3 Purpose Purpose List Protect the health, safety, and general welfare; Protect the constitutional right to free speech while not creating a nuisance to neighboring properties and upon the Village as a whole; Support the desired visual character of the Village; and Prevent traffic hazards. 3
4 Design Guidelines Provide general standards to support the purpose statement, include Legibility Relationship of signs to their surroundings Relationship of signs to the building and site locations The quality and craftsmanship of signs 4
5 Area of Sign Copy 5
6 Prohibited Signs For the most part maintained existing provisions. Refined definition of vehicular signs. Vehicular signs shall not be parked on a public right-of-way, public property or private property so as to be visible from a public right-of-way where the apparent purpose is to advertise a product or direct people to a business or activity located on the same or nearby property Prohibited neon window borders. Prohibited video signs (i.e. televisions) except in conjunction with gasoline pumps. 6
7 Exempt Signs 1 Made refinements & additions. Political Signs 3 signs with a total area of 20 sq. ft. Not to be displayed longer than 15 days after the election on non-residential property. New State law prohibits time limits for display on residential property. Holiday Decorations 45 days before and 90 days after holiday. 7
8 Exempt Signs 2 Celebratory Signs Allowed in residential districts for a 14 day period. Window Signs Temporary 2 per window for not more than 30 days. 50% of any business window; 75% of a supermarket window. Home Occupation Sign (Nameplate) 48 sq. inches in R-1 & R-2. Added Public Notice Board Kiosks. 8

10 Signs Requiring a Permit 2 Signage in Business & Manufacturing Districts Total Signage = Qualifying for Ground Sign = 3 Times the Wall Frontage of a Building. Not Qualifying for Ground Sign = 2.5 Times the Wall Frontage of a Building 1 frontage = 500 sq. ft. maximum 2 frontages = 800 sq. ft. maximum 3 or more frontages = 1,000 sq. ft. maximum Sites require a Comprehensive Signage Plan. 10
11 Wall Signs Can be on any wall or R.O.W. frontage. No specific limit on number. Every sign after 1 st must be no more than 50% the area of the 1 st. Cannot extend above roof line. No stacking of signage from different businesses. 11
12 Number of signs Ground Signs 0-99 feet of R.O.W. frontage: No sign feet of R.O.W. frontage: 1 sign 600 feet of R.O.W. frontage: 2 signs Area As part of overall total signage Height 10 Tenants or less: 20 ft. 10 Tenants or more; 120K sq. ft.: 22 ft. 500K sq. ft.: 32 ft. In a manufacturing district: 20 ft. Materials for Monument Signs Brick, stone, or decorative masonry 12
13 Other Signs Window Signs Permanent: Area as part of overall total signage. Neon sign not more than 15% of window area. Electronic Message Center Sign Allowed as a permitted sign if it meets certain conditions, otherwise it requires a special use permit. Max. 25% of ground sign without a special use permit. 13
14 Special Use Signs Any sign not covered in the ordinance. Painted wall signs. Drive through reader board signs Exempt, if It has an attached sign that is not greater than six (6) square feet in area; It is internal to the lot; and The lot upon which the sign located does not abut a lot zoned in a residential district. 14
15 Temporary Signs Types of Temporary Signs Banners, Bunting, Flags, Inflatables, Pennants, & Searchlights, Permits issued by Community Development Director for: Public Interest Occasions 14 Days Before & 7 Days After Grand Openings 90 Days Special Events 4 week period maximum 4 times per year with 1 month between events. 15
16 Administration Existing signs that received permit are legal nonconforming. Must be removed - Neon window borders within 5 years. All other signs by As is currently, any sign that required a permit that does not have one is unlawful and can be taken down. Implementation will be incremental and occur as signs are updated. 16
