3 About Eco-Depots What is an eco-depot? An eco-depot is not a landfill An eco-depot is a new and improved way of managing solid waste throughout the TNRD. The focus of the eco-depot concept focuses on waste reduction rather than disposal. The site will allow users to separate recyclable material from waste destined for landfill. The site may include a compost site in the future. Any waste that cannot be recycled, composted, or is part of a Product Stewardship Program will be collected and transferred to the Heffley Creek Landfill. Users will be charged tipping fees for waste to be sent to a landfill. Why is an eco-depot needed? The 2008 TNRD Solid Waste Management Plan identified the need to close and/or consolidate several landfills and transfer stations in the TRND The Chase landfill was identified to be closed as it has reached capacity and there is a need to address environmental issues and improve waste management operational efficiency. The new eco-depot in the South Thompson area would replace the Chase landfill and potentially nearby transfer stations
4 Add Text Site Design Template How the eco-depot site will be used: 1.) Once users enter the site, they will be directed to drop off any items that can be re-used at the Drop and Shop Building. These will be unwanted items that can be resold and/or given away to others; 2.) Users will then drop off all recyclables and other waste part of product stewardship (i.e. used oil, paint, batteries, tires, propane tanks, etc.); 3.) Users will have their vehicles weighed with their remaining waste (waste that is to be transferred to a landfill); 4.) Remaining waste will be disposed of at the tipping floor building; *The use of enclosed containers and the tipping floor building significantly reduces the potential for leachate and ground contamination 5.) Once waste is disposed of, vehicles will be re-weighed and the user will be charged based on the weight of waste disposed.
5 Maple Ridge Site Collects 18,000 tonnes/year (approximately 2.5 times more than the South Thompson Area Eco-depot)
6 Materials to be Collected Solid waste This will include waste collected by the Village of Chase, as well as waste dropped off by residents of the broader South Thompson area including Turtle Valley, Adams Lake Indian Band, Neskonlith Indian Band, Pritchard and Monte Lake Commercial waste from businesses and industries Demolition, Land Clearing, and Construction (DLC) waste there will be opportunities to separate these materials and divert it from the general waste stream Recyclables All plastics, paper, glass, scrap metal, tires, fridges, freezers, stoves, propane tanks Product Stewardship Used oil, paints, batteries This may change as provincial programs evolve Compost Green waste (tree branches, leaves, grass, etc.) Compost would go directly on the ground and be decomposed there (windrow composters). Compost could be sold to the general public What won t be collected Slaughterhouse waste Contaminated soils the site will not receive contaminated soils to be the subject of bio-remediation, which is the use of specific plants and microbes to clean contaminated soil Sewage sludge/biosolids
7 Other Issues Odours Major methods to control odours are Keeping garbage in a covered, enclosed area Transfer garbage from Eco-Depot to Heffley Creek Landfill on a daily basis During hot days, using an odour controlling surfactant such as EnviroChem or OdorEze if odours are an issue Wildlife Management All food waste will be enclosed and offlimits to large animals and birds Pest control for smaller animals and insects may be used Eco-depot site will be fenced with electric fencing used for bears if necessary
8 Site Selection Process How will an Eco-depot site be selected? Important site characteristics are identified Preliminary screening process is undertaken to determine land that is less suitable for an eco-depot List of potential sites is developed Site options are reviewed in greater detail to compare the pros and cons of each site Site selection process was reviewed with Village of Chase Council on November 3, 2009, public consultation sessions in Pritchard and Chase in December 2009, and tonight with the Pritchard community Preferred site is identified after consultation Tenure is secured on the preferred site and site is developed for an eco-depot
9 Eco-Depot Operational Characteristics Estimated quantity of materials entering the Eco-Depot: Total refuse quantities: 6,200 tonnes/year including demolition, landclearing and construction (DLC) waste: 500 tonnes/year Recycling: 200 tonnes/year Traffic Generation: Total vehicles in and out: about 32,000 or about 125 vehicles of various sizes per day assuming 5 days/week operation (8 am - 6 pm operational hours) 90% of vehicles will be pick-up trucks and cars Truck traffic will be generated between 6 am and 6 pm, 7 days a week Inbound: Public vehicles: about 26,000 vehicles/year - mainly pick-up trucks and cars Municipal haulers: about 500 large vehicles per year Ministry of Transportation contractors, BC Parks and other contractors: 350 loads/year - Tandem trucks and trailers Outbound: Garbage: 200 trips per year to Heffley Creek landfill DLC: 100 trips per year to Heffley Creek landfill or to processors if source separated TNRD 50-yard refuse containers: 75 containers/year - tridem roll-off trucks with pups Recycling: up to trips per year Trucks hauling outgoing refuse will typically be B-train self-dumpers or 53 walking floor trailers Capital Costs Capital costs for the Eco-depot is estimated to be $2,000,000 and includes: Planning, design and land purchase Power, phone and utilities Construction: clearing, earthworks, road construction, tipping floors, pads, paving, retaining walls Structures: scale house, drop-off area, disposal area Clean energy system: solar arrays and on-grid connections Weigh scale facility Equipment: skid steer and loader Recycling containers and waste diversion areas Compost facility Operating expenses estimated to be $630,000 per year
10 Preliminary Screening A list of screening criteria was identified to help determine land that has less suitability for an eco-depot. Criteria includes: Floodplains based on the 200 year floodplain Riparian Areas 30 m buffer of streams and other waterways Agricultural Land Reserves (ALR) Parks this included provincial parks Existing Developments land that is already developed Parcel size <2.5 ha any parcel less than 2.5 ha is unsuitable First Nation Reserves Slopes >30% Land that is subject to one or more of the conditions listed above is less suitable for an eco-depot

12 Chase Landfill Site Characteristics Advantages Relatively close to Chase and existing landfill Lease costs are low for Crown land Site Location Disadvantages Steep access road (Chase Creek-Falkland Road) Access and site subject to greater snow accumulation during the winter compared to valley locations Steep topography a challenge for site design Due to site area requirements for the new Eco-depot, Chase Creek-Falkland Road may have to bisect the site Elevation and road grades; site access can be difficult in winter Would require residents of Pritchard area to drive further Preliminary Screening Aerial Perspective

14 Pritchard Site Characteristics Advantages Central location more easily allows consolidation of several transfer stations and closed landfill (i.e. Chase, Pritchard and Monte Lake) Less snow and winter driving conditions Reduces transportation costs and greenhouse gas emissions Potential to partner with community on well/reservoir for fire protection Employment for 3 4 attendants Good access and mild grades from Highway # 1 Topography and soils are ideal More amenable for composting due to elevation Ensures continued access to transfer station in Pritchard area (other options would likely result in the closure of the Pritchard transfer station) Cost effective solution Disadvantages Travel distance farther from the eastern end of TNRD boundary Site Location Preliminary Screening Aerial Perspective Other Issues If an eco-depot is not located in Pritchard, there will likely be no waste transfer facility in the immediate vicinity of Pritchard

19 Pritchard Transfer Station Upgrading Purpose of the upgrading: To allow the new Village of Chase collection truck to drop-off curbside recycling and refuse into the bins at the new lower drop-off area. Advantages: Allows the Village of Chase to start their new automated curbside cart collection system for recycling and refuse on an interim basis until the new eco-depot is constructed. The garbage will be hauled from Pritchard to the Heffley Creek landfill and will help conserve the rapidly dwindling volume of landfill space left at the Chase landfill. Upgrading Details: Concrete lock blocks: 100 Fill placed and compacted: 2,100 cu.m. Total installation cost: $50,000
