4 EXECUTIVE SUMMARY At the moment, Bulgaria has not developed a National ITS Architecture. The main objective of this report is to provide vision and proposal of ITS community in Bulgaria about development, design and implementation of Bulgarian National ITS Architecture. 7 1. INTRODUCTION 1.1. Short outline of SEE-ITS project Transport integration of TERN is a fundamental pre-requisite for SE Europe regional cohesion and development. On the other hand, ITS applications are key tools to support efficient infrastructure management and traveller information on TERN. In order to maximise benefits out of ITS deployment, SEE-ITS aims at stimulating co-operation and interoperability between isolated ITS applications so as mobility is supported seamlessly throughout TERN motorways, secondary and urban/per urban road networks, as well as with their interfaces to other modes, such as surface public transport, ports and inland waterways. SEE-ITS will develop an institutional and technical framework through which SEE organizations and countries can harmonise ITS specifications and define generic collaboration model based on acceptable scenarios. Furthermore, the project will execute focused pilots to assess the scenarios, perform impact analysis, benefit by the ITS industry participation in the project and deliver a Regional Framework, a User Forum and a long term plan for viable future investments Aim of the report At the moment, Bulgaria has not developed a National ITS Architecture. The main objective of this report is to provide vision and proposal of ITS community in Bulgaria about development, design and implementation of Bulgarian National ITS Architecture in the future, by: benefits of ITS Architecture the risks of this there is no such architecture what and who are expected to be included from the technical, institutional and business perspective how the Bulgarian architecture refer to the European ITS Architecture The main benefits of using ITS systems are: Safety Improvement Increase Economic Productivity Reduced Energy Use Mobility/Accessibility Improvement Increase Efficiency Improved Quality of Life Deliverable D4.3.4: Guidelines/proposals for the revision of ITS architecture in Bulgaria 6

9 2. BACKGROUND 2.1. Necessity for a National ITS Architecture Problems due to the lack of a national ITS architecture At the moment in Bulgaria we have no any vision, strategy or plan for development and use of ITS systems. There are no adequate and effective working ITS applications in the country. We have only a few pilot projects, but no final implementations as a result of operational or action plan. Therefore are not enough effective and intelligent traffic management in or out of cities in Bulgaria. Transport systems for the goods and passengers are not sufficiently effective too. In large cities there are already significant traffic jams where from the one side we losing a lot of time and from other side have significantly environment pollution from emissions emitted by cars. Users of transport infrastructure are not sufficiently informed about the conditions and problems arising from the use of infrastructure, with the result that, can not effectively optimize and prioritize their travels. Management and operation of Public Transport is not efficient enough. Reasons for the non-existence of architecture The main reasons for the non-existence of ITS architecture are lack of: ITS expertise Surveys or studies of supply and demand of ITS services in the country as well as the extent to save money on their use the responsible authorities are not used solutions based on ITS on current planning, development and management of transport systems Implemented systems based on ITS technologies for transport management Implemented systems for electronic toll systems and e-ticketing Cooperation and communication between business and government Developed standards, procedures and formats for data exchange and harmonisation with EU legal framework Political goodwill Complexity of ITS systems 2.2. Possible actions undertaken so far ITS Bulgaria identifies several parties that should be involved in ITS Architecture development and they are: ITS Bulgaria; MRD; MTITC; Deliverable D4.3.4: Guidelines/proposals for the revision of ITS architecture in Bulgaria 8

10 RIA; National Company Strategic Infrastructure Projects; National Association of Municipalities In the Republic of Bulgaria National Association of Transport Operators; AEBTRI; As a result of discussions between members of the ITS Bulgaria is determined that it is best to separate these two teams: The Team developing the architecture of ITS Bulgaria, MTITC and MRD - max 5 persons; Review Team - a working group structured by the other participants 1 person from each interested partner. 11 3. PROPOSAL FOR A HIGH-LEVEL NATIONAL ITS ARCHITECTURE 3.1. User needs Before describe the different needs we need to identify the main users. We believe that as a result of the development of the National ITS architecture will be used from: Consumers using direct infrastructure and information systems Users of the national and municipal roads outside urban areas; Urban transport users; Public Transport Operators- urban, suburban and railway; Operators of freight transport and logistics centres; Users of a combined transport - road, rail, air The owners and operators of systems for traffic management and authorities responsible for the maintenance and operation of infrastructure. Asset management and maintenance of the national road network RIA and NCSIP; Asset management and maintenance of infrastructure in the urban area - municipalities and municipal enterprises; Operators of traffic control and management centres; Parking management and control operators and; Operators of Public Transport management Manufacturers, suppliers and system integrators of equipment and software Manufacturers and suppliers of equipment software; Communication infrastructure - telecommunications companies; Traffic Management and Control Centres - Systems Integrators and Transport Operators; Software Applications - collection, processing, management, control, distribution and visualization of information; Suppliers of specific equipment - vehicles for public transport Service Providers information and consultancy servises Feasibility studies, analyzes and strategies Developing specific project proposals and solutions Audit and Monitoring - toll systems e.g Government and municipal authorities who are responsible for creating the legal and institutional framework for the ITS implementation - State: MTITC, MRD, MI, RIA, NCSIP, NRIC Deliverable D4.3.4: Guidelines/proposals for the revision of ITS architecture in Bulgaria 10

13 4. CONCLUSIONS 4.1. Actions towards interoperability The ability to integrate systems greatly increases their potential. By complying with the European ITS Framework Architecture, not only will applications work together, but they can be made inter-operable at a European level, a feature of growing importance. Inter-operability encompasses the technical, operational and organisational aspects, and implies the harmonious and complementary functioning of the overall systems Final concluding remarks In Bulgaria up to now there is no experience regarding the implementation of ITS systems and therefore no developed the National ITS Architecture. Development of ITS National Architecture will become a tool for planned development and deployment of ITS solutions from both government and business. Using the experience of the EU countries is an important and useful for accelerating the time to develop the ITS architecture and reflect the best practices in EU.
