10 Estonian National Action Plan on SU No activities in NAP on SU sofar Different aspects of SU are allready covered in Estonian legal acts and are in use, Starting with studies on mapping the current situation, existing activities, covered or problem areas Use of exisiting strategies and Action Plans (Action Plan on Organic Farming, Environmentally Friendly Production System) Combaining allready existing legal acts, activities and measures,

11 Training Obligatory training system is existing for several years Persons involved in sale of PPP and professional users have to pass the needed training and need to have plant protection certificate Planned changes - differentiated trainings for (professional users, marketing persons, advicers)

12 Sales of pesticides Principles are in place in Plant protection law More need to train the sales staff Detailed information on pesticides has to be provided at sale More attention on non professional users, on profeccional non-agricultural users

14 Information and Awareness-raising Very few activities sofar in informing the general public and facilitating information and awareness-raising programmes. Studies are planned to identify the need for activities in this area. Information centre on poisonings is established - collecting the information on pesticide poisonings, informing public Printed materials, campains etc. could be appropriate measures

15 Pesticide application equipment Obligatory control of spraying equipment in 3 year periods is in effect for some period sprayers inspected in a year Obligatory control does not cover cover seed treatment equipment or pesticide application systems in the greenhouses

18 Specific measures to protect the aquatic environment and drinking water Buffer strips around the water sources 20 m from the seeside, from big lakes 10 m from lakes, rivers wider buffer zones could be established in case of need on placing on the market Need for ammendement of the legislation (spray drift, drain-flow, run-off)

19 Reduction of pesticide use or risks in specific areas Use of PPP-s in parks, public gardens, sports and recreation grounds, school grounds and playgrounds is not well covered in the legislation Analyses on need of implementation of specific, stricter rules

20 Handling and storage of pesticides and treatment of their packaging and remnants storage, handling, dilution and mixing of pesticides before application; handling of packaging and remnants of pesticides; disposal of tank mixtures remaining after application; cleaning of the equipment used after application; recovery or disposal of pesticide remnants and their packaging in accordance with Community legislation on waste are covered in legislation

22 Integrated Pest Management IPM is a recommended voluntary strategy at the moment. Guidances on crop specific IPM standards (According to EPPO guidelines). Need for regular update Implementation of supporting measures for use of IPM would be one solution what could stimulate farmers on use of IPM in current stage. It is connected with availability of financial resources. Demonstration of efficacy of other crop protection measures could stimulate farmers on use of more environmentally friendly measures. Use of resistant varieties is a common strategy Use of lowered dosages Use of web based DSS. Further development of Danish PC-Plant Protection programme Questionnaire on how familiar are farmers with IPM strategies and concepts.

23 General principles of Integrated Pest Management (Annex III) - crop rotation, - use of adequate cultivation techniques (e.g. stale seedbed technique, sowing dates and densities, undersowing, conservation tillage, pruning and direct sowing), - use, where appropriate, of resistant/tolerant cultivars and standard/certified seed and planting material, - use of balanced fertilisation, liming and irrigation/drainage practices, - preventing the spreading of harmful organisms by hygiene measures, - protection and enhancement of important beneficial organisms, e.g. by adequate plant protection measures or the utilisation of ecological infrastructures inside and outside production sites. 25 Important aspects of Integrated Pest Management Continuous training activities for professional users, funds for advisers, raising awareness for IPM at Community level; Promotion of marketing in order to increase the value of IPM products; Information regarding the advantages and benefits obtained by IPM programs must be provided to customers. carry out and support research in IPM, funds for research and experimentation must be made available sufficient personnel to enable effective IPM funds for monitoring, forecasting and warning available funds for farmers adopting IPM measures
