2 Question 1: Can companies from outside USA apply for this? Answer 1: Yes. Question 2: Do we need to come there (to the TEL) for meetings? Answer 2: It is anticipated that the winning proposer would need to come to the TEL for meetings from time to time during the course of the engagement. Question 3: Can we perform the tasks (related to [RFP]) outside USA (like, from India or Canada)? Answer 3: Yes, but winning proposer will be required to have a local contact for follow-up or on-site meetings. In addition, the winning proposer would need to come to the TEL for meetings from time to time during the course of the engagement. Question 4: Can we submit the proposals via ? Answer 4: Yes. Please see Section B and Section I of the RFQ to ensure compliance with the terms of the RFQ is submitting your qualifications by . Question 5: What is your current hosting environment? Answer 5: Please see Section G of the RFQ. Question 6: Who manages the environment? Answer 6: Webhosting and managed services performed by Flexential and Virtusa. Question 7: Is the current environment staying in place? Answer 7: Our current intent is to remain in our current environment, subject to recommendations by the successful proposer. Question 8: What is your webserver and database server configuration? Answer 8: Please see Section G of the RFQ. 2

3 Question 9: What are your peak traffic statistics within one hour by page views and visitors? Answer 9: For peak traffic times during periods of high jackpots, page views can exceed 110,000 per hour. Average hourly page views per month range between 5,000 and 9,000. Question 10: What are your current and future security scan requirements? Answer 10: This information will be determined with the proposer that is awarded the contract. Question 11: Can you share a current security scan report? Answer 11: No. Question 12: May we run our own security scan now? Answer 12: Yes. Question 13: How often are game updates requested? Answer 13: Current games are updated from time to time. We usually experience one or two updates across all of our drawing-style games over the course of a year. Updates may include a matrices change or adding a new feature to an existing game. Question 14: How often are matrix updates requested? Answer 14: Approximately one time per year across all of our drawing based games. Question 15: How often are new draw games introduced? Answer 15: Approximately one time per year for drawing-based games. Question 16: Given that the size and complexity of implementing the yet to be identified improvements is unknown, how do you want to structure this portion of the proposal? Answer 16: The TEL is interested in the qualifications of potential contractors for the function described in the RFQ. As such, please provide information that will help the Evaluation Committee assess the level of expertise within your firm. This 3

4 information may include, but should not be limited to, your process for conducting an evaluation or assessment of a website; best practices you have developed; issues or complexities you will be looking for during the assessment; and a timeline for completing the assessment. These items are for reference purposes only and are not intended to be all of the information the Evaluation Committee will be assessing. A proposer should consider including in their response all information that it believes the Evaluation Committee will find helpful in assessing a proposer s ability to provide the services. As for pricing out your response, the TEL has requested that the pricing information be provided in two forms. Please see Section H of the RFQ. Question 17: Are you open to Time and Materials engagement based on a determined number of hours? Answer 17: Please see Section H of the RFQ. Question 18: Are there any requirements related to the citizenship of resources working on this project? Answer 18: No. Question 19: Are any sites other that in scope? Answer 19: No. Question 20: Is site design and usability in scope for the assessment? Answer 20: Please see Section G of the RFQ for the scope of the assessment. Design and usability will only be factored into the assessment to the extent they support the scope of the assessment set forth in Section G of the RFQ. Question 21: Is this meant to be a 12-month agreement? Answer 21: Please see Section L of the RFQ. 4

5 Question 22: Element #1 page 8 I can quote a price for the comprehensive assessment, but without actually doing the assessment; I do not know what we will find. Thus, it is not feasible to quote a price for any enhancements. It's safe to say we'd have recommendations for improvement in addition to the needs TEL outlines in the document; I just don't know what they are without looking at everything first. What is your suggestion? Answer 22: Please see the answer to question 16, as well as Section H of the RFQ related to pricing a response. Question 23: How many TEL employees will need training so they can update content on their own? Answer 23: Approximately 12 employees will need training. Question 24: How frequently are the employees making updates to the site? Answer 24: The frequency of updates to the website varies. For example, winning numbers information is updated daily, while information regarding remaining prizes for instant ticket games and retailer information is updated weekly. Question 25: Element #2 - page 8 "Therefore, maintenance includes, but is not limited to, improving stability, enhancing security, making contextual changes, redesigning webpages and templates, revising a game, adding a new game or removing an existing game." Will we be working with an agency or your in-house marketing team? Again, it is difficult to provide an estimate simply because we do not have enough information. Answer 25: Work will be performed in conjunction with in-house IT and Marketing staff. Question 26: How many new games are you planning to launch? Answer 26: Going forward, we are not able to provide a timetable for new game launches. Question 27: What are the planned software upgrades? 5

6 Answer 27: We anticipate planned software upgrades for security, plug-ins and patches for the CMS. Question 28: How frequently are you pulling old games? Answer 28: Infrequently, but at a minimum of three (3) times a year for instant ticket games. Question 29: What is a typical revision to a game consist of? Answer 29: Revisions to existing drawing-style games include changes to the matrix and an occasional add-on feature. Question 30: In other words, what elements of the game are most likely to change? Answer 30: Revisions to existing drawing-style games include changes to the matrix and an occasional add-on feature. Question 31: What is most important to you and your team in the decision-making process? Answer 31: Please see Section E of the RFQ. Question 32: How is the current site currently hosted (Amazon, Azure, State servers etc.)? Answer 32: Flexential currently hosts our website. Question 33: Is the current site setup in a load-balanced environment? Answer 33: No; however, we do use a third-party caching service. Question 34: Has the site been load tested since the upgrade to Drupal 8? Answer 34: Yes. Question 35: Are there any ADA compliance requirements for the site? Answer 35: Not to our knowledge. 6

7 Question 36: Should the assessment include usability and look and feel analysis or just focus [on] technical performance and stability? Answer 36: The focus of the assessment should be on technical performance and stability as outlined in Section G of the RFQ. Design and usability will only be factored into the assessment to the extent they support the scope of the assessment set forth in Section G of the RFQ. Question 37: Should the assessment include SEO analysis and recommendations? Answer 37: Yes, if helpful in meeting the objectives set forth in Section G of the RFQ. Question 38: Is there an established SLA already in place for the site? Answer 38: Yes, with our webhosting service. Question 39: Is Google Analytics (or something similar) currently being used to measure site activity? Answer 39: Yes. Question 40: Is Google Search console currently being used on the site? Answer 40: Yes. Question 41: May we submit hours to conduct assessment and then after completion of assessment deliver the number of hours to perform work based on agreed-upon enhancements? Answer 41: Please see Section H of the RFQ. Question 42: What is the current average number of hours spent for the on-going support and maintenance? Answer 42: Varies. Question 43: Will there be an RFP issued after this RFQ to further narrow final potential partners? 7

8 Answer 43: No. Please see Section F of the RFQ. Question 44: Can you provide rationale for why the site was built in Drupal? Answer 44: Drupal was recommended during the re-design of our website. Question 45: Would the TEL consider shifting the content management platform from Drupal? Answer 45: Not at this time. Question 46: Can you share more about the gated access retailer portal features, functionality and size? Answer 46: The retailer portal is not part of this RFQ. Question 47: Will access be granted to the back end of the site? Answer 47: Access to the back-end of the website will be provided to the responder awarded the contract. Question 48: What, if any, User Experience testing has been conducted on the site? Answer 48: No user experience testing has been conducted on our website. Question 49: Has the site been evaluated for Americans with Disabilities Act compliance? Answer 49: No. Question 50: What are the primary goals of the website? Answer 50: Please see the third paragraph of Section G of the RFQ. 8

9 Question 51: Who are the key target audiences for the site? Answer 51: Players of lottery games and potential lottery players who have attained the age of 18. Question 52: What platform is the site hosted on? Answer 52: Please see Section G of the RFQ. Question 53: We are a Certified Diversity Small Business enterprise; does that qualify us for minority status under the provisions of the RFQ? Answer 53: The Tennessee Education Lottery Implementation Law defines a "Minority-owned business" as a business where at least fifty-one percent (51%) of the assets or outstanding stock of which is owned, by an individual who personally manages and controls the daily operations of such business and who is impeded from normal entry into the economic mainstream because of: (a) past practices of discrimination based on race, religion, ethnic background, or sex; (b) a disability as defined in T.C.A ; or (c) past practices of racial discrimination against African- Americans. Question 54: Test account: Can we get a temporary admin-level login to your site (or a dev version of your site)? Answer 54: No. Question 55: Location: Is it acceptable to be working with an out-of-state vendor, and conducting communication via , phone and video conferencing? Answer 55: Yes, provided that the vendor is able to attend meetings from time to time at the headquarters offices of the TEL. Please bear in mind that the TEL will not pay travel, lodging or entertainment costs for a vendor to attend these meetings unless such information is included in the response and agreed to in any resulting contract. Question 56: Budget: Do you have a budget or budget range that has been identified for this project? Answer 56: No. 9

10 Question 57: Your Team: Who will be involved with this project on your team, and who will be the lead? Answer 57: The TEL s in-house IT and Marketing staff will lead this project. Question 58: Integrations: If possible, please describe all existing integrations with other sites or data sources for tnlottery.com (more complex than an iframe or embed code). Answer 58: THE TEL has a single API with its gaming systems vendor to access the winning numbers for Keno To Go and its Bulls-Eye add-on feature. Question 59: Agency: Is the agency who worked on the current site also bidding on the consulting? Or was the current site completed in-house? Answer 59: We do not know which firms will be submitting a proposal. The current website was not completed in-house. Question 60: Does TEL have a preference for the delivery model of the successful proposer? Specifically the use of waterfall versus agile practices. Answer 60: No. Question 61: Can TEL share where the web application is currently hosted? For example, is it self-hosted versus on Amazon Web Services or other cloud infrastructure. Answer 61: The TEL s website currently is hosted by Flexential. Question 62: In terms of the database that contains winning numbers and jackpot information, is it exclusive to supporting the Website? Or is that same database also supporting data requests for other portals such as the mobile applications? Answer 62: The winning numbers and jackpot information database is exclusive to the website. Question 63: Will the successful proposer need to co-manage / collaborate in the technology environment with any other development companies or internal TEL IT staff? If so, can TEL share the parties that will be involved? Answer 63: The current intent is for the successful proposer to work with internal IT staff only. 10

11 Question 64: Will the successful proposer need to completely manage the solution (software development, testing, infrastructure, hosting, monitoring, etc.) or are some of these responsibilities split among parties? Answer 64: The successful proposer will not need to completely manage the solution. Management will be split with internal IT staff. Question 65: Is it necessary or preferred that the successful proposer also have capabilities for UX Design and Graphic Design services? Or are those functions managed by other parties and, if so, can the parties be disclosed? Answer 65: The TEL prefers that the successful proposer also have capabilities for UX Design and Graphic Design services. Question 66: Would TEL consider alternative and cost-effective proposals that meet the objectives of TEL (e.g., mobile responsiveness, flexible CMS control, high capacity, security, etc.) but that may leverage different technologies (e.g., web server, database server, etc.) than the current production environment? Answer 66: No. Question 67: Where does TN Lottery currently host the Website? On-Premise or Cloud? If cloud, who is your current hosting provider? Answer 67: The TEL s website is currently hosted off-site by Flexential. Question 68: Is TN Lottery open to host the website on a Cloud hosting environment managed by a third party? Answer 68: The TEL would entertain recommendations to host its website in a Cloud hosting environment managed by a third party. Question 69: How many different Drupal content types are used on the Website? Answer 69: The TEL uses a number of different Drupal content types in its website. An exact number is not available at this time. 11

12 Question 70: How many content authors are active on the live site? How often is content updated? Answer 70: There are approximately 12 active content authors, some of which update information daily. Question 71: How many custom modules does the current site use? Answer 71: It is unclear what is meant by custom modules The TEL uses plug-ins and other standard Drupal modules. It did customize the Winning Numbers module, however. Question 72: Does TN Lottery have results of any performance test, in terms of page load times or otherwise, along with desired benchmark? Answer 72: Yes. Question 73: Section I, Section 3 of RFQ, asks for proposer s history working within our website production environment.is TN Lottery[ s] looking for a proposer who has supported TN Lottery s Website before? Answer 73: Prior support of the TEL website is not prerequisite to submitting a response to this RFQ. The TEL is looking for firms that have experience working within our production environment as detailed in Section G of the RFQ. Question 74: What is the allocated budget for this project? Answer 74: The budget has not been finalized and will be determined. Question 75: Are you looking for a fixed monthly capacity or run rate? Answer 75: No. Question 76: Please provide the number of page views per month? Answer 76: Total page views range from 3.5 million to 6.7 million per month. 12

13 Question 77: Is file storage required? If so, for how many total files? Answer 77: No. Question 78: What are the total number of content items (pages, blog posts, etc)? Answer 78: Please visit the website Question 79: Confirm bandwidth usage per month? Answer 79: Total bandwidth usage per month ranges from 2TB to 4TB. Question 80: Are you open to a new hosting provider? Answer 80: The TEL is not opposed to discussions concerning a new hosting provider. 13
