2 About the Group The role of Human Resources (HR) is to ensure that the Ministry has the people and culture to deliver on the Government s priorities. HR provides high-level strategic and operational advice and support to the Chief Executive Officer, the Senior Leadership Team, and Level 3 and 4 managers to ensure that effective HR strategies are developed and integrated into all business strategies and plans. This will help to build a high performing Ministry. HR is also responsible for the design and delivery of a range of Ministry-wide HR policies, operational HR processes, and systems aimed at ensuring that managers have access to the best possible advice, support, and systems to motivate, develop and manage their people. About the Position The role contributes to the design, development, implementation and maintenance of people capability solutions for the Ministry and provides advice and support on these areas to HR Business Partners and the business. Key Accountabilities The following key accountabilities of this role assist in delivering the Ministry s purpose. Development, implementation and maintenance of people capability solutions: Contribute to the development, implementation and maintenance of frameworks, tools, and systems and solutions, working closely with other members of the PC Team. Design, develop and implement learning and development and leadership development initiatives, including the entry level development programme for foreign policy and development officers. Design and develop a range of interactive and engaging tools and resources to support learning. Develop and maintain People Capability systems including the online catalogue and booking system, intranet and resources. Effectively monitor budget for PC activities. Manage nominations for leadership development programmes as part of the annual talent process. Advice Provide sound advice on people capability frameworks, tools and systems to the HR Business Partners, managers and other stakeholders. Assist in effectively up-skilling and coaching managers including those at Post, on the HR and people capability responsibilities and requirements of their roles. Share personal skills, knowledge, and expertise within the HR Group and Ministry. Keep abreast of HR/capability development best practice and advise on the implications of best practice and business changes on the Ministry and HR management practice. 3 Develop strong working relationships with the HR Business Partners, and the Senior Adviser and Principal Adviser in the People Capabilities team to ensure an integrated approach to people capability solutions. Develop strong working relationships with managers and staff across the Ministry as part of developing and embedding initiatives. Develop strong working relationships with relevant training providers, including suppliers on the People Capability Provider Panel.Contribute to the alignment of programmes and activities across the Ministry and promote and foster cooperation and collaboration. Actively participate as an effective member of the HR Group and ensuring a collaborative culture, commitment to the direction of HR, and achievement of agreed outcomes. Proactively identify opportunities for sharing information and learning. Actively seek external input and advice. Reporting Provide regular reporting for the People Capabilities team as required. Monitor effectiveness of processes and procedures. Monitor and evaluate effectiveness of learning and development initiatives and use data to inform future programmes. Project Management Contribute to people capability development activities/projects. Network appropriately to ensure project success across the Ministry, directly or indirectly. Manage robust procurement processes including oversight of tender processes, statements of work and contract management. Organisational Responsibilities Understand the Ministry s strategic framework and how this role contributes to the work of the Ministry. Understand and apply the strategic context in which the Ministry operates, including priorities and perspectives of the Ministers, partner agencies, and external stakeholders. Understand tikanga and Treaty of Waitangi principles and have sufficient appreciation of Te Reo Māori to be able to apply the Ministry Māori dimension, underpinned by Ministry values, in a way that is relevant to the context of our business. Qualifications, Skills, Knowledge & Experience The following are required: Qualifications Skills An HR-based or other relevant tertiary qualification related to people capability development is desirable. Ability to convey complex information logically and concisely in both written and oral forms. Ability to research and analyse issues and develop appropriate recommendations Strong oral and written communication skills. Strong interpersonal skills. Ability to work under pressure. Ability to work as part of a team. Ability to work with staff from all levels of the organisation. Ability to contribute to the development and design of fit for purpose training solutions. Ability to facilitate and coordinate tasks. Good policy formulation skills and sound judgement. Sensitive to and appreciative of EEO issues. Ability to work with people from other cultures. The ability to facilitate complex tasks in a multi-disciplinary environment. Ability to act as facilitator in a range of instructional environments. Experience At least 2 years experience in HR, preferably in the area of people capability development/od delivery and implementation. Experience in the design, development and delivery of learning and development initiatives, information systems and associated resources.
