Deliverables: Research reports, guidance documents, status reports, arranges Nordic PSA Conference / Castle Meeting every 2 years Impact: Harmonisation of PSA approaches in areas where guidance documents have been developed. In Sweden, the co ordination contributes to authority acceptance.
6 VGB PSA Group (mainly Germany) Members: VGB members from DE, CH, BE and NL Co operation partners: NPSAG Aims: ZEDB component failure database, German CCF database, co ordination of R&D projects, information exchange, harmonization of approaches, follow up of state of the art internationally Mandate: Voluntary Deliverables: Databases, common statements Impact: Harmonisation of PSA approaches. Database standardisation.
7 IAEA (Nuclear Safety and Security) Members:151 member states (Nov 2010) Co operation partners: OECD/NEA, WENRA, etc. Aims: Enhance global nuclear safety framework; development of up to date set of safety standards, and assistance in their applications; assist Member States to develop appropriate safety infrastructures; enable Member States to build foundation for strong safety infrastructure. Mandate: Voluntary Deliverables: Safety Standards, Guidelines, etc., training, reviews (IPSART), etc. Impact: Harmonisation and development of consensus views and guidelines. ns.iaea.org/default.asp
8 NKS Nordic Nucelar Safety Research Members: The five Nordic countries (Denmark, Finland, Iceland, Norway and Sweden) Co operation partners: No formal co operation, but NKS follows activities administered by EU or OECD/NEA, as well as new ICRP recommendations and IAEA Basic Safety Standards. Aims: Platform for Nordic cooperation and competence in nuclear safety and related radiation protection issues including emergency preparedness and protection of the environment. Mandate: Voluntary (specified by the members in NKS steering committee. ) Deliverables: Research reports, seminars. Impact: Harmonisation, R&D platform for exchange of knowledge and positions between utilities and regulators based on facts from research
9 ESRA European Safety and Reliability Association (ESREL Conference) Members: A large number of mainly Universities and TSO:s Co operation partners: Joint conferences with PSAM Aims: Advancement and application of safety and reliability technology in all areas of human endeavour, cooperation and mutual exchange of information, promote and harmonise relevant education, promote and sponsor conferences, specialist seminars and workshops. Mandate: Voluntary Deliverables: Publications including a newsletter, monographs, proceedings of conferences and related technical publications Impact: Harmonisation, networking, information exchange
10 IAPSAM International Association for Probabilistic Safety Assessment and Management (PSAM Conference) Members: N/A Co operation partners: ESRA Aims: Promote rational decision making to assure safety and reliability and to optimize the use of resources for complex systems; provide a public forum for information exchanges covering both theory and applications. Mandate: Voluntary Deliverables: International Conferences on Probabilistic Safety Assessment and Management (PSAM) Impact: Networking; information exchange

12 OECD/NEA Working Group RISK and Data projects (ICDE, FIRE, OPDE) Members: NEA member countries, mostly (but not only) authority and TSO representatives Aims: to advance the understanding and utilisation of PSA in ensuring the continued safety of nuclear installations in member countries Mandate: report to the OECD/NEA/CSNI and assist that committee with its work a forum for exchange of information collaborate with or assist other OECD/NEA working groups Deliverables: reports, reviews, workshops, guidelines Impact: Over the past twenty years, the NEA PWG5 and now WGRISK have looked at the technology and methods used for identifying contributors to risk and assessing their importance. Work during much of this period was concentrated on Level 1 PSA methodology. 13 Multinational Design Evaluation Programme (MDEP) Members: regulators from Canada, China, Finland, France, Japan, Korea, Russia, South Africa, UK, and USA. Aims: Multinational convergence of codes, standards and safety goals Implementation of MDEP products to facilitate licensing of new reactors Mandate: increase knowledge transfer Move towards harmonisation Each national regulator will retain its sovereign authority in licensing and regulatory decisions PSA is one of the working groups Deliverables: reports, common position, meetings, conferences Impact: harmonisation of regulatory practices and co operating on safety reviews of specific reactor design nea.org/mdep/

Aims: Sponsor research programs to increase European competiveness and to support integration and harmonisation between European countries Mandate: Steered by the commission and by CCE fission meeting (representatives from regulators) Deliverables: Research reports available to all European stakeholders Impact: Integration of organisations and knowledge in Europe, Give knowledge platforms for national programs and standards and regulations
21 NULIFE Members: All European stakeholders could join as a member (research organisations, utilities, consultants, regulators, vendors) Co operation partners: ETSON, CENELEC, (ENSREG) Aims: Perform research programs to support the members needs. Reduce cost for research programs by sharing costs. Support harmonisation between European member countries by supporting development of best practises and standards. Mandate: Specifies by Stakeholders in governing board meetings steered by the members needs and funding resources Deliverables: State of the art report to all members and research report to the funding members Impact: Integrate research programs, reduces costs, Give knowledge platforms for national programs and standards and regulations

European harmonisation in PSA methodologies and risk informed regulation How do you see the present situation in Europe (catastrophic, unsatisfactorily in some issues, well in progress, ideal, )? Is it desirable to aim at harmonisation? Is it realistic to aim at harmonisation? Which actions are needed to achieve better harmonisation? Can any of the present networks provide a forum for harmonisation? Do we need to develop/support common report /databases that we all refer to in regulatory actions? Do we need peer review processes in Europe to secure consistency and quality?
