1 CITY OF WATERTOWN POSITION DESCRIPTION This job description has been prepared to assist in the evaluation of various classes of responsibilities, skills, and working conditions. It indicates the kinds of tasks and levels of work difficulty generally required of positions given this job. The principle duties and responsibilities enumerated are all essential functions except for supplemental duties and responsibilities. Supplemental duties are described beginning with the word "May." This job description is not intended to limit or modify the right of any supervisor to assign, direct and control the work of employees. Nothing contained herein is intended or shall be construed to create or constitute a contract of employment between any employee or group of employees and the City. The City retains and reserves any and all rights to change, modify, amend, add to, or delete from any section of this description as it deems, in its judgment, to be proper. DATE: June 20, 1995 Revised: June 23, 2009 Title: Dispatcher Department: Police FLSA Status: Non-exempt General Summary: Dispatches police and fire personnel for emergency and non-emergency calls through the use of radio dispatch equipment and performs clerical work. Reporting Relationships: Work is performed under general direction of the Communications Supervisor in accordance with established police department policies and procedures. Work involves independent judgment and initiative. Decisions are made within the established policies and procedures of the police department but may be subject to checks through internal controls and by observation of results obtained. Specific Accountabilities: 1. Receives, relays, and transmits routine and emergency calls to police, fire and other public safety agencies, and for mutual aid requests. 2. Dispatch appropriate apparatus and personnel for all routine and emergency calls. 3. Monitors police and fire 911 calls as required. 4. Initiates call-back system of personnel as required. 5. Maintains a log of radio transmissions, telephone calls and other pertinent information and facts and prepares required reports. 6. Maintains incident reports of complaints. 7. Obtains license registration and criminal records. 8. Maintains dispatch center office. 9. Performs other related work as assigned. 10. Data entry into the department s Computer Aided Dispatch (CAD) and records systems. 11. Encourage and provided quality service to department customers, both internal and external, through courteous, complete, and punctual attention to their needs. 12. Assist the public regarding inquiries on matters related to the department. 13. Act as department liaison to other law enforcement agencies, city officials, department employees and programs, and the general public.

2 Required Knowledge, Skills and Abilities: Graduation from High School (or HSED equivalent), typing ability, and have or the ability to obtain, certification in emergency dispatch techniques as approved by the state and an equivalent combination of education, experience and training which provides the following knowledge, skills, and abilities: - Skill in carrying out orders with precision and speed. - Ability to make accurate decisions quickly. - Ability to learn and apply public safety regulations and procedures. - Ability to operate sending-receiving radio console. - Ability to speak clearly and concisely and without panic. - Ability to deal with the public in a courteous and tactful manner. - Ability to remain in control in emergency situations. - Ability to work independently, when required. - Ability to multi-task, when required. - Knowledge of office practice and procedure. - Knowledge of arithmetic computations.

Applicants shall complete and submit the Department of Justice LE-330 form titled: Application for Employment as a 911 Dispatcher/Telecommunicator to the Watertown Police Department. An Application for Employment can be located with this packet, downloading it off the Watertown Police Department s website located at ( or from the City of Watertown s website ( Completion of the Affirmative Action Efforts form is optional. Falsification, omissions, or misrepresentations of any information on the application or announced to the interviewer is grounds for rejection of that applicant or termination of employment. All questions on the application must be answered. Incomplete or illegible applications may not be considered. If the space provided is insufficient for complete answers or you wish to furnish additional information, please attach additional pages. Completion of the Affirmative Action Efforts form is optional. Include the mailing address of all the educational institutions you have attended. Answer questions A, B and C which are located in Section 6 of the Application for Employment form. 2. Indicated what date you intend to take the Written Test on. Preference will be given to applicants with prior telecommunication experience and/or post high school education. January 16 or 17, 2015 Selected applications will be invited to take the Wisconsin Personnel Partners (Telecommunications Operator Test). The Written Test will be administered in the basement (Community/Police Training Room 0008B) of City Hall. City Hall is located at 106 Jones Street Watertown, WI The written test is 4 hours long (average time to complete 2 hours) with 136 questions. You will be required to present a photo identification card prior to participating in the written test. February 2 and 3, 2015 The top applicants who have ranked the highest from the Written Test will be invited to participate in an Oral Interview with members of the Police and Fire Commission and employees of the Watertown Police and Fire Departments. February 2 (Week of), 2015 Top applicants will be interviewed by the Chief of Police February 9 (Week of), 2015 A typing test may be administered for suitable applicants. February 16, (Week of), 2015 A background investigation will be started on successful applicant(s). February 2015 March 2014 Conditional Offer of Employment followed by a psychological, physical and drug screen. Roets, Chief of Police 911 Dispatcher/Telecommunicator The Watertown Police Department is accepting applications to fill Full-Time and Part- Time 911 Dispatcher/Telecommunicator openings and to establish an eligibility list. SALARY AND BENEFITS: Starting pay is $20.65 per hour, plus a generous benefit package. Benefit package includes Health and Dental insurance, paid holidays, paid vacation, sick leave, and Wisconsin Retirement Fund. QUALIFICATIONS: Must be a U. S. Citizen, at least 21 years of age and possess a valid Wisconsin driver's license. Applicant must be a High School graduate or HSED equivalent - Associate s Degree or higher level preferred; Ability to keyboard type at a high competency level; have or the ability to obtain, certification in emergency dispatch techniques as approved by the state and an equivalent combination of education, experience and training which provides the ability to: make accurate decisions quickly, learn and apply public safety regulations, operate sending-receiving radio console, speak clearly and concisely and without panic, deal with the public in a courteous and tactful manner, remain in control in emergency situations, work independently, multitask, complete arithmetic computations, carry out orders with precision and speed, and have knowledge of office practice and procedures.
