1 Clarification of ITB Amendment No. 1 Pre-Bid meeting Minutes Excavation and leveling of the Jericho Agro Industrial Park Date & Time Location Contractors 04 October 11:30hrs Jericho Municipality Engineering Department Various to view this Addendum on Dear Participants, This correspondence pertaining to the above-mentioned project; should be considered as an integral part of the tender documents. The site visit and pre-bid meeting were held on Monday 04 October 2010 at the Jericho Municipality and at the project site. The following clarifications respond to inquiries raised by the contractors and will be considered as part of the tender documents: 1. Category and minimum Classification required: Classified by the Ministry of Public Works and Housing / Palestinian Contractors Union as Grade one (1) and two (2) in Roads Construction. 2. Participation of Joint Venture Companies: Joint Ventured companies can participate in the bidding process, in condition that the prime company of the joint venture shall meet the minimum qualification criteria mentioned in the ITB document. A consistent history of litigation or arbitration awards against the Applicant or any partner of a Joint Venture will form a ground for disqualification. 4A Yakubi St., Jerusalem, 91191, P.O. 2 3. Clarifications on the approved dump location. How and with whom the contractor should coordinate? The contractor should coordinate with Jericho Municipality before signing the contract. 4. In item 1.2, what are the specifications of second Class sub grade? It is Base course Second Class. 5. In item 1.4, more clarification is required on the mixing and spreading of the cement layer? When reaching the desired level, before compact the natural ground, a layer of cement is required to be spread on top of the natural ground in order to strengthen the weak clay and make it ready to receive the designed layers. 6. In item 2.1, what is the length of the steel angle that should be embedded in the concrete (30 or 40 cm)? 30cm. Please view the attached revised B.O.Q 7. Also in item 2.1, more clarification is required on the 16mm one size aggregate? Since 16mm is not provided in the local market, 19mm aggregate can be used but one size aggregate. Please view the attached revised B.O.Q 8. In item 5.2, what is meant by cement covering? In item 5.2 cement covering refers to the act of laying 8cm concrete round the pipes for protection. 3 9. In item 5.2.1, Is it permissible to utilize local made UPVC 10 pipes which is equivalent to the specified HOLUIOT? Yes, Royal SN.8 can be used. 10. Does rehabilitation of the existing building in item 5.1 include air conditioning units? Yes, it does. Just For clarification, those are the items that should be included when pricing the bid: 1. Cleaning the existing building before starting any activity. 2. Terrazzo tiles 30X30X2.7 (no.6) and skirting (30X7cm). The price should include laying fill below tiles and all needed works. 3. Ceramic floor and walls tiles in kitchenette and restrooms. 4. Aluminium windows (NAPKO 7700 sliding 3 & double Glass ) 5. Steel doors double sheet 2mm from both sides and steel protections for windows. 6. Painting work for wall and ceiling. 7. Insulation works included inclination slab concrete for roof and asphalt roll thick 4mm. 8. Wall parapet 50cm high at roof and stone coping thick 5cm and width 30cm. 9. Sanitary works for kitchenette and restrooms. 10. Electrical Works. 11. Air-conditioning LG 1 ton for each room or any other equivalent European manufacturer. 12. 4 11. What is the status of the existing steel portable containers on the site and who s responsible of removing them and where? This has to be arranged with the owner. 12. If the work is going to start before finishing item no 5.1 (rehabilitation of the existing building) since this building is going to be used as a site office for the consultants? Rehabilitation of the existing building should be completed at the first stage. The contractor when getting approval to start working on the bid has to provide a working schedule to the owner who will have the opportunity to accept it or ask for a revision. Moreover, if the contractor has a problem in finishing the rehabilitation of the building in a short time, he can suggest having a mobile office on site _ other than the mobile office for his engineers _ for the use of the PIEFZA, all visitors and supervising engineers _ until the rehabilitation is completed. 13. If the work is going to start before item no 3 (soil test) since the design of the pavement structure might depend on the results of this study, if not in both 1 & 2 you have to allow some extra period to finish those two items. No excavation work or any other work can be done before getting the results of the soil test except for the rehabilitation of the existing building. 14. Is the rehabilitation of the existing building in item no 5.1 includes furnishing the office with furniture and IT system or not please clarify? Yes, it does (Please refer to point in page # 3). 15. In item 1.6 please clarify if the excavated material can be used in this work since the description of the work in this item state that (laying a layer of natural ground soil).
