1 On-line transmission of DEPB/EPCG/DES Licenses In pursuance of CBEC s Circular No. 11/2007 dated 13 th February 2007 and Circular No. 3/2009 dated 20 th January 2009 issued from F. No. 605/210/2005-DBK and F. No. 605/70/2008-DBK respectively, a procedure for online transmission of Shipping Bills and Licenses/Authorizations issued under Duty Entitlement Pass book Scheme (DEPB), Duty Exemption Scheme (DES) and Export Promotion Capital Goods Scheme (EPCG) from DGFT to Customs and vice versa through an Electronic Message Exchange System has been operationalized at all EDI Ports/ICES locations (except at ICD Dadri and four adjacent ICDs). 2. Under this procedure all DEPB licenses issued on the basis of Shipping Bills filed on or after 01 st October 2005 are being transmitted online by DGFT. Similarly file numbers in case of DES licenses, DES licenses (except those issued under Scheme Code 17) and EPCG licenses issued on or after 1 st March 2009 are being transmitted online by DGFT. Customs is also transmitting all finally assessed Shipping Bills for which EGM has already been filed, to DGFT. Transmission of Bill of Entries filed under DES and EPCG schemes by Customs to DGFT would also start in due course. The data transmission between Customs and DGFT takes place, in agreed message exchange formats, on daily basis. 3. A separate document about procedure relating to transmission of Shipping Bills to DGFT is available in this website i.e. Guidelines Transmission of SBs to DGFT. 4. As mentioned earlier, DEPB licenses based on Shipping Bills issued on or after 01 st October 2005 are transmitted online by DGFT. Such DEPB licenses are available online at respective port of registration and these are registered online. Manual registration of these licenses is not permitted. DEPB licenses based on older SBs i.e. SBs prior to 01 st October 2005, however, are registered manually at the respective port of registration. 5. All file nos. issued by DGFT under DES, licenses issued under DES (except those issued under Scheme Code 17) and EPCG schemes issued on or after 01 st March 2009 are transmitted online by DGFT. Since exports under DES and EPCG licenses can be made from any port, DGFT is transmitting these licenses for all ports including licenses issued for non EDI ports. Such file nos. messages / licenses are available online at all ports, for exports, and at respective port of registration, for import purposes. These are registered online and manual registration of these licenses is not permitted. Manual registration of DES / EPCG licenses issued upto 28 th February 2009 and DES licenses issued under Scheme Code 17 is still permitted at the respective port of registration for imports and at all ports for exports. 6. The file no. messages and DEPB / DES / EPCG licenses are being transmitted online by DGFT on daily basis. Such licenses are subjected to

2 agreed online validation checks and acknowledgements are sent by Customs to DGFT. 7. The successfully validated licenses are updated in the ICEGATE system and these are made available at all ICES locations for exports and at respective port of registration for import purposes. It may be noted that only successfully validated and accepted licenses are displayed at ICEGATE and only these licenses would be available for use at the respective ICES locations. License holders are expected to approach the proper officer at the respective port of registration for submission of BG and bond. No further formality, however, is to be completed and exports can be started immediately. 8. The licenses which do not pass online validation checks are rejected and acknowledgment with pre-agreed error codes is sent by Customs to DGFT. A list of the description of error codes is available at the end of this document. These licenses will neither be displayed at ICEGATE nor would they be available at the concerned ICES location. The user may note the following :- Error Resolution Licenses which are rejected during online verification process, needs to be re-transmitted by DGFT for verification process. In all cases of rejection except rejection with error code 93, the exporter may contact DGFT for resolving the errors and re-transmission of license data. In case of rejection with error code 93 (DEPB licenses), ICEGATE team calls for the missing data from the respective port of export. Once the missing SB data is received, DGFT is requested by ICEGATE team for retransmission of license data. There may be cases where License data is available in ICEGATE website but is not reflecting at ICES locations. User may contact the EDI team at respective ICES location for resolving such cases. 9. The status of transmission of licenses to Customs by DGFT and the acknowledgement received by DGFT from Customs can be seen at DGFT s website License status at DGFT. Users are required to enter their IE code and the license no. for the purpose. 10. The status of successfully updated licenses can be viewed in the ICEGATE website Services Licenses received from DGFT. Users are required to enter their IE code and select the port of registration for the purpose. 11.
