1 Plan, coordinate and conduct fire safety and life safety surveys of all buildings, processes and practices related to the pipeline-related operations. Enforce the state adopted codes and other national standards pertaining to fire and life safety requirements. Prepare reports detailing deficiencies found, corrective actions required, then establish correction compliance dates and carry out follow-ups until all deficiencies have been abated. Review building construction plans and specifications for all pipeline-related projects to assure compliance with state adopted building, fire, mechanical and Alaska fire safety codes. Reviews include remodels, renovations and repair of existing buildings, new buildings, fire sprinkler and alarm systems, fuel tank installations and others. Prepare building records from construction documents and prepare other technical reports relating to the plan review function. Exercise discretion and independent judgment in conducting fire and life safety programs in pipeline-related facilities. Represent the Division of Fire and Life Safety at TransAlaska Pipeline System and Joint Pipeline Office meetings, conferences and working groups at the direction of the Assistant State Fire Marshal. Interpret and implement policies and procedures for conducting fire and life safety programs within pipeline-related facilities. This position is part of the Division of Fire and Life Safety and is responsible for pipeline-related fire and life safety inspections, plan reviews, employee complaint investigations, and engages with partner Joint Pipeline Office agencies in coordinating oversight of the TransAlaska Pipeline System. Key Responsibilities of this position include:

2 Assist the Joint Pipeline Office in the development of effective fire and life safety programs for pipeline-related facilities and operations. Provide training and technical assistance to the Joint Pipeline Office staff and TransAlaska Pipeline System owners and operators regarding state fire and life safety laws, regulations and requirements. Gather, compile and analyze statistics on fire prevention activities conducted on pipeline-related facilities. We are looking to hire someone with the following knowledge, skills, abilities, and experience: Thorough knowledge of fire prevention and fire service activities including building plan review, fire code inspection principles and practices and fire prevention education programs. Ability to conduct building, processors and installations fire prevention inspections. This includes the physical ability to enter all sections of buildings such as attics, basements, crawl spaces and other areas not normally visited in a building. Ability to analyze situations, reason logically and recommend an effective course of action to abate fire hazards. Ability to establish and maintain effective relationships with government officials, fire officials, building design and construction professionals and others. Ability to communicate effectively with others, both orally and in writing. Ability to travel in many modes of transportation to include small and large aircraft, snow machines, ATVs, trucks, automobiles and boats. More information about the Department of Public Safety can be found on our website: MINIMUM QUALIFICATIONS: Five years of experience in fire service work, including three years of fire prevention inspection and plan review work AND An Associate's degree from an accredited institution in fire science, fire service administration, fire science technology or a closely related field AND Certification by the International Conference of Building Officials (ICBO) or the International Code Council (ICC) as either: 1) a Fire Code Inspector; or, 2) a Plans Reviewer. SUBSTITUTION: Additional qualifying experience may be substituted for the education (2.67 semester hours or 4 quarter hours equal one month of experience). Special Note: Assigned duties and responsibilities require continuous certification by the ICBO or ICC as a Fire Code Inspector and Plans Reviewer and successful applicants must have one of these certifications at time of hire. Continued employment is contingent upon the incumbent obtaining the remaining certification within six months of initial hire and

3 throughout employment. Desirable Qualification: certification as a Mechanical Code Inspector by the ICBO or ICC. Job duties require physical inspection of the TransAlaska Pipeline and related structures which may require carrying loads over rough or uneven surfaces and other physically demanding tasks. As a condition of employment, the Department of Public Safety will require a physical examination to determine the ability of the candidate to perform the essential functions of the job. As part of the examination process an extensive background investigation, including a criminal records check, will be conducted.
