6 The Commitment Continues Bob Williams Associate Commissioner Office of Employment Support Programs Social Security Administration The Ticket to Work and Self Sufficiency program was created in 1999 to provide Social Security disability beneficiaries the choices, opportunities and supports needed to become and stay employed, increase their earnings and eventually leave and remain off benefits by being fully self supporting, whenever possible - December 6,
7 Legislation Statutory Authority The Ticket to Work and Work Incentives and Improvement Act, signed into law in 1999 by President William Jefferson Clinton Purpose Provide health care and employment preparation and placement services Encourage states to enable beneficiaries to purchase necessary Medicaid coverage Provide Medicare coverage while employed Establish the Ticket to Work and Self-Sufficiency Program 7
8 What is the Ticket to Work Program? What? An employment program administered by SSA Who? Beneficiaries with disabilities, ages 18 through 64, receiving Social Security Disability Insurance (SSDI) and/or Supplemental Security Income (SSI) cash benefits
9 Ticket to Work Program How? Service Providers called Employment Networks or ENs provide employment supports and services to Ticket Holders Participation Voluntary (for beneficiary) Beneficiary advantages

HVRP To provide services to assist in reintegrating homeless Veterans into meaningful employment within the labor force TICKET To provide services to assist individuals on disability benefits to enter into meaningful employment in order for them to become more self-sufficient
15 Why is the Ticket Program a Good Fit for Homeless Veterans? Homeless Veterans ineligible for VA benefits often seek Social Security benefits Protection under the Ticket program Potential for more income
16 Does this compete with other sources of funding? Braided Funding Supplement Ticket funding to support other programs (e.g., HVRP, MIG) ENs implement Ticket into existing programs
17 ENs Have Payment Choices When signing the agreement with SSA, an EN chooses between payment options Outcome Only Payment Option Milestone-Outcome Payment Option HVRP Grantees as ENs Successful in TTWP HVRP ENs have averaged $62,000 in payments from date of award

19 What is Partnership Plus? Partnership Plus is a service delivery option, whereby the State VR agency and an EN can successfully serve the same beneficiary under the same Ticket! Sequential, not concurrent VR first has the case After closure ENs can secure the Ticket assignment The same service provider may function as a VR vendor while the VR case is open and an EN after the case is closed 19

24 SSA RFQ Qualification Requirements for Employment Networks Offeror must have 2 years of experience providing employment services for people with disabilities Offeror must submit with their proposal at least one of the following: Proof of grant funding (HVRP grant) to provide employment related services Evidence of contract or vendor agreement with state VR contract or federal agency Evidence of certification or accreditation from national rehabilitation and employment services accrediting bodies (example: CARF) A copy of the license or certification as required by State law to provide employment services All qualifications must be current 24
25 RFQ (cont.) Offeror must provide at a minimum these three core services: career counseling, job placement and ongoing employment supports. Offeror must provide a business plan that describes the services leading to employment. The full application is available at 25
