4 2.0 Introduction to the Qualifications What are these qualifications? These qualifications have been developed to meet the new Qualified Supervisors technical competence requirements due to come into force from the 6th April There are five different routes satisfying the requirements for registration as a Qualified Supervisor for Dwellings. For those choosing the qualification route, this suite facilitates learners to meet the minimum technical competence criteria. EAL Level 3 Certificate in Installing, Testing and Ensuring Compliance of Electrical Installations in Dwellings (QCF) This qualification meets the minimum qualification level for Qualified Supervisors responsible for electrical work in domestic properties subject to Part P of the Building Regulations (England and Wales). EAL Level 3 Award in Approving Electrical Installation Work in Dwellings in Compliance With Building Regulations (QCF) This qualification is applicable to those individuals who already hold a Level 3 NVQ Diploma in Installing Electrotechnical Systems and Equipment (Buildings, Structures and the Environment) (QCF). (Learners may wish instead to undertake the Level 3 Award in the Initial Verification and Certification of Electrical Installations instead see route 3 on the EAS Scheme Document). You should refer to the requirements for the registration of Qualified Supervisors as given in Appendix 4 of the EAS document, which can be downloaded free from the IET This is to ensure you undertake the correct qualification suited to you. Who are these qualifications for? Those who want to become Qualified Supervisors responsible for electrical work in domestic properties subject to Part P of the Building Regulations (England and Wales). They are intended for those who carry out electrical work in association with, or for their main work activity, and wish to be nominated as a Qualified Supervisor with a Competent Persons Scheme. Registration with such a scheme will enable self certification of domestic electrical installation work to the Building Regulations These qualifications are not intended for learners who have no previous electrical experience. (Prior to undertaking the qualification units you must provide auditable evidence that demonstrates they have the relevant understanding and/or experience of the principles, procedures and practices for installing electrotechnical systems and equipment in dwellings). What do these qualifications cover? Each qualification covers the relevant aspects appropriate to your chosen qualification route to becoming a Qualified Supervisor for Dwellings. 5 EAL Level 3 Certificate in Installing, Testing and Ensuring Compliance of Electrical Installations in Dwellings (QCF) This qualification will provide the you with the skills and knowledge needed for ensuring the safety, quality and technical standard of the electrical installation work carried out by the Enterprise. The qualification requires occupational evidence. The qualification comprises of knowledge and performance within combination units. The units cover a wide range of topics including: health and safety, environmental technology, overseeing and organising; planning, preparing, selection, installation and connection; inspection, testing, commissioning and diagnosing and correcting electrical faults. Integral to this qualification is the Electrotechnical Occupational Competence Unit ELTD3 OCU. All units for this qualification are listed in Section 3. You must complete 8 mandatory units (27 credits) in order to achieve the qualification. This qualification has 224 Guided Learning Hours (GLH). EAL Level 3 Award in Approving Electrical Installation Work in Dwellings in Compliance With Building Regulations (QCF) This single unit qualification is designed to enable you to enhance your competence in the understanding and applying the principles, practices and legislation for the inspection, testing, commissioning and certification of electrical installations in order that you can approve electrical installations in dwellings in accordance with the relevant statutory and non statutory regulations and requirements. Prior to undertaking this unit you must provide auditable evidence that demonstrates you have the relevant understanding and/or experience of the principles, procedures and practices for installing and inspecting electrotechnical systems and equipment. The unit for this qualification is listed in Section 3. You must complete 1 mandatory unit (4 credits) in order to achieve the qualification. This qualification has 34 Guided Learning Hours (GLH). 2.1 Accreditation & Industry Support for these Qualifications These qualifications: Are QCF qualifications and are accredited by Ofqual at level three Are recognised by industry, and were developed in conjunction with industry. 6 2.2 Achievement of the Qualifications & Stand Alone Units These qualifications are gained when all the necessary unit/s have been achieved. The Centre will then be able to apply for your Certificate. You will also receive a Certificate of Unit Credit, listing all the units you have achieved. However if they don t manage to complete all of the units within the EAL Level 3 Certificate in Installing, Testing and Ensuring Compliance of Electrical Installations in Dwellings (QCF), you can still claim a Certificate of Unit Credit for the units achieved. Therefore, you still have proof of your ability and could complete the qualification at a later date. 2.3 Relation to Other Qualifications These qualifications relate to the following: EAL Level 3 NVQ Diploma in Installing Electrotechnical Systems and Equipment (Building, Structures and Environment) (QCF) EAL Level 3 Award In the Initial verification and Certification of Electrical Installation (QCF) EAL Level 3 Award In the Periodic Inspection, Testing and Certification of Electrical Installations (QCF) EAL Qualifications in 17th Edition, requirements for electrical installations BS7671 EAL Level 3 Award In the In Service Inspections and Testing of Electrical Equipment (PAT) (QCF) EAL Level 3 NVQ Diploma in Electrotechnical Services (Maintaining Electrotechnical Systems) (QCF) EAL Level 3 Diploma in the Principles and Procedures for the Installation of Electrical Systems and Equipment for Engineering Construction Plant (QCF) EAL recognised in house training course on the 1st Amendment of the 17th Edition Wiring Regulations (BS7671). This bespoke training route will help contractors who are already 17th Edition qualified and those who need to be aware of the changing regulations adjust their practices and work safely within the updated standard. Those who successfully complete the training will receive and EAL Certificate of Attendance, showing their awareness of the updated standards EAL Level 3 NVQ Diploma in Building Energy Management Systems (QCF). 7 3.0 Rule of Combination (Qualification Structure) EAL Level 3 Certificate in Installing, Testing and Ensuring Compliance of Electrical Installations in Dwellings (QCF) This qualification will be obtained by you once you have completed the 8 mandatory units to achieve 27 credits. This certificate has 224 Guided Learning Hours (GLH). 9 4.0 Assessment Each qualification has two routes to assessment. The experienced operative route is reserved for those learners in excess of 24 months experience of installing, testing and ensuring compliance of electrotechnical systems and equipment in dwellings. The requirements are detailed below for both routes. EAL Level 3 Certificate in Installing, Testing and Ensuring Compliance of Electrical Installations in Dwellings (QCF) The assessment of this qualification involves the following aspects: Knowledge learning outcomes: External (EAL marked) on screen exams, and a centre marked assignment. Only for learners that have in excess of 24 months experience of installing, testing and ensuring compliance of electrotechnical systems and equipment in dwellings: can be given the option to be assessed by professional discussion that is centre devised and marked following EAL specified guidance. This will be quality assured by EAL. Performance learning outcomes: Locally assessed. Only for learners that have in excess of 24 months experience of installing, testing and ensuring compliance of electrotechnical systems and equipment in dwellings: can be given the option to be assessed from auditable evidence of competence from prior achievements that demonstrably match the requirements of the relevant learning outcomes of the unit. The evidence must be consolidated by supplementary questioning. Completion Occupational Competence Unit: Which is assessed by an externally set assessment rig in an independent controlled assessment environment, which is dedicated to assessment activity only and does not facilitate for learners working or training activity. To undertake this unit, learners must provide auditable formal evidence that they have the relevant electrotechnical knowledge, understanding, experience and skills at the appropriate level that enables them to carry out the assessment activities effectively and safely as prescribed for each learning outcome. It is a recommendation that this is the last unit to be undertaken in the Certificate. Only for learners that have in excess of 24 months experience of installing, testing and ensuring compliance of electrotechnical systems and equipment in dwellings: can be given the option to complete the Electrotechnical Occupational Competence Unit via: Auditable evidence of competence from prior achievements that demonstrably match the requirements of the relevant learning outcomes of this unit. This evidence must be consolidated by supplementary questioning. and/or Candidate s reflective account of performance through professional discussion that is centre devised in accordance with centrally specified guidance, is centre marked and quality assured by EAL. Only for learners that have in excess of 24 months experience of installing, testing and ensuring compliance of electrotechnical systems and equipment in dwellings: can be given the option to be assessed by knowledge based professional discussion that is centre devised following EAL specified guidance, centre marked and quality assured by EAL. Performance learning outcomes: Locally assessed. Only for learners that have in excess of 24 months experience of installing, testing and ensuring compliance of electrotechnical systems and equipment in dwellings: can be given the option to be assessed from auditable evidence of competence from prior achievements that demonstrably match the requirements of the relevant learning outcomes of the unit. 12 EAL Level 3 Award in Approving Electrical Installation Work in Dwellings in Compliance With Building Regulations (QCF) This is a separate on screen examination for the unit, which assesses the knowledge learning outcomes and assessment criteria within it. The learner will be assessed using various question types. For the EAL Level 3 Award in Approving Electrical Installation Work in Dwellings in Compliance With Building Regulations (QCF): ELTD3/06 Test B (20 Questions) on Building Regulations allows the use of current editions of: IET Electrician's Guide to the Building Regulations, IET On Site Guide. 13 Assessment is the process which helps judgements to be made about your performance. It involves making decisions about progress towards a goal, or whether the ultimate goal of competent performance has been reached. In order to assess you, evidence of performance is required. It is important to be clear what the fundamental difference is between evidence and assessment. Evidence is work that you have produced and knowledge that you have demonstrated, Assessment is the process used to check the evidence. Remember: you should only to be measured against the requirements of the assessment criteria within the units in this qualification and not against any requirements outside of the qualification. You will only be assessed when both you and your assessor agree that you are ready. This will only be after you have had sufficient training and/or practice of the skills needed to satisfy all the requirements of the unit/s. There are only two assessment decisions possible: You are competent, You are not yet competent. If you are not yet competent, you will be provided with the opportunity to practise your skills further before you are re assessed. Additional training or coaching may also be required. 4.3 The Assessment Process The assessment process needs your involvement. It can be looked at as four stages. These are: Planning the assessment, Generating and collecting the evidence, Your assessor judging the evidence, Your assessor making a decision and giving feedback to you. Planning the Assessment Planning is very important; if you do not plan you may not achieve your goal. You and your assessor will be involved in assessment planning. Together you will examine the requirements of each performance learning outcomes and assessment criteria within a unit, and identify: What evidence you could provide, How it will be assessed, When it will be available. 14 The assessment plan is signed to show it was agreed. The plan can be modified at any time, as long as the evidence can still be obtained and your assessor agrees to the changes. The common reasons for changing the plans include new evidence occurring and planned evidence not being available. Your assessor will be able to suggest potential evidence and also evaluate any ideas of evidence that you may have. Generating and Collecting the Evidence You should be able to meet most of the evidence requirements by simply carrying out your job, and completing the tasks to the standards required. The evidence created will be the jobs/process you have completed, such as documents that you have produced. The evidence records, when collected together, are called a portfolio. These records are the main source of evidence and should be kept safely. You should organise your portfolio of evidence so that it is easy for you and others to find particular items. Portfolios should not contain items such as: Any material generated during training, such as notes and handouts etc, as this is not evidence of competence, Manufacturer s/company publications or booklets, unless they are completely relevant, e.g. specification, procedural instructions, etc, required for the work to be carried out, and only then the relevant extracts should be kept in the portfolio. Your Assessor Judging the Evidence In this stage your assessor will check the evidence collected against the plan. In its simplest form, it is a conformance check against the performance learning outcomes and assessment criteria within the unit requirements. The assessment may be audited by verifiers and so your assessor will want to ensure that they can prove the requirements were met. Finally, you may be asked to talk to a verifier as part of this process. Your Assessor Making a Decision and Giving Feedback to You From examining the evidence, the assessor will make a decision. This will be that the evidence that was agreed at the planning stage meets the requirements, or it doesn t. The decision is given to you together with any feedback. Feedback is an essential part of the assessment process. Finally, if you disagree with the decision, you have the right to appeal against it. Assessments must be carried out consistently and fairly and are subject to verification checks. If you consider that your assessment was not fairly conducted, you have the right to appeal and this should be done through the Internal Verifier at the Centre. The environment in which the evidence and the quantity of evidence, for performance learning outcomes and assessment criteria within units must be assessed, is detailed in each Unit. This can be applicable to all or some of the learning outcomes. Evidence that is sourced from the real working environment for performance learning outcomes within units must be naturally occurring. 15 5.0 Ideas for Evidence Evidence is required to show that you meet the requirements of the performance learning outcomes and assessment criteria within a Unit. Evidence proves that you can meet the standard required. Your evidence must be: Authentic, i.e. your own work, Sufficient, i.e. you have presented enough evidence, Current, i.e. up to date. It is important that you provide a written declaration that the evidence is authentic and that the assessment was conducted under the specified conditions or context. Failure to do this might mean that you do not get your certificate. Space is provided for this declaration on the X/200 assessment plan and evidence record. 5.1 Performance Evidence The performance evidence is evidence of you doing your job, and could be: An observation record by an assessor who watched you do your job, A company record showing that you have done different types of work or used different techniques, A write up by you of how a job was done, A written statement by someone who knows the requirements of the assessment route and can witness you meet the requirements, An up to date certificate relevant to your work, for example a first aid certificate. If you have in excess of 24 months experience of installing, testing and ensuring compliance of electrotechnical systems and equipment in dwellings, then you could provide: Auditable evidence of competence from prior achievements that demonstrably match the requirements of the relevant learning outcomes and assessment criteria within the units. This evidence must be consolidated by supplementary questioning. and/or: A reflective account of performance through professional discussion that is centre devised in accordance with EAL specified guidance, is centre marked and quality assured by EAL. However, some of these examples will be easier to collect and record than others. For example, it will be easier to prove that you carried out a workplace organisation activity than to prove you worked safely at all times. 16 5.2 Assessment Environment Your evidence for the performance learning outcomes and assessment criteria within units must be obtained in the working environment. However, in certain circumstances, simulation/replication of work activities may be acceptable, for you to get evidence. Your assessor will be able to guide you with this. If you are having problems getting evidence, speak to your assessor as soon as possible. EAL QELTCD3 LEA ISSUE Page 16 of 19

17 6.0 Completing Performance Learning Outcomes and Assessment Criteria within Units The performance learning outcome and assessment criteria within a unit states the activity to be assessed. The units are to be used by you and your assessor to assist with planning of the assessments and recording where the evidence is located. Please refer to the example on the next page. 18 6.1 Performance Requirements The assessment criteria need evidence to prove you have met the standard. The referencing can be completed by either you or your assessor (or both of you). The example below is to show you how to complete a performance unit. Your assessor will go through this with you. Applying health and safety legislation and working practices (installing and maintaining electrotechnical systems and equipment) Learning Outcomes The learner will: Performance Assessment Criteria The learner can: Reference: 1. Apply relevant health and safety legislation in the workplace. 1.1 Identify which workplace health and safety procedures are relevant to the working environment and comply with their duties and obligations as defined by current legislation and organisational procedures 1/10*, 2/ Produce a risk assessment and method statement in accordance with organisational procedures and the limits of their responsibility 1/11, 2/ Work within the requirements of: a) Risk assessments 1/12, 2/22 b) Method statements 1/15, 2/24 c) Safe systems of work 1/14 2/23 *In the example in 1.1 above the reference 1/10 means the 1 st activity to be assessed has a piece of evidence on page 10 of your portfolio. Your portfolio could be a paper folder or an electronic portfolio (e portfolio). All performance requirements must be assessed and the performance learning outcomes and assessment criteria within units completed. You will also be involved in the planning of assessments with your assessor. They will record that on their Assessment Plan and Evidence Record (X200). Competent performance must be demonstrated.
