1 RFI Content Management Tools Questions & Answers Question Answer 1 We are concerned that we will not have enough resources at this point in the year to present a demonstration on the 18th of December. Is that a hard set date and will the disqualify us automatically? The expectation is that demos will be scheduled the week of December 18 th. No disqualification process is included in the RFI process. 2 In regards to the demonstration, is the expectation that they are to be conducted onsite or is remote a possibility? Demos will be conducted remotely. 3 With less than two weeks it presents a challenge to submit a complete response for LAUSD. Would it be possible to grant a 2- week extension for the due date? 4 How many total users would need to view content stored in the system? Submittals must be in Microsoft Word or searchable Adobe Acrobat compatible format and are due December 13, 2017 at 8:00 AM PST. Please submit as much information as you can within the timelines provided. Upwards of 1 million + users. 5 How many users would be authoring or collaborating on documents? Approximately 1,000 users. 6 Do you have any existing content systems in use? If so, what is it and will the new system require integration to/from this system? The District currently has several existing content systems in use. The exercise of this RFI is to determine what products/solutions are currently available. 7 With 900 schools and 187 public charter schools, can you share any plans you may have for a phased approach for implementation and priorities? This is a request for information. No phasing plans have been developed as the District is in the process of information gathering Are there any tentative timeframes identified for the release of a follow-up CMS RFP? Any formal solicitations will be posted on
2 9 2.1 Are there any estimates for the number of licensed and/or concurrent users accessing the CMS? How many of those users will be smartphone, tablet, laptop and desktop users? Upwards of 1 million + users and approximately 1,000 back-end users who would author, collaborate, maintain, and upload content. Understanding is that a CMS must be mobile ready as users will be utilizing smartphones to access the CMS and/or accompanying apps About the Content Management 1. General Vendor Characteristics d)- Is there a preference to having software as a service or hardware on site or a hybrid solution? e) What are the LAUSD established SLA policies? The District as part of this RFI would like to receive architecture designs showing SaaS, Hybrid and on-premise architectures. The District SLA for production is less than 99.9% uptime for the year and no longer than 2-4 hours down for a major production system About the Content Management 3. Content a i) What is the intended or expected utilization of a CMS to interface to and/or manage application source data sets? Is it expected to have Off the Shelf APIs to all existing applications, or is the vendor expected to develop custom APIs? Is the Content Management meant to replace an existing system(s)? The intended use of the CMS is to support all content management for the District, and have that content available as a service. While it is expected that the platform will have out of the box APIs that support the availability of the content, the exercise of this RFI is to determine what solutions are currently available.
3 About the Content Management 4. Technology Is there a statement describing the problem(s) that the content management system is supposed to solve? Is this a mission critical application? a. What is the Single Sign-On solution in place at LAUSD? c) Does LAUSD have an existing Cloud Infrastructure? If so, what is it? i) API development tools? j) Is there an existing Report Writer in use? k) What 3 rd party databases are in use? m) Existing 3 rd party applications or an Open Architecture with ease of API development? n) Specific existing portals or open architecture? o) Platform or vendor preferences? q) Platform to support traditional batch processes, analytics and OLTP processing? r) What is meant by two-way messaging in the context for this Content Management platform? The Content Management would become a critical application within the District library. The information that is sought should provide a platform that allows integration with existing applications, provides end-users with an easy method to create and approve content, and provides components that will make application design easier. a). Currently the District leverages Active Directory, and Azure Active Directory. The District supports federation through Azure, ADFS, and SAML. c). Currently the District has a presence in Microsoft Azure Cloud i). Currently the District is leveraging API Management in Azure to support API development j). Yes, both SQL Service Reporting and Oracle Reporting. k). The District uses Oracle, SQL Server, and Azure SQL Database. m). The District main API development has been within the.net platform or in JAVA. The architecture direction is to use REST JSON format for all development unless it is not feasible. n). The District currently has a few portal type applications in use. o). The District does not have a preference and within this RFI is seeking to explore what is on the market to best meet our current and future business needs. q). The District leverages Oracle and SQL Server for majority of our OLTP applications. We use Oracle OBIEE for Analytics and Reporting. In regards to batch processing, the District uses Oracle ODI and SQL Server SSIS packages. r). The two-way messaging is in regards to the platform having support or a plug in for a SMS gateway to receive and send text messages and/or service management system that allows users to log an inquiry, directs the inquiry to the appropriate office, and allows the office to respond to the user.
4 About the Content Management 5. User Experience a e) Who is the intended user audience? Students? Instructors? Parents? Business Analysts? IT administrators? All of the above? Is this a new front end for one or more existing applications? Ie A single windows pane for multiple applications? Is the displayed content expected to be identical on different platforms with drastically different sized screens? Ie Smartphone vs tablet vs laptop/desktop displays? Intended user audience includes students, parents, employees, community (authenticated), and community (anonymous) - role management should allow for different default views and permissions-based access to content based on the role The exercise of this RFI is to determine what solutions are currently available to provide a platform that allows the District to integrate with existing applications, provide endusers an easy method to create and approve content, and provide components that make application design easier for the District. Displayed content must be adaptive and responsive, and be easy to navigate on different platforms with different sized screens. 14 What 3rd party applications are targeted for integration? 15 For the mobile apps, are you planning on having ios/android apps or an HTML5 application? 16 When do you anticipate providing answers to submitted questions? The District has a multitude of 3rd party applications, so the integration point for us is not app specific, but approach specific. The District would expect the platform to have APIs and other integration plug-ins and adapters to support 3rd party apps regardless of the 3rd party app. The District would prefer a single development mobile app that is supported on both IOS/Android. This mobile app solution shall be able to leverage some native components if necessary. Submitted questions will be released to all vendors on 12/8/ From the RFI, it comes across more as an exercise by LAUSD to evaluate different CMS products and product vendors in the market. At this stage, does LAUSD see a role of a Integrator (SI) and is LAUSD open to a joint response from an SI along with a product vendor? As mentioned above, the District is currently in the information gathering phase. The District is open to a joint response from an SI and product vendor.
5 18 Are there any CMS products that LAUSD has already evaluated, and are there any preferred products? No preference at this time. 19 Can you clarify this item please: e) Policies or government as a service The platform should allow for the configuration of policies and the governance of content at various defined levels such as department, public, private content. 20 Roughly how many sites are you considering migrating over? The exercise of this RFI is to determine what solutions are currently available. Please present the capabilities of your product. 21 What is your current CMS? The District currently utilizes several CMS solutions. 22 What frameworks are you open to? The exercise of this RFI is to determine what solutions are currently available and is open to all frameworks. 23 What problem are you trying to solve? While the District has a single Content Management (CMS) for most office websites, the design and maintenance of these websites is the responsibility of each office. Schools design and maintain their own websites on either the District-provided CMS (which is different than the system used by offices) or on another CMS. The District preference is to have a CMS and accompanying app that can leverage existing District applications to provide a single place for users to access the LAUSD information they feel is most important and relevant to them. 24 What is current CMS platform which district use for its needs? Please see question # What applications have been built on existing CMS platform? Request District to elaborate the shortcomings they are seeing on their current CMS solution? 26 Please provide current technology stack including current CMS system. The District currently utilizes multiple CMS platforms for various websites and applications. We are seeking a platform that allows the District to integrate with existing applications, provide end-users an easy method to create and approve content, while providing components that will make application design easier for the District. Please see question # What is current and proposed volume of content? Currently content within the District is kept in various applications. Vendors are instructed to provide information with regard to how product can scale up or down to accommodate volume of content..
6 28 How many systems/external applications will be integrated with proposed CMS? Can their technology details be shared for these systems? The platforms range from JAVA,.NET, Angular JS, to other CMS platforms being used by 3rd parties. Please demonstrate what your product is able to handle. 29 How many active users will use new CMS solution? Can these user be further classified? If yes, then please share the classification. See question #9. 30 Please provide the details on existing system architecture for different type of users. The District architecture for various users is role based authorization. The implementation of this is different between applications. 31 Are you also looking for Digital Asset Management solution integrated with proposed CMS solution? The District seeks all possible integration features of proposed platform. 32 To how many servers is the content published to in the current CMS solution? Will there be any change in this with proposed CMS solution? We are looking for information on solutions that integrate a heavy content creation and usage base. The architecture should be scalable to meet growing needs/demands. 33 What are the services used for transactional system in the existing system? The current system in place leverages Oracle technologies using Oracle DB and also a 3rd party product. Tell us how your product would be able to perform this function.
7 34 Can you please clarify LAUSD s request for information for a Content Management system? Much of the requested information contained in the RFI can be applied to both a CMS (Content Management ) and ECMS (Enterprise Content Management ) solution which are two different applications. The District is seeking information on available Enterprise Content Management products. It is anticipated that products shall have a content management component to create, edit, manage, publish and perform workflow approvals on developed content. Is it a Content Management for Creating, editing and publishing Web-site information or an Enterprise Content Management used to capture, manage, store, preserve, and deliver content and documents related to organizational processes. Please clarify which of the below best describes what the District is seeking a response on. CMS Content Management Software used to create, edit, manage, and publish content in a consistently organized fashion. ECMS Enterprise Content Management The technologies used to capture, manage, store, preserve, and deliver content and documents related to organizational processes. ECM tools and strategies allow the management of an organization's unstructured information, wherever that information exists.
8 35 Does the District currently use SharePoint or Office 365? If so, please indicate the version/licensing levels currently in use. The District currently utilizes SharePoint and O Please indicate when the answers to questions due to the district on Dec 5th at 4pm will be posted and if a 1 week extension maybe granted in order to allow adequate time for review of said Question/Answers? The answers to questions will be provided on December 8, Submittals must be in Microsoft Word or searchable Adobe Acrobat compatible format and are due December 13, 2017 at 8:00 AM PST. Please submit as much information as you can within the timelines provided. 37 What is the scope of the content that will be enabled through the CMS? For example: public-, parent-, or student-facing content; curriculum, school websites type content; teacher created learning resources or third party content? The scope of the content will support all stakeholders, so there will be public, private, and secure content (encrypted). The stakeholders who will see various content include teachers, students, parents, community, staff, media, etc. 38 With reference to Section 2.3, Item 4 Technology, sub-item c) Cloud Architecture Is LAUSD asking for servers to be virtualized on LAUSD owned/leased cloud hosts, or all infrastructure to be provided by the vendor? Both scenarios can be presented if applicable. 39 Does LAUSD have a minimum standard for bandwidth for all schools? If so, what are the upstream and downstream minimum bitrates per school available to the "cloud" location for video and content, within the scope of this project? The District generally utilizes fiber, which can be increased on demand. Most schools have at least 1G bandwidth. Most schools also have Cisco WAAS cache, but each school s usage pattern is different. 40 Is the primary focus of this system noncurriculum content such as school and class web pages? For the focus of this RFI, the content would be noncurriculum.
9 41 Is the District interested in solutions that integrate curriculum content management for students and for educators with this other content? The District has an LMS which currently holds the instructional curriculum, however any feature that the product has should be demonstrated. 42 Is the district interested in leveraging open source technology and industry standards for interoperability? 43 Is the district interested integrating content management and discovery with external libraries such as state and Smarter Balanced digital libraries? The exercise of this RFI is to determine what solutions are currently available. As such, vendors are encouraged to present information in addition to that specifically requested in the RFI. Please see question Is the District interested in setting up Sharepoint Online for Content Management needs? The District currently has SharePoint for department use. The District is open to seeing all solutions, including SharePoint.
