4 What We Do Promote International Cooperation UCLG ASPAC promote cooperation /partnership between local governments, people and international communities Key Knowledge Management Hub Play a role as the key knowledge management hub on local governments issues Carry out broad activities to serve the members on: Capacity Development & Advocacy Information & Communication Organizational Development & External Funded Project
5 UCLG ASPAC puts a great emphasis in promoting twinning and partnership between local governments and peoples trough the exchange and transfer of success stories in good governance. Project DELGOSEA was, therefore, launched to realize this objective within Southeast Asia.
6 Partnership for a Better and Well Capacitate Local Governments A network of Local Government Associations (LGAs), local authorities, nongovernment organizations and academic institutions who deal with local authority affairs in ASEAN countries The 1st phase was launched on March 2010 and finished in 2012 with the funding from the European Commission The 2 nd phase has been started since November 2012 until now DELGOSEA promoted : Transnational exchange of sustainable good governance practices Peer-to-peer learning Networking and cooperation amongst local governments
7 From 2010 onwards, DELGOSEA has selected 24 Good Governance Best Practices Theme 1: People s Participation in Planning and Decision Making People-Private-Public Partnership (PPPP) to Improve Local Infrastructure Theme 2: Institutional Governance Cooperation between Local Government to Address Shared Needs Kartamantul, Indonesia Theme 3: Inclusive Urban Public Services Marikina Eco Savers Project Marikina City, Philippines Theme 4: Fiscal Management and Investment Planning Humane Relocation and Empowerment of Street Vendors Solo, Indonesia Toul Sangke Sangkat, Cambodia Bacolold City, Philippines Chiang Rai City, Thailand Vinh City, Vietnam Tarakan, Indonesia Kupang, Indonesia Kampot, Cambodia Choam Chao Sangkat, Cambodia Pakkret, Thailand DELGOSEA members : Standing Committee : 14 (9 LGAs, 5 NGOs) National Government representatives as the advisory of the network Partners : 2000 organizations

9 DELGOSEA Phase II Continuation of Best Practice Exchange Strengthening DELGOSEA Networks - To four countries that are not yet represented in DELGOSEA: Brunei Darussalam; Malaysia; Myanmar; and Singapore. Improving the Structure of DELGOSEA - To establish National Steering Council, which includes: National Government; LG/LGA; NGO, CSO, Academia, and Media. Improve National Policy Advocacy - Promote Good Local Governance in national level Promoting ASEAN and ASEAN Community in different countries

12 How the lessons learnt from Delgosea could be applied when promoting Urban Nexus initiatives : Key success of trans-national exchanges : Preliminary studies or assessment to determine the suitability of BPs and Pilot Cities Support from Local Governments Associations to facilitate the transfer and ensure sustainability of the network Political will, leadership and mobilizing local resources Networking with strategic partners such as business partners, academia and media Frequent capacity building or training including field trip to the BPs cities. Embedding the project into the local development plans Monitoring and evaluation
13 Conclusion and the way forward Partnership and peer-to-peer learning can enhance local governments capacity to deal with future challenges of development Good and collaborative governance system are critical tool to ensure the realization of policies and programs in contributing to sustainable development Political will, commitment and support from all stakeholders are the key success of the sustainability implementation of the policies or programs DELGOSEA can be a role model of partnership and cooperation among subnational governments in Southeast Asia UCLG ASPAC is keen to facilitate local governments networking and cooperation in ASEAN through DELGOSEA and other means of collaboration
