Greenfield Avenue West Allis, WI Subject: Proposal for an Indoor Air Quality Survey W Lincoln Ave West Allis, Wisconsin (AECOM Proposal OPP ) Dear Mike, AECOM Technical Services (AECOM) is pleased to submit this proposal to the City of West Allis (West Allis) to complete an indoor air quality (IAQ) survey in the (WAPD) building located at W Lincoln Ave, West Allis, Wisconsin. GENERAL: Based upon information provided by WAPD representatives and observations made during the April 17, 2015 reconnaissance, AECOM developed an initial sampling program to evaluate the IAQ of the WAPD building. Particular attention will be focused on the lower level Detective Bureau area where employee complaints have been noted. Information developed during the investigation will be used to evaluate potential employee exposure to common indoor air chemical contaminants and/or mold which, if present, may be indicative of indoor air quality concerns. This sampling program includes real-time measurements using portable instrumentation, sampling for airborne chemical contaminants using passive diffusion samplers, and sampling of microbiological air and bulk samples collected from selected areas. The samples requiring laboratory analysis will be analyzed at American Industrial Hygiene Association (AIHA)-certified laboratories. The resultant data will be evaluated and a report prepared presenting findings and recommendations. Presented below is AECOM s scope of work, schedule and budget for this project. Please note that if the potential for significant exposures is identified, AECOM will inform West Allis representatives and. if requested, assist in determining an appropriate response action. SCOPE OF WORK Sampling Program AECOM proposes to utilize a two-person sampling team to complete the sampling program. A synopsis of the type, location and number of samples is provided below: Formaldehyde Various aldehydes are present in building materials. The most common is formaldehyde.
2 Common sources of formaldehyde in indoor air include, among other sources, off-gassing from urea formaldehyde foam insulation; plywood; particleboard and paneling; carpeting and fabric; and glues and adhesives. Formaldehyde is a mucous-membrane irritant causing, on acute exposure, symptoms in the eyes, skin, and upper respiratory system. Chronic exposure may also cause neurological symptoms such as headaches, unusual fatigue, and disturbed sleep. It can also cause asthma and human sensitization. Formaldehyde concentrations emanating from building materials decrease with time. Highest concentrations generally occur in new buildings and/or where formaldehyde-releasing products are present or relatively new. Passive diffusion samplers will be utilized to collect air samples for specific formaldehyde analysis. An eight-hour sample-collection period will be observed for each sample. A total of eight samples for formaldehyde will be collected, four samples from the upper level and four samples from the lower level of the building. Total Hydrocarbons Major sources of hydrocarbons in buildings include construction materials, finishing material and maintenance products and may also include volatile compounds entering the HVAC system from outside sources. Adverse health responses potentially caused by hydrocarbons in indoor environments can include irritant effects. Passive diffusion samplers will be utilized to collect air samples for specific volatile compound analysis. An eight-hour sample-collection period will be observed for each sample. A total of eight samples for total hydrocarbons will be collected, four samples from the upper level and four samples from the lower level of the building. Ozone Ozone is a highly irritating gas that produces alterations in the respiratory system and that may increase an individual s sensitivity to allergens. Ozone is commonly related to an electrical discharge. In an office environment, elevated levels of ozone have many times been associated with the operation of office equipment (copiers, printers, etc.). Direct reading Draeger tube samples for ozone will be collected at three locations on each of the two floors in close proximately to copiers and printers. Samples will be collected during both the morning and the afternoon operating hours for a total of 12 samples. Carbon Dioxide Carbon dioxide is a normal constituent of the atmosphere. Exhaled breath from building occupants is a significant indoor carbon dioxide source. Indoor carbon dioxide concentrations can provide an indication of the adequacy of ventilation. The United States Department of Health and Human Services, National Institute of Occupational Safety and Health (NIOSH) and the American Society of Heating, Refrigeration and Air-Conditioning Engineers, Inc. (ASHRAE) recommend 1,000 ppm carbon dioxide as an upper limit for indoor levels. NIOSH and ASHRAE suggest that carbon dioxide concentrations above 1,000 ppm are indicative of an inadequate supply of outside air being introduced through the HVAC system. These recommended limits are general guidelines to assure the comfort of building occupants and not for the preservation of physical health as are the OSHA permissible exposure limits (PELs) and American Conference of Governmental Industrial Hygienists (ACGIH) Threshold Limit Values (TLVs). Airborne concentrations exceeding 1,000 ppm have sometimes been associated with nonspecific mucosal
3 irritations. Elevated levels of carbon dioxide are only an indicator of inadequate outside air supply to the ventilation system and have not been associated with toxicological effects. Carbon dioxide concentrations may become elevated as the workday proceeds with the highest experienced concentration at the close of work. A data-logging, air quality sampler (simultaneously sampling and recording carbon monoxide, carbon dioxide, temperature, and humidity levels at fixed time intervals) will be used to sample carbon dioxide throughout the workday (8:00 a.m. through 5:00 p.m.) at two locations in the on each of the floors four total locations. The recorded data will be downloaded to a data file for review and evaluation of the carbon dioxide changes throughout the workday. Carbon Monoxide Carbon monoxide is associated with combustion processes (e.g., exhaust from internal combustion engines, by-product of combustion of natural gas or fuel oil in a furnace, etc.). Initial symptoms or symptoms of low-level exposure may include headache, nausea, drowsiness, and dizziness. The data-logging, air quality sampler described above will be used to sample carbon monoxide levels throughout the workday (8:00 a.m. through 5:00 p.m.) at two locations in the on each of the floors four total locations. The recorded data will be downloaded to a data file for review and evaluation of the changes throughout the workday. Temperature Complaints of being too hot or cold can be related not only to the ambient temperature, but also to the location of air handlers in the area of complaints, the heat load of electrical devices, and the relative humidity of the area. The data-logging, air quality samplers described above will be used to record the temperature throughout the workday at one location in the Detective Bureau common area. The recorded data will be downloaded to a data file for review and evaluation of the changes throughout the workday. Relative Humidity There is considerable debate concerning recommended levels of relative humidity. In general the range of relative humidity levels recommended by various organizations ranges from 30% to 60%. Relative humidity below this level may produce discomfort due to dryness. The data-logging, air quality sampler described above will be used to record relative humidity levels throughout the workday at one at two locations in the on each of the floors four total locations. The recorded data will be downloaded to a data file for review and evaluation of the changes throughout the workday. Mold Airborne mold may provide an exposure route to individuals that may be hypersensitive to particular types of organisms. However, elevated bioaerosol levels do not necessarily imply that the conditions are unsafe or hazardous and may also be observed during natural seasonal fluctuations. According to the ACGIH, specific exposure standards for individual culturable or countable bioaerosols, established to prevent irritant, toxic, or allergic responses have not been established. At present, information relating culturable or countable bioaerosol concentrations to irritant, toxic, or allergic responses consists largely of
4 case reports containing only qualitative data. The epidemiological data that exist are insufficient to describe exposure-response relationships. The potential for mold exposure will be evaluated by: Collection of four qualitative (microscopic count/identification) air samples for mold utilizing Air-O- Cell sampling cassettes with a calibrated air sample pump from the each floor (eight samples). A ten-minute sample-collection period will be observed for each sample. Collection of two qualitative (microscopic count/identification) air samples for mold using Air-O- Cell sampling cassettes with a calibrated air sample pump from the exterior of the building (background samples). A ten-minute sample-collection period will be observed for each sample. Collection of a combination of up to 10 quantitative swab/wipe or qualitative bulk, dust and/or tape samples for mold from locations and materials (e.g., carpets, partitions, water-damaged areas, etc.) in the building identified as being potentially impacted by mold from locations. Sample Analysis Samples intended for laboratory analysis will be shipped via courier under chain-of-custody control. Analysis of the chemical samples (total hydrocarbons, formaldehyde) will be performed at AIHA accredited laboratory(s) meeting the AIHA s Industrial Hygiene Laboratory Accreditation Program (IHLAP) standards. NIOSH or OSHA approved methods will be utilized for sample analysis. Mold/bacteria samples will be analyzed at a laboratory meeting the AIHA s Environmental Microbiology Laboratory Accreditation Program (EMLAP) proficiency standards. Swab/wipe samples will be cultured and viable microorganisms will be enumerated and identified by genus and presumptive speciation. For the Air-O-Cell/tape samples/dust/bulk samples, identification and enumeration of mold spores (viability unknown), pollen grains, and other microscopic particulates will be performed. Data Evaluation/Report AECOM will prepare a report detailing sampling procedures and observations and compare the IAQ analytical results for detected chemical contaminants to the current OSHA s published PELs and ACGIH TLVs, as appropriate. For mold, AECOM will compare the detected concentrations against publicly-available guidance documents. Based on the results of the data evaluation, the requirement for any additional immediate IAQ sampling or corrective actions, if warranted, will be presented. BUDGET and SCHEDULE AECOM will complete the focused indoor air quality (IAQ) investigation described in this proposal on a fixed price basis of $9,500 in accordance with the previously approved Terms and Conditions between the City of West Allis and AECOM. A List of Assumptions and Conditions" used in preparation of this proposal are attached. Scheduling for the work will begin immediately upon your approval. The site work is anticipated to require one day and will be scheduled at a mutually acceptable date. Chemical analysis results generally require
5 10 to 14 workdays after receipt of the samples by the laboratory. Qualitative samples for mold (e.g., Air- O-Cell cassettes and tape samples), generally require five days for analysis. Laboratory incubation periods and evaluation for swab/wipe samples generally require 12 days. The report will be submitted in draft form for your review within five to ten workdays of receipt of the final laboratory reports. If requested, copies of the results reports will be forwarded for your review upon our receipt. Otherwise, the laboratory results will accompany the final report. 6 LIST OF ASSUMPTIONS/CONDITIONS AECOM has made the following assumptions for this project: All areas inside the buildings which are normally occupied will be accessible and available to AECOM sampling team; A single mobilization to the facility is included in the proposed costs. If a second mobilization is required, additional costs will be incurred; The City of West Allis will furnish an escort/guide who will accompany the AECOM site survey team and who is knowledgeable in building construction and operations; The City of West Allis will provide an electronic copy of up to date building floor plans for the building; The City of West Allis will provide, if available, copies of previous IAQ studies completed at the facility. AECOM will respond to and incorporate one consolidated set of comments on the draft report from the client into the final report; Any additional services beyond the scope-of-work specified in this proposal will be invoiced on a time and materials basis in accordance with the existing rates. Client will be notified prior to initiation of additional activities; and, This proposal is valid for 60 days.
