1 E-2-1 AIRPORT OPERATIONS MANUAL AIRFIELD OPERATIONS 30 April Overview PART E SECTION 2 AIRBRIDGES 1.1. Airbridges are installed at all frontal stands of the Passenger Apron to facilitate passenger boarding and disembarkation. All airbridges units are apron drives which are capable of lateral movements. Most parking stands at T1 Passenger Terminal and Midfield Concourse are equipped with two airbridges except Stand N20 is served with 1 airbridge, while Stand E15, N64, D212 and D216 are served with 3 airbridges. The inner one serves the front door (L1) and the outer one serves the mid door (L2) of wide-bodied aircraft. Narrow-bodied aircraft parking at stand equipped with two airbridges are served by the outer airbridge at the L1 door. A few wide-bodied aircraft are served by the outer airbridge at either the (L1) door or (L2) door. There are altogether 8 stands at T1 Passenger Terminal and Midfield Concourse capable for A380 operation. On parking stands namely N60 and N62, the inner bridge serves the main deck door (L1) or (L2) and the outer bridge serves either the main deck door (L2) or upper deck door (U1). On parking stand namely N64, D212 and D216 the inner bridge serves the main deck door (L1), the middle bridge may serve the main deck doors (L1) or (L2) and the outer bridge serves upper deck door (U1). On parking stand namely S23, the inner bridge serves the main deck door (L1) and the outer bridge serves either the main deck door (L2) or upper deck door (U1). On parking stand namely E15, the inner bridge serves the main deck door (L1), the middle bridge may serve the main deck door (L2) while the outer bridge serves the upper deck door (U1). 2 E-2-2 AIRPORT OPERATIONS MANUAL AIRFIELD OPERATIONS 28 December Authorization of Use The airbridges shall be operated only by approved, including the personnel of the ramp handling licensee, who has received the approved training on the operations of airbridge and certified by the Airport Authority (AA). 3. Operating Procedures 3.1 At least 15 minutes before the aircraft enters the stand and prior to the operation of airbridge, the airbridge shall: (c) (d) (e) (f) (g) (h) (i) perform function check on all controls of the airbridge; ensure no vehicle or equipment is parked beneath or in the maneuvering area of the airbridge as demarcated by red hatched box ground marking; check the canopy is fully raised; ensure the airbridge vestibule is fully retracted and clear from the aircraft path; adjust the airbridge cab to suit the incoming aircraft type. The auto level arm is intact and retracted; inspect audible and visual alarms; after completion of the checks, the airbridge shall turn off the airbridge and advise the line maintenance licensee/ramp by putting up a sign at the airbridge to indicate that they may now proceed with checks on the Fixed Ground Power and Pre-conditioned Air; and switch on the pre-cooling of the airbridge; and preposition the inner airbridge away from the outer airbridge as much as possible in case a narrow-bodied aircraft is parking at a stand with two airbridges. 3.2 When the aircraft comes to a stop in the stand, the airbridge shall switch on the airbridge and obtain a thumb up hand signal from the headset man of the line maintenance crew before docking the airbridge to the aircraft. This clearance should be issued only after the aircraft wheel chocks are in place, the engines have shut down and the aircraft anti-collision beacons are switched off. The shall ensure that:

3 E-2-3 AIRPORT OPERATIONS MANUAL AIRFIELD OPERATIONS 31 March 2016 (c) (d) (e) (f) the audible warning and flashing lights are operating when the bridge is moving; the airbridge is adjusted to line up the cab with the aircraft door; the aircraft passenger door remains closed till the airbridge has been correctly docked; visual check on the aircraft door and surrounding is performed prior to final docking of the airbridge to the aircraft. when the airbridge is docked to the aircraft the auto-leveller is properly engaged; the safe clearance of the airbridge from the aircraft door is maintained during loading or unloading; whenever the safe clearance is reduced, the airbridge must be repositioned; before repositioning, the aircraft door is closed and the airbridge manoeuvring area is clear of vehicles/equipment; and when serving Combi aircraft the airbridge to be withdrawn from the aircraft door during loading and unloading of heavy cargo in accordance with the airlines company policy if so required. 3.3 All aircraft parking at frontal stands are required to operate in accordance to the Auxiliary Power Unit (APU) Ban Policy. 3.4 If the Auxiliary Power Unit (APU) is unserviceable and FGP is required to be connected to the aircraft before engine shutdown, the line maintenance crew will give a hand signal (open left hand horizontally and move finger tips of right hand into and touch open palm of left hand forming a T ) to the airbridge to stop the airbridge 1 to 2 metres short of the aircraft to facilitate connection of FGP before final docking. 3.5 In the event that both the APU and FGP are unserviceable, the airline should inform both the Apron Control Centre (ACC) and the line maintenance franchisee that the APU of the arriving aircraft is unserviceable prior to its arrival and the line maintenance franchisee should report the FGP fault to ACC who will then assess the need to change the parking stand. If a stand change is impracticable, ACC should advise the line maintenance franchisee to arrange for a Ground Power Unit (GPU). ACC shall also alert the Operation Officer, Airfield assigned to monitor the arriving aircraft to ensure that the ground service activities shall not commence till all the aircraft engines are shut down. 3.6 To facilitate airbridge docking for passenger disembarkation while waiting for the GPU, the headset man will inform the pilot to shut down the portside engines, with only the starboard engines still running and the anticollision lights of the aircraft remain activated. After the portside engines are shut down, the headset man will signal to the airbridge to dock the airbridges for passenger disembarkation.

4 E-2-4 AIRPORT OPERATIONS MANUAL AIRFIELD OPERATIONS 28 December Before the retraction of airbridge for aircraft departure, the airbridge shall ensure that: (c) the aircraft passenger door must be closed; FGP and PCA are fully disconnected; and vehicles or equipment do not obstruct the movement of airbridge. 3.8 Retract the airbridge and shut the swing doors. Visual check on the aircraft door and surrounding is performed during airbridge retraction. 3.9 For aircraft parking at frontal stands, line maintenance franchisees will notify the airbridge in advance if FGP is required to remain connected to the aircraft till engine start-up. Before full retraction of the airbridge, the airbridge s shall obtain a thumbs-up hand signal from the line maintenance franchisee and ensure sufficient length of FGP cable has been released. However, the following airbridge retraction procedures shall apply: If the aircraft is parked at the main centerline, full retraction of airbridge is permitted. If the aircraft is parked at the auxiliary centerline, airbridge should be retracted to the main centerline position before engine starts. Full retraction of airbridge is only performed following the complete retrieval of FGP cable. 4. Contingency Measures of Failure Airbridges 4.1 In the event the airbridge fails during docking with an arrival aircraft: (c) (d) IAC-ACC to coordinate with the airline or handling agent to decide whether arriving passengers will be transferred by buses to APV arrival channel or directly from the parking stand to passenger terminal by using the fire exit stairs on fixed link bridge. IAC-ACC to deploy sufficient number of buses if the APV arrival channel is to be used. IAC-ACC to coordinate with airlines or handling agent and other ramp s to coordinate the aircraft doors to be used for passengers disembarkation, other aircraft ground servicing to be suspended and sufficient staff are deployed on the parking stand to guide the passengers. If the aircraft is a quick turnaround flight, IAC-ACC to ensure the safety precautionary measures in Para.4.1 (c) are followed in the embarkation of departure passengers via the fire exit stairs on the fixed link bridge. 4.2 In the event of an emergency need to stop the airbridge, the Emergency Stop Button should be activated which will override the auto mode at the control console.

5 E-2-5 AIRPORT OPERATIONS MANUAL AIRFIELD OPERATIONS 31 July Should a system failure occur which render the retraction of the airbridge inoperable, the airbridge can be retracted manually or by means of a towing tractor. 5. Measures for Retracting Airbridges under Strong Wind Condition 5.1 In accordance with the recommendation by the manufacturer, airbridges should be withdrawn from operational use when prevailing wind reaches 40 knots (75 km/h) and be tied-down when prevailing wind reaches 77 knots (140 km/h). 5.2 Under the influence of certain strong wind conditions, aircraft parking at the frontal stands, in particular to those carrying only light load, have a tendency of jerky movements both vertically and laterally. This may cause displacement of the aircraft from the parked position, resulting in damage to both the aircraft and the adjoining airbridge. 5.3 When wind speed reaches 25 knots (or 45 km/h), Passenger Terminal for all frontal stands other than E15, N64, D212 and D216 and serving aircraft up to Code E, the inner airbridge will be retracted from the aircraft door. Passenger embarkation or disembarkation shall be conducted using the outer airbridge. for frontal stands S23, N60, N62 and N66 serving an A380 aircraft, the inner airbridge will be retracted from the aircraft door. Passenger embarkation or disembarkation shall be conducted using the outer airbridge at main deck only. (c) for frontal stand E15, N64, D212 and D216 serving aircraft up to Code E (inner airbridge is normally not in use), the middle airbridge will be retracted from the aircraft door. Passenger embarkation or disembarkation shall be conducted using the outer airbridge. (d) for frontal stand E15, N64, D212 and D216 serving an A380 aircraft, the middle airbridge will be retracted from the aircraft door. Passenger embarkation or disembarkation shall be conducted using the inner and outer airbridges at main deck only. 5.4 When wind reaches 35 knots (or 65 km/h), Passenger Terminal for all frontal stands other than E15, N64, D212 and D216 and serving aircrafts up to Code E, the outer airbridge will also be retracted from the aircraft door. However, upon request from the airline, the outer airbridge may still be used for passenger embarkation or

6 E-2-6 AIRPORT OPERATIONS MANUAL AIRFIELD OPERATIONS 31 July 2017 disembarkation, cabin services, and maintenance services inside the cabin in the presence of an airline staff or representative at the aircraft door to monitor the condition of aircraft, together with an airbridge to monitor the operation of airbridge throughout the period when it is docked to the aircraft. for frontal stands S23, N60, N62 and N66 serving an A380 aircraft, the outer airbridge will also be retracted from the aircraft door. However, the outer airbridge may still be used at the main deck for passenger embarkation or disembarkation, cabin services, and maintenance services inside the cabin under the conditions as stated in. (c) for frontal stand E15, N64, D212 and D216 serving aircraft up to Code E, the outer airbridge will also be retracted from the aircraft door. However, the outer airbridge may still be used for passenger embarkation or disembarkation, cabin services, and maintenance services inside the cabin under the conditions as stated in. (d) for frontal stand E15, N64, D212 and D216 serving A380 aircraft, the inner and outer airbridges will also be retracted from the aircraft door. However, the outer airbridge may still be used at the main deck for passenger embarkation or disembarkation, cabin services, and maintenance services inside the cabin under the conditions as stated in North Satellite Concourse (NSC) Airbridge will be retracted from the aircraft. However, upon request from the airline, the airbridge may still be used for passenger embarkation or disembarkation, cabin services, and maintenance services inside the cabin in the presence of an airline staff or representative at the aircraft door to monitor the condition of aircraft, together with an airbridge to monitor the operation of the airbridge throughout the period when it is docked to the aircraft. The airbridge must be retracted from the aircraft if the condition became hazardous, or as soon as passenger embarkation or disembarkation, cabin services and maintenance services inside the cabin are completed.

Note 2: Operation of S23, N60, N62 & N66 when serving aircrafts up to Code E shall follow the instructions under All frontal stands other than E15, N64, D212 & D216 Note 3: The inner airbridge is not in use when serving aircrafts up to Code E 6. Safety Precautions 6.1 When the airbridge is docked against the aircraft, ramp handling licensee must ensure that an airbridge is present in the stand throughout the parking of the aircraft. 6.2 When the airbridge is docked against the aircraft, a 15 cm minimum safety margin must be maintained between the aircraft door sill and the bridge head floor. 6.3 After the docking of airbridge, the control panel of the airbridge must be switched to automatic mode. 6.4 Ramp handling licensee appointed airbridge must be alert of any irregularities of the airbridge throughout the period that the airbridge is docked against the aircraft. In the event of auto mode failure or irregular movement, the should switch to manual mode, immediately retract the airbridge and report the discrepancy to IAC-ACC. Airlines personnel and Ground Operators, whoever present in the ALB should also alert the appointed airbridge of IAC-ACC for any alarm and irregularities of the airbridge.

8 E-2-8 AIRPORT OPERATIONS MANUAL AIRFIELD OPERATIONS 28 December The airbridge must be retracted and parked properly before the aircraft vacates the stand or when the airbridge is not required to serve an aircraft. 6.6 Ramp handling franchisees are recommended to use the Safety Shoe when it is provided at the airbridge as an additional safety device subject to the airlines company policy. 6.7 The airbridge service door shall remain closed during movement of the airbridge. Nobody shall use the service steps to access or exit the airbridge during movement of the airbridge. 6.8 The airbridge service door must be closed after used. The door can be temporarily kept open for unloading of cabin waste but must be closed after completion of the unloading. 7. Fault Reporting 7.1 When a fault is found on the airbridge, the airbridge, airline or ramp handling licensee supervisor shall report the fault immediately to IAC ACC. 7.2 IAC-ACC shall immediately inform Fault Response Team Management Office (FRTMO) on the fault and Technical Services Department (TSD) of AA shall respond immediately and inspect the airbridge. 7.3 Airfield Department (AD) of AA will inspect the airbridge and assess the impact of the fault in conjunction with TSD. 7.4 If the fault may impair the safety of passenger boarding or disembarkation, movement of passengers must be suspended till sufficient safety precautions are in place. AD shall coordinate with TSD for the repair of airbridge. 7.5 TSD shall report to ACC when the airbridge can resume service and the cause of the breakdown. 7.6 TSD shall furnish a report on the availability of all airbridges to the Airfield Operations Centre on a daily basis.
