National Fire Protection Association 1 Batterymarch Park, Quincy, MA Phone: Fax: MEMORANDUM TO: FROM: NEC Correlating Committee Colleen Kelly, Administrator Technical Projects DATE: April 29, 2015 SUBJ: NFPA 111 Proposed TIA No FINAL CC BALLOT RESULTS According to 5.4 in the NFPA Regs, the final results show this TIA HAS NOT achieved the ¾ majority vote needed on both Question 1 (Correlation Issues) and Question 2 (Emergency Nature). 12 Eligible to Vote 0 Not Returned Correlation Issues: Emergency Nature: 0 Abstentions 0 Abstentions 12 Agree (Holub, Johnston w/comment) 2 Agree 0 Disagree 10 Disagree ( Ayer, Brunssen, Bunker, Jr., Hickman, Holub, Johnston, Kovacik, LaBrake, Jr., Manche, Owen) There are two criteria necessary to pass ballot [(1) affirmative 3 /4 vote and (2) simple majority] with both questions needing to pass ballot in order to recommend that the Standards Council issues this TIA. (1) The number of affirmative votes needed is 9. (12 eligible to vote - 0 not returned - 0 abstentions = = 9) (2) In all cases, an affirmative vote of at least a simple majority of the total membership eligible to vote is required. This is the calculation for simple majority: [12 eligible 2 = = 7] Final ballot comments are attached for your review. Ballots received from alternate members are not included, unless the ballot from the principal member was not received. Attachments
X AGREE DISAGREE* ABSTAIN* AGREE X DISAGREE* ABSTAIN* The proposed TIA does not meet any of the criteria of Section 5.4 of the Regulations Governing the Development of NFPA Standards to be considered of an emergency nature. 5 x AGREE DISAGREE* ABSTAIN* AGREE x DISAGREE* ABSTAIN* I would have to agree with the comments made in Mr. Manche s ballot as well as others. The criteria for an emergency in the regulations governing committee projects have not been met. Larry Ayer Date Please return the ballot on or before Thursday, March 26, 2015 PLEASE RETURN TO: Colleen Kelly, Project Administrator NFPA 1 Batterymarch Park Quincy, MA FAX: (617) ckelly@nfpa.org
X AGREE DISAGREE* ABSTAIN* AGREE X DISAGREE* ABSTAIN* I agree with the substantiation provided by Alan Manche in his negative ballot on emergency nature. John R. Kovacik March 25, 2015 Date Please return the ballot on or before Thursday, March 26, 2015 PLEASE RETURN TO: Colleen Kelly, Project Administrator NFPA 1 Batterymarch Park Quincy, MA FAX: (617) ckelly@nfpa.org
X AGREE DISAGREE* ABSTAIN* AGREE X DISAGREE* ABSTAIN* I agree with the TC members comments who disagree that this TIA is of an emergency nature. Neil F. LaBrake, Jr. - CC Principal, EEI rep. 25 March 2015 Date Please return the ballot on or before Thursday, March 26, 2015 PLEASE RETURN TO: Colleen Kelly, Project Administrator NFPA 1 Batterymarch Park Quincy, MA FAX: (617) ckelly@nfpa.org
XX AGREE DISAGREE* ABSTAIN* AGREE XX DISAGREE* ABSTAIN* The TIA does not constitute an emergency nature. The Technical Committee considered all material provided which was based on a harmonization effort. There has been no supporting discussion that this TIA will lessen a recognized hazard created by this harmonization effort. Alan Manche March 26, 2015 Date Please return the ballot on or before Thursday, March 26, 2015 PLEASE RETURN TO: Colleen Kelly, Project Administrator NFPA 1 Batterymarch Park Quincy, MA FAX: (617) ckelly@nfpa.org
X AGREE DISAGREE* ABSTAIN* AGREE X DISAGREE* ABSTAIN* I agree with Mr Manche (among others) that this does not qualify as an emergency since it Does not appear to meet any of the criteria in Section 5.4 Richard P. Owen March 22, 2015 Date Please return the ballot on or before Thursday, March 26, 2015 PLEASE RETURN TO: Colleen Kelly, Project Administrator NFPA 1 Batterymarch Park Quincy, MA FAX: (617) ckelly@nfpa.org

X AGREE DISAGREE* ABSTAIN* There does not appear to be a correlation issue because it seems beyond scope to have to correlate with IEC standards. Section 5.2(b) provides that The document contains a conflict within the document or with another NFPA document. IEC is not an NFPA standard. While it is good to harmonize where possible with international standards it is not a requirement and appears to be beyond the scope of the TC and the CC. AGREE X DISAGREE* ABSTAIN* Section 5.2(b) provides that The document contains a conflict within the document or with another NFPA document. IEC is not an NFPA standard. Therefore it should not qualify as emergency in nature. This appears to be more appropriately handled as a proposed change (public input) to NFPA 111. Michael J. Johnston Date: March 24, 2015
