatory activity To encourage and facilitate continuous improvement in the quality of osteopathic healthcare To use resources efficiently and effectively, while adapting and responding to change in the external environment. The GOsC Council, the governing body, has 10 members five lay and five osteopath. Alison White has been the Chair of Council since There are three committees that exist to provide advice and to support the work of Council: the Policy Advisory Committee (which also undertakes the role of statutory Education Committee); Audit Committee; and Remuneration and Appointments Committee. It is hoped that the successful candidate will be able to observe either the November 2018 or January 2019 Council meeting.

3 There are also three statutory fitness to practise committees: Health, Investigating and Professional Conduct which support the GOsC s fitness to practise activity. The GOsC has a reputation for the high standard of its work having received many positive reviews by the Professional Standards Authority which reports annually on its performance. It also has a reputation for undertaking innovative research and activities that support the development of professional standards within osteopathy. The GOsC is also committed to partnership working to promote high standards of osteopathic practice and care, this includes working closely with its key stakeholders, the Council of Osteopathic Educational Institutions, the Institute of Osteopathy, the National Council for Osteopathic Research and the Osteopathic Alliance, under the auspices of the Osteopathic Development Group. The GOsC s turnover currently exceeds 2.8m and its finances are sound. The majority of its income comes from registration fees paid by the profession. There is an establishment of 25.6 (FTE) staff, led by the Chief Executive and Registrar, (see organisation chart at Annex B). The organisation is located at Osteopathy House, 176 Tower Bridge Road, London SE1 3LU, premises that are owned by the GOsC. Full details of the GOsC s activities can be found on its website here. THE ROLE CHIEF EXECUTIVE AND REGISTRAR The Chief Executive and Registrar is responsible for leading the Executive of the General Osteopathic Council to ensure the organisation meets its statutory objectives and maintains its leading position within the sector. The Chief Executive and Registrar reports to the Chair of Council and has overall responsibility for the GOsC staff team. The post-holder will lead the Senior Management Team (three direct reports); in addition they will also manage three other staff: Head of Communications and Engagement; Council and Executive Support Officer; and Human Resources Manager. Under its current leadership the GOsC has gone through a period of financial consolidation while also increasing the breadth of its activity. It will be rolling out a new profession-wide CPD scheme later this year as well as revised Osteopathic Practice Standards, and are already looking ahead to how it can build on these to ensure even higher standards across a diverse profession. The GOsC is now seeking a Chief Executive and Registrar who can show the skills, expertise and vision to build on the work of the current incumbent, bringing new energy and ideas, and able to initiate new projects and forge new relationships to support the organisation s strategic objectives. The role of Chief Executive and Registrar in relation to the governance structure is: Accountability to Council for delivery of the GOsC s Corporate Strategy, annual Business Plan and budget Liaising with the chairs of all committees, statutory and non-statutory Reporting to the Audit Committee and Remuneration and Appointments Committee.

4 KEY RESPONSIBILITIES Developing a three-year Corporate Strategy, and annual Business Plans and budgets Developing a draft Corporate Strategy in collaboration with the Council Producing annual Business Plans and Budgets to achieve the aims set out in the Corporate Strategy Reporting to Council at each meeting on progress on achieving Business Plan objectives within the agreed budget Developing appropriate measures of performance for key regulatory activities and reporting to Council regularly on achievement against these Supporting the GOsC s policy development processes, through cooperation with regulators, relevant researchers and others, to ensure that that they are forward-looking, innovative and evidence-informed Leading the Senior Management Team in collective management of the GOsC Setting objectives and conducting appraisals for members of the Senior Management Team (SMT) Conducting bi-annual appraisals and arrange for the provision of any identified training needs Leading the SMT in developing the GOsC s Corporate Strategy and Business Plans Holding regular SMT meetings which seek to ensure effective collective management of the GOsC Staff leadership Leading a staff team with a high-performance record, while seeking to engender a culture of excellence and inclusiveness Ensuring the GOsC has sufficient human resources capability to achieve its statutory objectives and Corporate Strategy Providing leadership in relation to human resources ensuring that policies and procedures are compliant with the law and that management capability is effective and aspires to best practice Ensuring that annual appraisals for all staff are conducted and training and development needs are managed, as well as ensuring that underperformance is dealt with appropriately. Setting objectives and conducting appraisals for the Senior Management Team, Head of Communications and Engagement, Council and Executive Support Officer, and Human Resources Manager Organisational management Ensuring facilities are managed to provide an appropriate environment in which staff and non-executives can discharge their duties, safely and productively Ensuring IT resources are adequate to ensure effective discharge of the GOsC s functions Ensuring that the GOsC abides by high standards of information governance and security conforming to the law and best practice Ensuring adherence to the GOsC s procurement policy through the conduct of periodic tendering exercises for services and effective contract management Overseeing an approach to Equality and Diversity Policy and activity that enables the GOsC to meet its legal obligations under anti-discrimination law Reporting to the Professional Standards Authority, Privy Council, Parliament and the Charity Commission Overseeing reporting to the Professional Standards Authority (PSA) to meet the requirements of the annual Performance Review and any other PSA activities Reporting to the Council on the outcome of the Performance Review and draw up a plan to address any issues identified requiring action Prepare an Annual Report, for submission to the Privy Council, Parliament and the Charity Commission Meeting any additional statutory requirements of the Charity Commission

5 External relations and international affairs Developing and maintaining positive relationships with external stakeholders aimed at assisting the GOsC to meet its statutory objectives and promoting high standards in osteopathic healthcare Ensuring that effective consultation take place with the profession, the public and other relevant stakeholders on all regulatory issues Acting as the principal spokesperson for the GOsC Representing the GOsC on public platforms in the UK and internationally Contributing to the work of relevant international organisations including the Federation and Forum on Osteopathy in Europe, and the Osteopathic International Alliance Maintaining effective relationships with regulators and competent authorities for osteopathy in Europe and the rest of the world Financial and risk management Ensuring that the annual financial audit is conducted effectively and reported to the Audit Committee and Council Maintaining effective risk management arrangements for the GOsC including a Risk Register which is reviewed regularly to ensure the effective mitigation of risk. Conducting a cycle of internal audit of functions and ensuring production and implementation of management s responses to the audit findings Reporting to the Audit Committee and the Council on risk management Ensure effective governance of the GOsC Working with the Chair of Council to support effective governance including appointment of Council and committee members, and their induction, training and appraisal Ensuring that all Council appointments are made to the standards required by the Professional Standards Authority Ensuring members of the governance structure are provided with documentation to facilitate their work Overseeing the handling of complaints about members of the governance structure to ensure effective resolution. Exercising the powers of Registrar in compliance with the Osteopaths Act 1993 Taking decisions in relation to access to and removal from the Register and overseeing any arrangements for delegation of powers to the Director of Registration and their team Arranging for periodic reviews of registration processes and rules to ensure they reflect regulatory developments and are fit for purpose. PERSON SPECIFICATION The Chief Executive and Registrar of the GOsC is a demanding, high profile appointment that requires the following mix of competence, experience and personal qualities: Knowledge and experience Leadership experience at a senior level in an organisation of comparable complexity (previous experience as a Chief Executive is not an essential requirement for the role) Demonstrable motivational leadership and team management skills Experience of overseeing budgets and business plans, alongside the financial management knowledge necessary to ensure this

6 Proven experience of being able to think strategically and to translate high level corporate objectives into practical business plans Knowledge of regulation, gained either in a regulator or in a sector where regulatory interaction is a core activity Well-developed communication skills (both verbal and written) and the ability to forge effective relationships with a wide range of stakeholders within the profession, at government level and internationally Skills and personal Qualities The appointee will be a person with vision, well equipped to challenge assumptions, inspire others and achieve results, able to balance creativity with the statutory requirements of the job A superb influencer with an ability, through use of evidence-based argument, to remove impediments to progress and to be tenacious in achieving the statutory objectives of the organisation A high degree of emotional intelligence sensitive to the needs of a diverse workforce and Council Able to demonstrate a passion for the role and reach of a professional regulator that achieves a position of unequivocally recognised patient safety with empowering and developing a profession TERMS OF APPOINTMENT Remuneration Package Salary will be negotiated with the preferred candidate, but is expected to be in the region of 135,000.
