2 Requisitin Explanatin and Instructins The requisitin is the manner in which a supervisr starts the hiring prcess fr a particular vacancy. Requests t fill vacant psitins (classified and exempt) are made by entering a requisitin in Tale. The cmpleted requisitin frm shuld be submitted as sn as yu knw yu will have a vacancy. Yu d nt need t wait until the psitin is actually vacant. Wh cmpletes the frm? The frm is cmpleted in accrdance with departmental plicy. N matter wh cmpletes the frm, the frm must be entered int Tale crrectly and cmpletely. Hw d yu cmplete the frm? A cpy f the requisitin frm appears n the fllwing pages alng with instructins fr each field. Access/Sign-in t Tale There are 3 ways t access the Tale website t lg in: Optin #1: Click here: Optin #2: Use the "FACE Manager Access" link lcated in yur Internet Explrer s Favrites menu. Optin #3: Access the prgram remtely (similar t OPUS access) by ging t Click the ONLINE SERVICES menu at the tp and select FACE Manager. Lgin screen Frgt Passwrd Screen Enter yur user name. Yur user name is the same as yur OPUS Username. Enter yur passwrd Enter the Cmpany cde: PCG Click Lgin. If yu have frgtten yur passwrd, click the Frgt yur passwrd? link. If yu have frgtten yur passwrd, enter the address assciated with yur accunt. Enter the Cmpany cde: PCG. Click Submit Request. 4 REQUISITIONS T access the Requisitins hme page: Click the Requisitins tab (t the right f the Hme icn). The three tabs n the Requisitin Hme Page display different infrmatin. My Requisitins My Current Requisitins My Past Requisitins Displays a list f all requisitins in which yu are an wner. Displays a list f requisitins in which yu are an wner and the requisitins are either: Waiting Fr Apprval HR Prcessing Waiting: Hiring Manager Apprval Open Clsed Rejected On Hld Displays a list f requisitins in which yu are an wner and the requisitins are either: Filled Canceled Duplicate Requisitin Canceled: Budget cnstraints Canceled: Human Resurces Canceled: MQ change Canceled: New recruitment Requested Canceled: Rerganizatin Canceled: Will nt fill Filled by Reinstatement CLONING AN EXISTING REQUISITION: Instead f entering a new requisitin, yu may cntact Human Resurces at t inquire if there is a requisitin in Tale that can be clned fr yur use. 5 ENTERING A NEW REQUISTION: Hver yur muse ver the Requisitins tab (t the right f the Hme icn), click New Requisitin. It s best t enter the Requisitin in its entirety, if at all pssible. If nt, enter infrmatin in the required fields (required fields are preceded by an * and the field title is in red), save the requisitin, and crrect all errrs if prmpted. Prir t entering a requisitin, be sure t read the Imprtant Ntices. Requisitin Owners: In rder fr a Hiring Manager t view requisitins and the list f Candidates, they must be a Requisitin Owner. Yu can grant access t anyne that shuld have access t the requisitin and wh has the apprpriate level f access. T grant access t a requisitin, click the [Add/Remve] link t add/remve an wner. 6 T grant access t the requisitin, lcate the user s name in the Available list n the left. Click the user s name and click the which will mve the user s name t the Assigned list. Once all users have been listed in the Assigned list, click Save. 7 Requisitin Infrmatin: 1. Classificatin Jb Cde: Enter the jb classificatin cde. This is the number assigned t this jb classificatin. This number is lcated in the upper right hand crner f the classificatin specificatin. 2. Psitin Cntrl Number: Enter the psitin cntrl number f the psitin. If the requisitin frm is being used t request t fill mre than ne psitin, enter all the psitin cntrl numbers in this bx. One requisitin frm may be used t request the filling f mre than ne psitin if all psitins are the same jb classificatin and if all ther requested infrmatin n the frm is the same fr all psitins. 3. Jb Title: Enter the fficial jb classificatin title as it appears in OPUS. D nt abbreviate jb titles. 4. Date submitted: Enter the date yu enter the requisitin int Tale. 5. # f Openings: Enter the number f vacancies t be filled by this requisitin. 8 6. Appinting Authrity: Select the apprpriate Appinting Authrity. 7. Divisin: Select the name f the divisin within the department in which the psitin is lcated. 8. Lcatin: Select the lcatin f the psitin facility as it appears in OPUS. 9. Wrksite: Enter the cmplete wrksite street address fr the psitin. This is fr the candidate s benefit. 10. Assignment Duratin: Select the length f service (Regular, Shrt-term Temprary, Lng-term Temprary). 11. Budgeted FT/PT: Select the apprpriate hurs per week (30 hrs, hrs, r less than 20 hrs). 12. Has wrking Title?: Select Yes r N. 13. Wrking Title: Enter a wrking title. Wrking titles are intended t mre specifically and accurately reflect either the wrk r the missin f the unit t which the psitin is assigned. If the psitin des nt use a wrking title, enter the actual jb classificatin title. 14. Specialized Field: Enter the specialized field f wrk. If the psitin desn t specialize in a particular field, leave this blank. 15. Pay Grade: Enter the pay grade f the jb class. 16. Classified r Exempt: Select Classified r Exempt. 17. Wh May Apply: Select ne f the fllwing recruitment types: a. Open (Internal & External Candidates): Cntains the names f current Cunty emplyees and nn-cunty emplyees wh are eligible t fill a vacancy in the requisitined jb classificatin. b. Prmtinal-UPS (all Cunty emplyees): Cntains the names f nly thse qualified candidates wh are currently emplyed in permanent classified psitins within the Unified Persnnel System. The names f nn-cunty emplyees, temprary emplyees and exempt emplyees will nt appear n these eligible registers. c. Prmtinal-Departmental: Registers will nly cntain the names f thse qualified candidates wh are currently emplyed in permanent classified psitins within the indicated department. d. Prmtinal-Divisinal: Registers will nly cntain the names f thse qualified candidates wh are currently emplyed in permanent classified psitins within the indicated divisin f a department. 9 Advertising Request: 1. Pst Recruitment?: Select Yes if yu want HR t pen this requisitin fr recruitment. Select N if yu d nt want HR t pen the requisitin fr recruitment. 2. If N Psting, Why?: Indicate the reasn why this requisitin shuld nt be pened fr recruitment. 3. Previus Tale Requisitin ID #: If yu wuld like t cnsider candidates frm a previus requisitin, fr the same jb classificatin, which was cmpleted within the past ninety (90) days, indicate the requisitin ID#. 4. Advertising Duratin: Select the length f time in which applicatins will be received. Yu may select frm 1, 2, 3 r 4 weeks. Yu may request an extensin f the recruitment. (N ffers f emplyment may be made prir t the Pst Clse Date.) 5. Free Jb Bards: This field has a set default. This includes lcal advertising in the Sunday editin f the Tampa Bay Times, and sending Jb Alerts and updating RSS Feeds. 6. Paid Advertising: Place a check mark in this bx if yu will be advertising this psitin n external jb bards, publicatins, web sites, etc. that requires a fee. NOTE: Placement f the advertisement and payment is the department s respnsibility. 7. Paid Ad Publicatins: If yu are placing an advertisement n external jb bards, publicatins, web sites, etc., indicate where yu placed the advertisement. 10 Driving Requirements 1. Driving?: If the psitin requires the peratin f Cunty vehicles n a regular r ccasinal basis indicate the frequency. Otherwise, select Never. 2. Drivers License: If a drivers license is required, select the drivers license type and when the license is required. Otherwise, select Nt Applicable. If yu are unsure f the licensure requirements f the psitin yu shuld cntact Risk Management. 3. Endrsement Requirements: If the psitin requires driving n a regular r ccasinal basis and there are endrsement requirements t the driver's license requirement select each endrsement by pressing and hlding the CTL key while selecting each endrsement. 11 Clerical Requirements 1. Requires Typing?: If the psitin is f a clerical r secretarial nature and requires typing [the use f a cmputer keybard r typewriter] as a regular part f the jb select Yes, therwise select N. 2. Typing Speed?: If yu answered "Yes" t the abve questin, [Requires Typing?] yu must answer this item. Select the apprpriate typing speed required by the psitin. The fllwing guidelines are prvided t assist yu in determining the apprpriate speed requirement fr the psitin: Keybard familiarity - Select this typing speed if the nly typing requirement f the psitin is t perfrm data retrieval n a cmputer system (regardless f size). The individual ccupying the psitin is required t select frm menu chices t btain/retrieve needed infrmatin. 15 wrds per minute - Select this typing speed if the typing respnsibility f the psitin cnsists f typing labels, envelpe addresses, and an ccasinal frm letter. 25 wrds per minute - Select this typing speed if the typing respnsibility f the psitin is the input f data int a pre-established frmat. This includes data entry int a cmputer system, the cmpletin f frms, and the regular typing f frm letters in which the basic letter cntent remains the same [i.e., address, date, details and specifics f the letter are changed using a wrd prcessr r wrd prcessing sftware package.] 35 wrds per minute - Select this typing speed if the typing respnsibility f the psitin cnsists f typing riginal letters (the entire letter must be prepared/typed) and shrt reprts (1-5 pages in length) n a daily basis. 45 wrds per minute - Select this typing speed if the typing respnsibility f the psitin cnsists f typing riginal letters, shrt and medium length reprts (1-10 pages in length) n a regular basis. Regular basis means that the typing requirements are demanded several times a day and that typing makes up at least 50 percent f the wrk lad/respnsibility f the psitin. 55 wrds per minute - Select this typing speed if the typing requirements f the psitin cnsists f typing riginal letters f a cmplex/technical nature and cmplex/technical reprts f all lengths n an almst cntinuus basis. The primary respnsibilities f the psitin must be typing. Typing f a cmplex/technical nature cmprises frm 50 t 75 percent f the wrk lad f this psitin. Very few psitins will require typing at this rate f speed. 3. Explain Typing Required: If typing is required fr this psitin use the space prvided t explain (describe) why the psitin requires typing at the indicated speed. 12 1. Wrk Schedule: Enter the wrk days and wrk hurs fr this psitin (Mnday - Friday; 8:00am 5:00pm, Mnday Thursday; 7:00am 6:00pm, varies, etc.). 2. Days per Week?: Indicate hw many days a week this psitin wrks (5 days a week, 4 days a week, varies, etc.). 3. Average OT per Mnth?: Indicate an estimated number f hurs f vertime this psitin wrks a mnth, if any. Psitin Descriptin: Enter an accurate psitin specific descriptin. This descriptin will help the candidate knw what is expected by clearly defining the wrk t be perfrmed. This descriptin will be included in the nline jb psting. If yu d nt enter an accurate psitin specific descriptin the Nature f wrk as it appears n the jb classificatin will be used. Psitin Requirements: Enter the specific requirements abve and beynd the minimum qualificatins that are required at the time f hire. 13 Highly Desirable Quals: Enter highly desirable qualificatins, certificatins, licenses (nt Drivers License), sftware and/r ability t speak, write and understand languages, etc. that are nt required fr this psitin. These are qualificatins yu wuld like the candidate t pssess but are nt required fr the psitin. Essential Tasks: Enter the jb specific tasks/duties fr this psitin. These essential tasks will help the candidate knw what is expected by clearly defining the wrk t be perfrmed. These essential tasks will be included in the nline jb psting. If yu d nt enter jb specific tasks the Illustrative Tasks as it appears n the jb classificatin will be used. Knwledge, Skills & Abilities: Enter the psitin specific knwledge, skills & abilities fr this psitin. These knwledge, skills & abilities will be included in the nline jb psting. 14 Cmplete the Psitin Requirement Prfile A Psitin Requirement Prfile must be cmpleted and submitted fr each psitin filled (including temprary and exempt psitins). It is imprtant that this frm be cmpleted accurately fr the psitin. The true essential duties fr the requisitined psitin shuld be included, nt the general duties/tasks listed n the class specificatin. The infrmatin cntained in the PRP is als used t determine what if any preemplyment physical examinatin is required. In additin, the PRP is sent t the dctr cnducting the pre-emplyment physical examinatin fr Pinellas Cunty. If the PRP is nt cmplete, yur requisitin will be rejected, resulting in a delay f prcessing yur requisitin. When yu have cmpleted the Requisitin and Psitin Requirement Prfile, click Save. If yu receive any errr messages, crrect the errrs and click Save again. Americans with Disabilities Act f 1990 (ADA) The Americans with Disabilities Act f 1990 (ADA) precludes emplyers frm discriminating against a qualified individual with a disability wh can perfrm the essential functins f the jb. The ADA defines a persn with a disability as a persn with a physical r mental impairment that substantially limits that persn in sme majr life activity (seeing, hearing, walking, learning, etc.), a persn with a recrd f such a physical r mental impairment, r a persn wh is regarded as having such an impairment. T cmply with this law, an emplyer must determine: the essential functins f the jb whether a disabled persn, with r withut accmmdatins, is qualified t perfrm these duties whether a reasnable accmmdatin can be made fr a qualified individual if needed The ADA defines essential functins as the duties which are fundamental and nt marginal. It ffers three examples f reasns why a jb functin may be cnsidered essential: the psitin exists t perfrm that functin the number f emplyees available t perfrm that functin is limited the functin is s highly specialized that the incumbent in the psitin was hired t perfrm it The requirements f the ADA deal with each individual psitin and its specific requirements, nt the requirements f the jb classificatin. T meet these requirements, the Unified Persnnel System f Pinellas Cunty Gvernment has elected t use the Psitin Requirement Prfile t determine the physical requirements f each psitin.
