2 Former Naval Air Station (NAS) Agana Landfill Removal Action NAS Agana NAS Agana NAS Agana Landfill Site Location Map In 1983 the Naval Energy and Engineering Support Activity (NEESA) conducted an Initial Assessment Study (IAS) at naval facilities in Guam.
3 Former NAS Agana (Tiyan) Landfill Removal Action cont. The IAS identified the NAS Agana landfill as a source of potential environmental liability and recommended further investigation Landfill received military, construction, and household refuse before operation ceased in Buried and surficial refuse occupy a 27-acre area extending to 25 feet below ground surface (bgs)
4 Site Investigations (I) Drilling at the Landfill Four and six groundwater monitoring wells were installed in 1987 and 1992 respectively Soil and soil gas analyses were conducted in 1992 and 1993 Thirteen rounds of groundwater monitoring were conducted from 1993 through Groundwater is about 215 feet bgs. Chemicals of potential concern (COPCs) slightly above drinking water standards were identified
5 Site Investigations (II) Additional site investigations were conducted in 1998 and 1999 Excavated 20 trenches and 116 test pits Drilled 32 soil boreholes Installed 12 leachate wells and 12 landfill gas wells Analyzed soil, leachate and landfill gas samples Trenching at the Landfill
6 CERCLA Removal Action Process Flow Chart Per the Comprehensive Environmental Response Compensation and Liability Act (CERCLA) the Navy proposed a non-time critical removal action The removal action process includes 9 steps with public participation

11 Landfill Grading Plan Consolidate refuse from 27 acres into an 8-acre footprint Minimum 3% slope grade to promote drainage 2000 feet of drainage ditches lead to two storm water basins 1000 feet of vertical moisture barrier
12 Landfill Final Cover Systems Final cover system consists of A bottom geocomposite layer for gas venting A geosynthetic clay liner (GCL) as barrier A top geocomposite layer for drainage A 3-foot thick vegetative soil cover
