No.: 15/ECE/015 TEMPORARY JOB OPENING ANNOUNCEMENT D 1 Chief of Division TJO grade and level 1 Functional title IMIS post Department/Office/Division/Service/Section UNECE/Forests, Land and Housing Division Job Network and Job Family (See list on page 3 4)* Economic and Social Development/Economic Affairs Deadline 27 May 2015 Duty Station: Geneva Estimated Start Date: 1 June 2015 Duration of need: 3 months Open to external candidates: Yes No Summary of main duties DUTIES AND RESPONSIBILITIES Under the direct supervision of the Executive Secretary of the UNECE, the incumbent will 1) Ensure implementation of the Joint UNECE/FAO Forestry and Timber programme of work in an effective and timely manner by: a) Supervising the planning and implementation of the Timber and Forestry programme of work including the meetings of the: ECE Committee on Forests and the Forest Industry; FAO European Forestry Commission; Joint Working Party on Forest Economics, Statistics and Management; and seven joint Teams of Specialists (TOS) b) Promoting close coordination with FAO, our principal partner in this programme, c) Ensuring cooperation with, and significant contributions to, regional and global processes such as UNFF (the UN Forum on Forests) and Forest Europe d) Developing inter sectoral activities between this and other UNECE subprogrammes (2) Ensure implementation of the Housing and Land Management programme of work in an effective and timely manner by: a) Supervising the planning and implementing of the Housing and Land Management (HLM) programme of work, including the meetings of: the Committee on Housing and Land Management; its Working Party on Land Administration; and its Real Estate Market Advisory Group. b) Encouraging measures to increase effective cooperation with other UNECE subprogrammes (such as sustainable energy) and other UN organizations including, in particular, UN HABITAT. (3) Provide effective management to the Forests, Land and Housing Division by: a) Implementing effective work planning and monitoring processes 1 For eligibility and other conditions, please see the Notes at the end of this form.

2 b) Developing communication and promotion strategies within the Division and externally c) Monitoring the efficient administration of personnel and finance issues, including timely preparation of the budget submission d) Implementing UNECE Human resources policies (4) Contribute to the strategic management, policy coherence and visibility of UNECE by: a) Contributing to management discussions and decisions; b) Participating in UNECE Directors Meetings and supervising follow up actions; c) Responding in a timely and effective manner to requests from OES d) Implementing decisions by the UNECE Executive Committee (EXCOM) that are of relevance to the work of the Division. PROFESSIONALISM COMPETENCIES The programmes under this Division are: 1) Forestry and Timber (with an emphasis on sustainable forest management and forest products markets) and 2) Housing and Land Management (with an emphasis on the issues in low and middle income countries of the region). The candidate must have an in depth knowledge of one of these two areas and a good general understanding of the most important regional/international issues in the other area. A good knowledge of intergovernmental processes and how they are organized and supported by a secretariat is also required. Shows pride in work and in achievements. QUALIFICATIONS Education Advanced university degree (Master s degree or equivalent) in a field related to Forestry and/or Housing and Land Management or Sustainable Development. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Experience A minimum of 15 years of progressively responsible work experience, with at least 10 years in: Sustainable Forest Management; or Housing and Land Management; or Sustainable use of environmental resources or a related field and with at least 5 years of the 10 years to include international policy formulation or implementation. Experience in supporting intergovernmental meetings and negotiations would be an advantage. Languages Fluency in English (both oral and written) is required; knowledge of French is desirable. Knowledge of Russian is an advantage. 5 Notes: A current staff member who holds a fixed term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G 6 or G 7 level may also apply to temporary positions in the Professional category up to and including the P 3 level, subject to meeting all eligibility and other requirements for the position. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. In its resolution 66/234, the General Assembly further stressed that the Secretary General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013 Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified. Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station. While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
