2 The programme with a duration of 3 years ( ) Is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) Is a common programme between SWG and GIZ aiming to build capacities for rural development, sustainable forest and water resource management Targets 6 countries/territories in South-East-Europe: Albania, Bosnia and Herzegovina, Kosovo*, Macedonia, Montenegro and Serbia Works on regional, national and local level in the Area Based Development (ABD) cross-border regions Lead executing agencies (political partner) are the Ministries of Agriculture, through their membership in the SWG Guiding principle: Implementation in partnership and through regional structures of SWG Seite 3 The objectives of the SWG-GIZ LEIWW Programme The regional capacities for sustainable water resources and forest management within the scope of rural economic development are improved Output A Output B Output C Intersectoral coordination and planning processes at the interface of rural development, agriculture, environment, forest and water are improved on national and regional level. The preconditions for evidence-based and EU-compliant policy design regarding environmental objectives in rural development and agriculture are created. Models for the sustainable use of natural resources are demonstrated in crossborder pilot regions. 3 Activities within the LEIWW programme Output A: Inter-sector coordination process SWG RRD input to the design and implementation of the SEE 2020 Strategy Design of national and regional coordination and planning processes Examples for coordination processes and dialogue platforms (national, regional) for intersectoral planning Development of SWG RRD positions for regional Nexus Dialogues Output B: Policy and gap assessment, policy development and recommendations Development of evidence-based policy papers to address the current situation and to provide policy recommendations in respect to rural development and natural resource management in compliance with the EU policies; Conducting a study and provide policy recommendations on characterization and mapping of areas with natural constrains in the SEE countries, compatible with the EU methodology and standards. Output C: Pilot measures income generation from sust. use of nat. resources Implementation of pilot actions financed through the established Area Based Development Grant Scheme in 4 selected cross border rural areas in the SEE countries to support rural development and natural resource management; Implementation of People-to- People actions in SEE countries. Output D (cross-cutting activities): Organization of SWG Assembly Sessions; Organization of SWG Agricultural Policy Forums; Organization of ministerial meetings of the Ministries of Agriculture; Organization and support of technical discussions, academic, expert meetings and networking activities on agriculture, natural resource management and rural development within the SWG framework; Support to rural stakeholders in SEE countries through direct meetings, regional trade fairs and events to preserve cultural heritage, the environment and the traditions. Seite 5 Characterization and mapping of areas with natural constrains in the SEE countries The main outcomes of the assignment are: Ø developed methodological and guidance materials on characterisation and mapping of the ANC; Ø study on characterization and mapping of areas with natural constrains in the SEE countries; Ø policy assessment and policy recommendations compatible with the EU methodology and standards, Ø evaluation of the data availability; Ø provision of institutional setup; Ø assessment of the implications on regional and national level. 4 Methodological Institutional and local National Regional (aligned with the EU methodology) Seite 7 Main working packages under the topic of ANC (1) Development of the methodological for execution of the assignment (initial assessments of the national data, policy frameworks, institutional setup, SIP, cooperation and coordination activities) Developing the regional methodology for the identification and delineation of the ANCs in the participating countries in line with the EU methodology General coordination and discussing the methodology with other experts nominated by the SWG and maintenance of a close cooperation with all participating countries Development of Guidance materials/manuals on characterization and mapping of the ANC in SEE countries data standardization and harmonization with the EU standards, on national and regional level Seite 8 Water Resources Management in Southeast Europe 4

5 Main working packages under the topic of ANC (2) Development of a methodological frame for the development of the country specific es in designation and delineation of ANC (support to the definition of the nat. methodologies, data collection and manag., training, data gap assessment, policy reccom., institutional setup) Establishment of links with the EEA and the EIONET to facilitate the establishment of the national institutional setup for continuous access to their databases (soil, climate, geomorphology, water, biodiversity, forest and natural areas, and other relevant data) Assisting the SWG in any other related issues to the LEIWW ANC project Collaboration with JRC and the country teams concerning the development of strategies for addressing the economic and environmental needs of the regions defined as ANC Development of final report and presentation of summary of outcomes at the Ministerial Meeting and the Agricultural Policy Forum in 2016, in close cooperation with the national experts Seite 9 Als bundeseigenes Unternehmen unterstützt die GIZ die Bundesregierung bei der Erreichung ihrer Ziele auf dem Gebiet der internationalen Zusammenarbeit für eine nachhaltige Entwicklung.
