2 2 IBM Smarter Cities Public Safety Emergency Management The first obligation of a city is to protect its citizens and its critical infrastructure. But maintaining public safety involves a number of very complex tasks. In addition to implementing effective law enforcement, cities must be well prepared for a wide range of sudden and potentially large-scale emergencies. From hurricanes and earthquakes to fires and acts of terrorism, these emergencies threaten to endanger lives, damage critical infrastructures, destroy property and interrupt essential public services. Cities require solutions that address each of the four key phases in emergency management: Mitigation Implementing strategies that prevent hazards from turning into disasters Planning and preparedness Developing action plans to cope with disasters when they occur Response Coordinating and collaborating the efforts of emergency services and first responders when crises strike Recovery Restoring order and returning to a normal state in the wake of disasters Effective information management is vital. Cities need ways to collect information from disparate sources; deliver it in real time to key stakeholders, emergency management decision makers and first responders; and analyze information to improve future preparedness. Progressing toward Smarter Public Safety For many cities, achieving IBM Smarter Public Safety and Emergency Management will be a multiphased process. By gradually incorporating new competencies, cities can increase the value of information in addressing crises (see Figure 1). Cities must establish access to relevant information from diverse sources and providers. They require integrated information and a trusted common operational picture that can improve situational awareness and facilitate coordinated responses. Cities require accelerated tactical responses and streamlined information access for the front line of emergency teams. Implementing analytics assists cities in identifying factors in successful outcomes and developing preventive tactics. By optimizing responses and enhancing collaboration strategies, cities achieve unified threat assessments and effective responses.
4 4 IBM Smarter Cities Public Safety Emergency Management Rio gets ready: From landslides to Carnival Rio de Janeiro, Brazil s second-largest city, needed better ways to respond to landslides, floods and other disasters that could threaten its six million residents. At the same time, it wanted to prevent problems and ensure the safety of citizens during public events, from Carnival festivities to events associated with the upcoming 2016 Olympics. Working with IBM, Rio implemented a new operations center for the city. This centralized, citywide system, which integrates data from 30 agencies, enables personnel to analyze weather, energy, building, transportation and water data in real time. The solution draws on information collected from multiple sensors, such as traffic surveillance and rain meters, and provides near-real-time situational awareness in a single view. Enhanced communications capabilities enable city officials to share information across agencies and synchronize response efforts. Now the city can marshal its resources within hours, instead of days, to warn the public and provide a targeted emergency response to help save lives. IBM Smarter Cities Emergency Management IBM Smarter Cities Emergency Management solutions assist cities in addressing the needs for mitigation, planning and preparedness, response and recovery while enabling them to progress along the path to Smarter Public Safety and Emergency Management. Emergency Management Operations Center Preparing for and responding to emergencies requires the integration of information from numerous disparate systems, ranging from weather tracking systems to resource allocation systems. Cities require ways to bring together that critical information and present it to the appropriate personnel in a single, integrated view of events. Solutions must facilitate efficient collaboration among agencies and first responders. The IBM Intelligent Operations Center for Emergency Management integrates data visualization, event tracking, resource tracking, real-time collaboration and deep analytics capabilities into a single, comprehensive solution that assists cities in preparing for and responding to a full range of emergency situations. Intelligent response functionality correlates events, cross-references resource constraints and adaptively modifies workflows for the most optimum response. Correlation rules can automatically investigate numerous simultaneous events to gain additional insight into issues and provide advanced situational awareness. Multiple city agencies can access a single, up-to-date source of the truth with a full range of capabilities from a central command location. Dashboard functionality gives decision makers a real-time, unified view of operations so personnel can see who is needed and what resources are available. Cities can rapidly share information across agency lines to accelerate problem response and improve coordination of efforts. Because small problems can sometimes escalate into large-scale crises, the solution is designed to scale up rapidly. With visibility into key performance indicators (KPIs) and trends, the solution also assists in fine-tuning current resource usage and supporting forwardlooking planning activities.
5 IBM Industry Solutions 5 Video Surveillance and Analytics Cities are increasingly installing video surveillance in strategic locations to provide the visual information that law enforcement and emergency management personnel require for enhancing preparedness and rapidly responding to incidents. For example, video feeds enable cities to monitor storm preparation by enabling decision makers to see how rising waves are affecting ships in a harbor, whether people are leaving beaches and whether evacuation routes are ready for thousands of people. As the number of surveillance cameras increases, however, relying on humans alone to view and analyze the information captured will be inefficient and ineffective. Cities require ways to increase the value of surveillance content by using new technologies to analyze information, identify threats and provide real-time alerts to the right personnel. The IBM Video Correlation and Analysis Suite (VCAS) provides a comprehensive solution for capturing, analyzing and searching large volumes of video content from across a city. To help identify and quickly respond to potential problems, VCAS enables efficient real-time video analysis and produces real-time alerts. Video information can be processed and analyzed without human intervention, enabling cities to cost-effectively monitor numerous locations around the clock. To bolster emergency preparedness, surveillance analytics capabilities can convert field-of-view data into a common format that can be analyzed along with a range of other data. Enhanced forensic capabilities allow unique indexing and attribute-based searching of previous video events. Operators can rapidly search millions of archived records, view summaries and identify patterns to improve emergency preparedness and planning.
