1 SPECIAL CONDITIONS Article I, Section A delete this paragraph in its entirety and replace it with the following language: Owner s representative to act on its behalf with respect to this Agreement shall be the Project Manager. Article II, Section A.9 delete the second sentence of this paragraph and replace it with the following language: The cost of reproduction and/or distribution of paper copies, as requested by Owner, shall be paid directly by Owner. However, Owner will not pay for the cost of reproduction of any materials for Architect or Architect s subconsultants use. Article II, Section A.16 delete the second sentence of this paragraph. Article II, Section A.17 delete this paragraph in its entirety and replace it with Not Used. Article II, Section A.18 delete this paragraph in its entirety and replace it with the following language: 18. The Architect will work with and assist the GC/CM in the development of the GC/CM s estimating efforts for the duration of the project. The Architect shall provide timely and reasonable design input to the GC/CM for estimating, so as to meet the needs of the Project and the Project Partners requirements for the review of the GC/CM s estimates. At the inception of the Project, the Project Partners shall mutually agree to a schedule for review of the GC/CM s Estimates, throughout the design process. If any GC/CM Estimate exceeds the established Construction Budget, the Architect and the GC/CM shall propose cost reductions to the Owner to bring the Project within Construction Budget. Any redesign necessary to bring the project within the established Construction Budget shall be the responsibility of the Architect, and at the Architect s sole cost. The Architect shall not proceed to the next phase of the work until the cost estimate has been reconciled with the Construction Budget and approved by the Owner. Article II, Section A Add the following new paragraphs: 22. The conceptual design and program described in the North Campus Housing University of Washington, Seattle, Pre-Design Report, April 2015 (hereinafter Predesign Report ) shall be the basis for defining the area and nature of the work. 23. Architect shall provide acoustical design and construction administration to assure the building systems, including architectural, mechanical, and electrical are designed to meet the acoustical requirements of the Project. An Acoustical Basis of Design will be developed during Schematic Design to established benchmark sound criteria for each type of space and for mechanical equipment. At the end of each of the Design Development and Construction Document phases, the Architect shall issue a statement confirming that the design meets the requirements established as the Acoustical basis of design. Architect shall conduct construction administration to review and take action, as appropriate, with regard to submittals, change orders, requests for information, and installation, to confirm acoustical related construction compliance. 24. Architect shall collaborate with Owner, to determine Leadership in Energy and Environmental Design (LEED) requirements. Architect shall provide design services and construction administration to support achievement of at least a LEED Silver Certification rating with a goal to achieve Gold Certification. The most current LEED version established by the U.S. Green Building Council s (USGBC) LEED program, and certified by the Green Building Certification Institute (GBCI) Reference documents, including LEED support tools and processes shall be used for this Project. The requirements established in the USGBC s applicable LEED Reference Guides, Minimum Program Requirements, Updates, Errata, Addendums, LEED Online processes, and documentation requirements to achieve LEED Project certification shall be made part of this Agreement by reference. 2 Owner shall be the Project contact with the USGBC/GBCI, and shall register the Project for LEED certification, and establish and provide access to the LEED Online management systems. Owner shall provide LEED processes and management systems training, assist in establishing timelines, communicate regarding assignments and documentation requirements, and provide pertinent information to Architect to document LEED prerequisites and credits. Owner shall review Architect s prepared design and construction documents at each phase and provide comments, review LEED Online uploaded documentation, submit the Project for LEED certification review, and coordinate review and appeal responses. Architect and its civil, landscape, structural, mechanical, and electrical subconsultants, shall include LEED Accredited Professional (LEED AP) personnel on the Project. Architect shall identity a Project LEED AP as its liaison with Owner for project coordination. Architect with Owner, shall conduct an eco-charrette to establish sustainability goals on the Project and develop a LEED Scorecard. Architect shall coordinate efforts with Owner and participate in a Project kick-off meeting and periodic meetings, which shall occur no less than monthly, to coordinate the design. Architect shall prepare and distribute LEED meeting agendas and minutes. Architect shall prepare specifications and drawings to incorporate requirements to support all LEED prerequisites and credits. Architect and its Subconsultants shall be responsible for preparing required documentation to support LEED design phase prerequisites and credits, and to provide data, documentation, plans, drawings and narratives, and upload such documentation to the LEED Online management system and complete LEED Letter Templates for their assigned points, no later than the end of Construction Documents. Architect shall conduct construction administration to review and take action, as appropriate, to confirm LEED related specification compliance for contractor prepared submittals, change orders, and requests for information. Architect shall meet monthly with Owner and Contractor to review LEED processes, documentation and compliance. Architect shall prepare and distribute agenda and meeting minutes. Architect and its Subconsultants shall respond, as necessary, to GBCI s requests for additional information regarding their assigned LEED points during LEED Project review and appeal processes. 25. Architect shall provide complete building envelope design, construction administration, and building leakage testing. The building envelope design subconsultant shall be familiar with the local climate and conditions. 26. Architect shall provide complete civil design and construction administration for the Project including road, sidewalks, curbs, and underground utility system improvements including water, sewer, gas, and steam to support this project and as defined by the Predesign Report and the Project limits as described in Attachment I. 27. Architect shall provide complete structural engineering design and construction administration of shoring systems for mass-excavation and landscape work. 28. Architect shall provide complete mechanical, electrical, plumbing design and construction administration for the Project including utility connections adjacent to the property. This will include improvements to the project area as defined by the Predesign Report and Attachment I. Mechanical and electrical subconsultants shall participate in the Mechanical Contractor/Construction Manager and Electrical Contractor/Construction Manager selection process. 29. Architect shall provide specialty lighting design and construction administration. Lighting design shall be appropriate for the type of spaces and consistent with the level of quality for this type of institutional residential facility. The design shall be integrated with rooms with audio/visual equipment as well as other specialty spaces as defined in the Predesign Report. The work includes exterior attached building lighting and lighting for landscaped areas. Page 2 of 5
3 30. Architect shall provide interior design and construction administration to support a level of design appropriate to the building and function of each room. The design shall include material and finish selection. This work does not include furniture design or furniture procurement. 31. Architect shall provide food service/café/food market design and construction administration to support the food market and other food service areas described in the Predesign Report. The design includes selection and specifications for fixed equipment for contractor procurement, of moveable or non-fixed floor equipment for Owner s purchase. The design also includes selection and specifications for fixed countertop equipment (nonfixed countertop equipment is excluded). 32. Architect shall produce daylighting studies to inform the design. Daylighting studies shall be integrated into the sustainability design, life cycle cost analysis, natural light penetration, and building envelope fenestrations. Architect shall meet with the Owner to review the findings of the study and recommendations. 33. Architect shall provide complete landscape design and construction administration to support the project and as defined by the Predesign Report Design shall include exterior soft and hardscapes, including irrigation design and a complete irrigation system within the project limits, frontage and right-of-ways. Design shall include necessary temporary irrigation and connection to existing systems to maintain service. Design shall include specification of standard University fixtures such as lighting, garbage cans, benches, bike racks, exterior bike storage facilities and shelters. 34. Architect and its civil, landscape, structural, mechanical, and electrical subconsultants shall collaborate and participate in bi-weekly meetings with the GC/CM and GC/CM s subcontractors for preparation of coordinated shop/working drawings using Building Information Modeling (BIM) systems. As approved by Owner, Architect shall revise its design to reflect the coordination with the BIM systems. 35. Architect and all of its subconsultants shall complete their design and construction documents in a BIM system that may be integrated into the GC/CM s BIM system for design coordination and take-off for estimating purposes. Work shall include all building and site systems, including landscape, civil, utilities, and foundations. 36. Architect shall provide life-cycle cost analysis and energy and envelope modeling as necessary to support application for LEED, building permit, and Seattle City Light energy rebate requirements. This work includes preparation of applications and assistance with execution of contracts for rebates offered by Seattle City Light and Seattle Public Utilities. 37. Architect shall coordinate commissioning specifications with Owner s test engineer and/or commissioning agent and support the commissioning services during the construction phase with the University s commissioning agent, HVAC test and balancing firm, and GC/CM. 38. Architect shall present the Project with renderings and models, as necessary, to adequately describe the Project, on a periodic basis during the design phase to the University Landscape Advisory Committee and University of Washington Architectural Commission. The presentation level of the renderings and models shall be at a level commensurate with the expectations of the Committee and Commission. 39. Architect s project principal, project manager, and construction administrator shall attend monthly Disputes Review Board meetings during the construction phase. 40. Architect s project principal, project manager, and construction administrator shall attend monthly Owner, Contractor, Architect meetings to review project status and issues. Page 3 of 5
4 41. Architect shall provide additive bid alternates totaling 3% (three percent) of the Construction Budget, so that when the additive bid alternates are added to the Project cost estimate, they do not cause the cost estimate to exceed the Construction Budget. Alternates shall be mutually agreed upon with the Owner by the end of the Design Development phase. 42. Architect shall provide complete life safety and ADA code analysis, design, and construction administration. 43. Architect and its subconsultants shall develop building energy model(s) and submit as required for LEED and energy/building code permits. 44. Architect shall perform Life Cycle Cost Analysis in conformance with RCW and 39.35B. 45. Architect shall provide Audio/Visual design and construction administration as described in the Predesign Report and commensurate with a level appropriate for the intended function of each room. The design shall be intended for GC/CM procurement and installation of an integrated system. The design shall include selection of the components and infrastructure design to support an integrated system. 46. Architect shall provide graphic and way-finding design and construction administration. The way-finding shall be an integrated design with the code-required signage at a level of design appropriate to the facility. The design shall include way-finding signage that includes building floor graphics and listing of major occupants on each floor in multiple locations; directional way-finding signage for major public spaces; and enlarged signage at each of the major building common areas. Signage shall consider inclusion of additional room information, such as messaging or instructional information 47. Architect shall provide door access control system design and construction administration of the University s Campus Automated Access Management System (CAAMS) for exterior doors. Architect shall employ the University s vendor (RFI) for this work. 48. Architect shall provide Fire Alarm system design and construction administration. Architect shall employ the University s vendor (Simplex) for this work. 49. Architect shall provide complete vertical transportation design and construction administration. Article II, Section B.2, Section C.2, and Section D.5 (a) delete the paragraphs in their entirety and replace with the following language: The Architect will work with and assist the GC/CM in the development of the GC/CM s estimating efforts for the duration of the Project. Early Start Fee Authorization (ESFA) may be used during the course of this Agreement. ESFA s are intended to allow the consultant to start work immediately on Additional Services that are being negotiated. An ESFA will be followed with an Additional Service Authorizations.
