6 Strategy for low carbon City development City-to-City Collaboration with Osaka City Government (1) Climate Change Mitigation for Greenhouse Gas (GHG) Emission Reduction; (2) Renewable Energy and Energy Efficiency; (3) Waste Water Management; (4) Water Supply; (5) Solid Waste Management, and (6) Environmental Conservation Also, the cooperation helps QC to create road map/action plan to set reduction target

7 Strategy for low carbon City development The Quezon City Local Climate Change Action Plan (QC LCCAP) is the consolidation of following documents: a. Legal Mandates b. Background on Quezon City c. Climate Change Vulnerability d. Mission, Vision and Objectives e. Climate Change (CC) Vulnerability/Sensitivity Analysis f. GHG Emissions and Opportunities for Reductions g. Situation Analysis h. Climate Change Adaptation and Mitigation Programs, Projects and Activities *The above documents are the outputs of the workshops and forums conduct with direct and indirect stakeholders of Quezon City Government (QCG) during the Project period.

9 Measures Undertaken THE BIOGAS FACILITY Blessing of the Expansion of the Biogas Emission Reduction Project through the Quezon City Government and PANGEA Green Energy Philippines, Inc. The expansion added two 320 kw capacity generators which would bring the facility s generating capacity to a total of 1.5 megawatts As part of the post-closure care and maintenance, in 2007, the City Government signed a Memorandum of Agreement with Pangea Green Energy for the extraction, collection, processing, flaring and conversion into electricity of the biogas at the disposal facility. Awards and Recognition The rehabilitation of the Payatas Dumpsite and the Biogas Facility earned a Galing Pook Award in 2008, and more recently the Meralco Luminaries, for exemplary contributing to nation building and helping the country achieve world-class stature.

11 Project in the Pipeline Integrated Solid Waste Management Facility (WTE) The proposal covers the construction, operation and maintenance of the said facility under a PPP venture with the Quezon City Government. To evaluate the proposal, the Quezon City Public-Private Partnership Selection Committee created a Technical Working Group headed by the Environmental Protection and Waste Management Department to lead the review of the said proposal.

12 How the City-to-City Collaboration contributes to City s development 1. Created opportunity to share and gather information on developing low carbon initiatives with other countries 2. Quezon City is able to promote energy saving facilities to industries in line with the JCM Projects 3. Exposure to projects and programs of different countries to explore the possibility of replicating applicable projects to the City 4. Strengthened partnerships between QC Local Government and the private sector through the introduction of JCM Projects 5. The City-to-City Collaboration helped QC in complying with its international commitments in terms of lowering GHG emissions, among others
