3 Congestions 2 types of congestion can be met on existing GRTgaz network : Congestion Nord (North) : appears when high supply in the North leads to saturate transit within the North zone of GRTgaz network towards the South zone Congestion Sud-Est (South-East) : appears when weak output from the Fos-sur-Mer LNG terminals, low withdrawal from the South-East PITS, and high deliveries towards TIGF via the Cruzy interconnection point all happen For more information about the congestions that can be reached on GRTgaz network, please refer to the Winter- Outlook : 3

5 Locational Spread Concept A double «within-day» locational product : Buying located downstream of the congestion Selling located upstream of the congestion Shipper B Shipper A A transitional stage before the merger : For winter 17/18, same operational process than current Locational for balancing : - Same process of Call for Tenders ( ) - Same product (daily volume ; Within-Day) - Same renomination controls (and possible penalty) Including TIGF points to handle South-East congestion The use of Locational Products for Balancing needs subsists and both use the same process and same plateform 5

7 Locational Spread Windows 3 windows / Within-Day Legend: Call for Tenders : Notification from GRTgaz + 30 min for bid posting on the Plateform + Bid selection from GRTgaz Nomination by the suppliers of the quantities related to selected offers Scheduling cycle of GRTgaz GRTgaz could call on Locational Spread within these predefined windows (close to but distinct from existing Balancing windows) GRTgaz could need to split its volume requirements for Locational Spread between 2 windows depending on technical constrains 7

11 Supplier s Obligations (0/3) Once a bid is selected by GRTgaz, the preferred supplier is submitted to the following obligations: Notification of the Locational Point Renomination at the Locational Point No modification of the scheduling in the opposite direction of the Transaction during the rest of the day 11
12 Supplier s Obligations (1/3) Notification of the Locational Point: From the Transaction time, the supplier has 30 min to notify GRTgaz of the quantities/point it intends to deliver or offtake given the template provided in appendix 3 of the Contract 12
13 Supplier s Obligations (2/3) Renomination at the Locational Point: The supplier has 1 hour after the full hour following the selection to nominate the physical quantities/point it intends to deliver or offtake In case of a selling by the supplier (deliver): - NominationREC After = NominationREC Before + Quantity Sold - NominationDEL After = NominationDEL Before Quantity Sold In case of a buying by the supplier (off-take): - NominationREC After = NominationREC Before Quantity Bought - NominationDEL After = NominationDEL Before + Quantity Bought This nomination on physical points must translate into the netted scheduled quantities, which implies the Supplier possesses the adequate capacity on the Locational Point 13
14 Supplier s Obligations (3/3) No modification of the scheduling in the opposite direction of the Transaction on the Locational Point during the rest of the day: In case of a selling by the supplier (deliver): - NominationREC After NominationREC Before + Quantity Sold - NominationDEL After NominationDEL Before Quantity Sold In case of a buying by the supplier (off-take): - NominationREC After NominationREC Before Quantity Bought - NominationDEL After NominationDEL Before + Quantity Bought 14
15 Penalties A failure in previous obligations exposes to following penalties: Failure on obligation of notification of the Locational Point Penalty = 25% (1.25 Price offer ) Locational Quantity Default Price Failure on obligation of nomination of the quantities at the Locational Point Penalty = (1.25 Price offer ) Default Locational Quantity Failure on obligation of no modification of the scheduling in the opposite direction of the Transaction at the Locational Point during the rest of the day Penalty = (1.25 Price offer ) Locational Quantity 15
16 Contractual Conditions of qualification: Possess a valid license for natural gas supply Have signed a Transmission Contract with GRTgaz Have a Powernext Subscription When theses conditions are met you can sign with GRTgaz: A full Contract for new signatory ( 3 business weeks for qualification + implementation on the Plateform) An amendment if you have already signed a previous version 16
17 Specific case for CCG GRTgaz is working on including CCG in the Locational Spread process CCG would be included in the list of eligible points of the Call for Tenders notification depending on following conditions: - The CCG Location - The current consumption program - The CCG provided reliable programs on previous days (critera to be determined) - Technical network feasability - The CCG has signed with GRTgaz an agreement of program disclosure to its shipper Supplier s Obligations: - Notification: ditto - Nomination: the Supplier must have the program transmitted by the CCG modified within 3 full hour after the Transaction Selling : ProgramCCG After = ProgramCCG Before Quantity Sold Buying : ProgramCCG After = ProgramCCG Before + Quantity Bought And the new program must translate into daily delivered quantities to the CCCG - No change of the program and the delivered quantities in the opposite direction of the Transaction 17
